Annual Report 1998

Our mission
For our organisation, which was established in 1994, the year 1998 was
the period of strengthening the organisation as well as creating the basis
for its future operation in the long-term.
When analysing and evaluating the earlier activities of the organisation, a
three-fold reference of the Civil College’s long-term mission was outlined.
• national training organisation and people’s academy for the actors of
local action (who work in community development projects);
• the development of the skills of initiation and action among the
inhabitants of the Felső-Kiskunság small region, the area surrounding
the Training Centre in Kunbábony, and, building on this, the
fulfilment of the function of a local people’s academy;
• the institution of professional community development training.

Our strategic plan


In close co-operation with the Association for Community Development,
our organisation has elaborated a 3-year strategic plan which concerns its
operation and sustainability.
Central to this plan is the so-called ”Small Grants Programme” which is
intended to support organisation and local action through small grants,
training, and the supervision of projects.
A further strategic element of this programme is the professional
accreditation of community development, and the launching of its training
in secondary and higher-educational institutions. We are trying to build-up
a more secure system of long-term funding instead of our past practice
of working from project to project.

Partnership-building
National relations
1998 has also been the year of laying the foundation of our strategic plan.
Partnership-building and the presentation of the efforts and practice of
the Civil College in Hungary and abroad played an important role during
our work. Important new co-operations were born or outlined on both the
regional level (in the county of Bács-Kiskun) and the national level with voluntary,
training, and grantor organisations, and professional unions. We have been much more active
in terms of providing expertise in organising EU and Hungarian national as well as regional
programmes.

International relations
We carried on with and strengthened our international relations,
particularly with the Northern College in UK, the ICEA International
Community Education Association, and the CEBSD Combined European
Bureau for Social Development.

Naturally, our main activity has been training, and we therefore provide a
detailed list of our courses in 1998. Please note that most of our civil
training courses are week-end courses, and that training a group may
take several week-ends. Our courses on community enterprising usually
take 2x5 days. The field works of the professional community
development training courses take 4-5 days, which can be prolonged if
desired. The number of participants attending our courses is usually
somewhere between 14 and 32.

The Civil College has prepared curricula and study plans:


For non-profit organisations:
local and small regional community development and partnership-
building, the establishment and running of civil organisations, the
techniques of local action; the organisation and running of independent local media;
enterprise development.
For professionals:
• the secondary and higher-educational syllabus of community development, and its
professional as well as examination criteria. We have initiated the accreditation of the
community development profession as well as its inclusion in the National Training
Register.
• the syllabus of post-gradual training for youth referrals.

Our courses have been characterised by collective planning and the


treatment and sharing of experiences in the community. The participants
of the courses usually come from the local projects of our nation-wide
organisation. They co-operate with the organisation, or with the nearest
community development worker or organisation, both before and after
training.

Development work in the Felső-Kiskunság


The Civil College performs development work in the Felső-Kiskunság in co-
operation with the Association for Community Development, since
community development activities reveal training needs, and the training
courses result in further community action.

1. The mobilisation of citizens


In 1998 the Civil College carried on with its small-regional development
programme in the Felső-Kiskunság.
In the framework of the regional development work performed in Felső-
Kiskunság we mobilised approximately 200 citizens from 5 villages
together with 40 university students in May 1998 in order to launch the
extensive local community appraisal movement.
Local civic movement has started as a result of interviews and community
discussions. In the village of Kunpeszér: the organisation of events; the
renovation of the nursery’s garden; the meeting of the Kiskunság National Park and
local farmers; the establishment of a local association which organises cultural programmes,
charity events, and the establishment of a playground, and which runs a part of the Cultural
Centre according to a contract with the local government. Long-term projects are being
planned at the moment.

Local newspapers were established and launched (Kunbábony,
Szalkszentmárton, Tass); the organisation of the meeting of local
employers in order to develop the local economy, and the launching of a
youth café project (Kunszentmiklós); the organisation of meetings for those dealing
with village tourism, and the launching of summer programmes for young people
(Kunadacs). The Kitchen Garden ’98 programme, which was organised by the local
association in Kunbábony and sponsored by the Autonómia Foundation, has provided 30
(mostly disadvantaged) families with the opportunity to produce the vegetables they need.
The members of the establishing sales co-operative came partly from among the participants
of this programme, and partly from the participants of earlier enterprise development
programmes.
We are now preparing for the ”Family Child-Care Programme” which is
designed to provide day-care facilities for children. Unemployed women
have been trained to become entrepreneurs in the programme. Our
university/college students have been involved in our small regional
projects on a regular basis.

2. The development of infrastructure for civil action
• the establishment of a network of community workers, their training,
and the provision of consultations
In Tass, Kunpeszér, Szalkszentmárton, Kunbábony, and Kunszentmiklós
we employ 5 community workers in the framework of a National
Employment Found project. Their training and introduction to work was
started in September and is still in progress.

We have elaborated the business plan for this project, and we presented
it to the actors of small regional economic life on 22nd February, while
encouraging them to become founders of the agency. The organisation of
the foundation running the agency is in progress at the moment.

All this suggests that the local people’s academy programme builds on
civic movement and needs. It provides the opportunity to learn for people
who need it, and when they need it.
