The German Association for Water, Wastewater and Waste, ATV-DVWK, is the spokesman in Germany for
all universal questions on water and is involved intensively in the development of secure and sustainable
water management. As politically and economically independent organisation it operates specifically in the
areas of water management, wastewater, waste and soil protection.

In Europe the ATV-DVWK is the association in this field with the greatest number of members and, due to
its specialist competence, it holds a special position with regard to standardisation, professional training
and information of the public. The ca. 15,000 members represent the experts and executive personnel from
municipalities, universities, engineer offices, authorities and businesses.

The emphasis of its activities is on the elaboration and updating of a common set of technical rules and
standards and with collaboration with the creation of technical standard specifications at the national and in-
ternational levels. To this belong not only the technical-scientific subjects but also economical and legal
demands of environmental protection and protection of bodies of waters.

Foreword
In the Federal Republic of German there exists a ca. 400,000 km long public sewer network. The sewers
have to be cleaned within the scope of maintenance. Of the overall cleaning service the by far the largest
part is carried out using the high pressure flushing process. Since ca. 1960 high pressure cleaning has
been seen as an effective method for sewer cleaning. Nevertheless, up to today there are barely any stan-
dardised quality criteria, specialist terms and definitions which support the clear understanding between
customer and contractor, for example with the invitation to tender for sewer cleaning services.

I Preamble to the specification and schedule of


prices

1 Scope of services and implementation times

1.1 The statement of work produced here covers the maintenance cleaning of ..... km sanitary sewers,
..... km stormwater sewers and ..... km combined sewers as well as of manhole structures using the
high pressure flushing process.

1.2 The implementation times range from ..... up to ..... . Within this implementation time the cleaning
services are to be carried out in several linked phases. The contractor is obliged to commence work
at the latest ..... weeks following the request of the client.

1.3 It is to be taken into account with the calculation that all standard prices are fixed prices up to the end
of the implementation period.

2 Execution of sewer cleaning

2.1 The sewers are located in public metalled roads, paths and places. The manholes are approachable
by vehicle with the exception of individual shafts in green areas. The maximum separation of the
manholes, which can be approached by vehicle, is ..... m. A particular situation is located in the area
of ...... There there is a combined sewer DN ..... (Gradient 1: ..... ), which cannot be approached by a
sewer cleaning vehicle for a length of ..... m. The sewer is to be cleaned ..... times within the period.
The services necessary for this are calculated in Position 1.5.

2.2 The sewers to be cleaned are to be found within the city/town area. It is intended, to clean completely
linked sub-networks. If required, however, individual sewer sections are to be cleaned separately on
instructions of the client. The contractor is to receive sewer inventory plans well in time following
award of contract. The cleaning programme and the order in which the sewer sections are to be
cleaned are determined weekly with the client’ s supervisor of works. Cleaning is to commence at the
high points of the sewer network. The deposits to be found in the sub-networks to be cleaned must
be removed completely from the sewers. It is to be ensured that no deposits are flushed into down-
stream sewer stretches, throttle installations and pump inlet chambers which are not to be cleaned.
The client’s supervisor of works is to monitor this via measurements of deposits.

2.3 The sewer sections listed in Annex 1 are previously damaged. In these sewer sections cleaning is to
be carried out with particular care and with a reduced pressure of ..... bar immediately in front of the
jet. A breakdown of the cleaning jet is to be avoided at all costs.

2.4 Cleaning is to be carried out with maintenance of the drainage.

2.5 With the cleaning of stormwater sewers it must be ensured that the cleared material and the flushing
water does not get into surface waters. Therefore a sewer shut-off bladder is to be placed at the end
of the cleaning section before the start of work and the cleared material and flushing water produced
there sucked out.

2.6 The maximum manhole depth is ..... m.

2.7 With each manhole the walls, the step irons, dirt pans and cover seatings are to be cleaned. Damp-
ing inserts must be examined and, if required, exchanged. New damping inserts are produced on
site. The manhole covers are to be securely closed again after cleaning. Visible damage of the man-
hole structure is to be noted in the daily reports.

2.8 Work can be carried out on working days from Monday to Friday in the period from ..... h to ..... h.
Deviating working times can be agreed with separate constraints. The contractor is responsible for
the obtaining of possibly necessary approvals for night work.

2.9 Vehicles can be parked in the service area (address ..... ). The service area is available to the con-
tractor Mondays to Fridays from ..... h to ..... h. The client accepts no liability for the parked vehicles.

2.10 With the cleaning of sewers with small nominal widths up to DN 400 care is to be taken using a suit-
able arrangement of the suction hose that the cross-section of the sewer section to be cleaned is not
reduced and thus air cushions are avoided. The manholes in the sewer sections to be cleaned are to
be open during cleaning.

3 Requirements on vehicles and equipment

The client leaves the selection of vehicles to the contractor. In order to guarantee an effective and correct
cleaning the following minimum requirements are to be maintained:

DN 150 mm
– suction hose length >120 m
– pump capacity ca. 320 - 450 l/min, 150 - 180 bar pump output pressure, pressure immediately before

• the vehicles must satisfy the requirements of the [German] Road Traffic Ordinance (StVO); according to
this the vehicle noise limit, depending on the year of construction, may not exceed 80 dB(A) or 84 dB(A).
• the vehicles must be equipped with all-round lights and the necessary gas warning, safety and rescue
equipment, cover lifting equipment, lamps, climbing aids, shovels, ropes, signs etc.

4 Requirements on personnel

4.1 Vehicle crews must consist of at least two persons. The crew must be trained sufficiently and regu-
larly in-house or by specialist organisations (e.g. DWA [formerly ATV-DVWK], TÜV, TBG). The carry-
ing out of the annual instruction on the accident prevention regulations and the preventative industrial
medical examinations (i.a.w. GUV-V A4 and GUV-I 8521, in particular G 20, G 25 and G 26) are to
be verified on request.

4.2 Personnel must have available the personal protection equipment in accordance with the accident
prevention regulations.

5 Safety of traffic and of working sites

5.1 The contractor is responsible for the correct security of the working site. The guidelines for the safety
of working sites on roads [In Germany RSA, 1995 Edition] are to be observed. The contractor is to
carry out the necessary erection of barriers and signs for the control of traffic and for the protection of
personnel. The necessary authorisation under traffic law is to be obtained well in time before the start
of work from the Municipal Office (address ..... ). The costs for the authorisation, without additional
surcharges, are taken over by the client on verification. The contractor’s supervisor of works must
have the necessary specialist knowledge. Appropriate verification is to be provided on the request of
the client.

5.2 A particular traffic situation is to be found in the following roads ..... . One is concerned here with
main roads with high traffic density which are accessible for sewer cleaning vehicles in the period
from ..... h to ..... h only. There particular security measures are necessary which result in individual
cases from the regulation plans of the RSA as well as from the provisions of traffic law. The expendi-
ture for the safety of the working site in these roads is to be calculated in Position 3.3. A copy of the
provisions of traffic law is to be carried on the cleaning vehicles and to be presented to the client’s
supervisory personnel.

5.3 In the roads listed in Annex 2 “No Stopping” signs must be erected for the implementation of clean-
ing. The signs necessary for this are to be erected ..... hours before the start of work and removed
immediately after the finishing of work. A max. of two signs per manhole (Traffic Signs 283 StVO)
with additional signing (sewer cleaning work with details of the respective date) are to be used. The
individual regulations of the provisions of traffic law apply. The signs are to be secured against falling
over due to the effects of wind and are to be so placed that they do not lead to traffic hindrance. The
settlement of accounts takes place according to Position 3.2 as flat charge per manhole.

6 Flushing water and disposal of cleared material

6.1 The water necessary for the cleaning can be taken from the public drinking water supply system.
Standpipes with water meters are to be obtained from the water supply company (address ..... ). Rent
for the standpipe meter is ..... €/month (gross), the costs for the drinking water ..... €/m³ (gross).

6.2 The cleared material removed is to be transported to the reception station of the client (address ..... )
and disposed of there. The travel times and the expense for the emptying of the vehicle is calculated
into the standard prices. The reception station is open Monday to Friday from ..... h to ..... h. The
quantities produced are recorded in a transportation certificate (see Annex 3). The costs for disposal
of the cleared material is borne by the client.

6.3 The cleared material is to be continuously monitored by the contractor. With unusual events (peculiar
odour, oil films) work is to cease immediately and the client is to be informed. Cleared material al-
ready in the vehicle tank may be unloaded only after release by the client.

7 Observation of the accident prevention regulations

7.1 The contractor is responsible for the observance of all relevant laws and regulations for work safety.
The cleaning tasks may be carried out only with the observance of the accident prevention regula-
tions. The wearing of personal protective equipment is obligatory.

7.2 Before entering the sewer system facilities the atmosphere is to be tested using multiple gas warning
equipment. The client is to be informed about the occurrence of a hazardous atmosphere.

8 Determination and acceptance of the services

8.1 Once a week, before start of work, the heights of deposit in the sewer sections to be cleaned in this
period are determined by the client’s supervision of works together with a representative of the con-
tractor. The necessary personnel for the execution of these tasks are provided by the client. The re-
sults are recorded by sewer section in protocols (see Annex 4) and signed by both parties. From the
recorded deposit heights there result the positions and additional costs to be used with the calcula-
tion of the cleaning services.

8.2 In profiles which are not man-accessible (clear width < 1000 mm) the heights of deposit are meas-
ured in the first and last pipe of a sewer section using a metre rule. Measurement takes place from
the deepest point of the respective cross-section up to the surface of the deposits. The measured
deposit heights at the start and end of the sewer section are entered into Columns M1 and M2 in the
protocols (see Annex 4). The arithmetic mean of both deposit heights is noted as relevant deposit
height in the appropriate column of the protocol. The allocation of performance positions takes place
according to the relevant deposit height. A measurement in the manhole channel is not permitted as
there the deposit heights can differ from those in the sewer sections through turbulence with large
flows.

With man-accessible profiles (clear width upwards from 1000 mm) measurements of the deposit
heights are carried out at distances of ca. 20 m. The results are noted in the protocols in Columns
M1 to M5. So far as it is established through the inspection that the deposit heights do not differ sig-
nificantly within a sewer section, the distances are increased. The relevant deposit height determined
from the arithmetic mean in one sewer section is critical for the allocation of performance positions. If
there are local heavy deposits in a sewer section which are significantly above the average deposit
height in this sewer section, an as accurate as possible assessment is made. The allocation to per-
formance positions is then undertaken by section. Remuneration is derived from the sum of the
products, which result from the length of the individual sewer section sections multiplied by the stan-
dard prices for the respective deposit heights. The results of the measurements and the necessary
subsidiary calculations are to be documented in the “Remarks” column or on the reverse side of the
protocol.

8.3. All deposits and contamination on the shaft walls, the bottoms of the sewer and manhole channels
are to be removed completely through the cleaning. The discharge cross-section is to be washed
free over the complete circumference. The number of cleaning passes is to be matched to the con-
tamination. The sewer film and solid deposits such as, for example, hardened concrete, root in-
growths and encrustation remain in the sewers and, if necessary, are removed using separate
measures.

8.4 Basis for the determination of the services is the daily report (see Annex 5) signed by the contractor
and recognised by the client’s supervision of works. It contains the schedule of the cleaned manholes
and sewer sections with details of the manhole number, road name, profile dimensions, relevant de-
posit heights, lengths of sewer section and the performance positions used as well as, if required,
special remarks. The daily reports are produced in duplicate. The first copy is passed to the client
with the bill, the second copy remains with the contractor. If several contractor’s vehicles are em-
ployed concurrently, a separate daily report is kept for each vehicle. The relevant deposit heights are
to be taken from the protocol measurement (see Annex 4).

8.5 The client carries out formal acceptance in accordance with § 12 No. 4 VOB/B. The acceptance is
carried out by the client’s supervision of works in the presence of the contractor at the latest 3 days
after the cleaning. The monitoring of the cleaning performance takes place optically or through physi-
cal inspection with clear heights of more than 1000 mm. The necessary personnel and material for
the timely optical and physical inspection are provided by the client. The contractor is responsible for
the timely application for acceptance. The result of the acceptance is documented by sewer section
and signed by client and contractor (see Annex 6). If defects are found during acceptance the con-
tractor has to carry out a post-cleaning at his own cost and is to request a renewed acceptance.

9 Waiting times and obstructions

9.1 Obstacles or interruptions to work must be indicated without delay by telephone and confirmed sub-
sequently in writing and noted in the daily reports with substantiation. Further action is to be decided
with the contractor. The contractor is to take all measures to enable a continuation of work at another
point in case of obstruction.

9.2 A remuneration for waiting times with obstruction or interruptions to work takes place only if the client
supports this and the length of the waiting time exceeds 1 hour. Waiting times are remunerated only
up to the clearance of the obstruction and, as a maximum, for the remaining working time on the re-
spective working day (see Section I 2.8).

10 Settlement of accounts

The contractor has a right to progress payments. Invoices are to be presented in ..... copies with the asso-
ciated invoice documentation (first copy of the daily report). Only those services can be invoiced which
have been accepted by the client. Invoices must be arranged by date. Services are to be listed individually
for each working day with details of quantities (length of sewer section, number), the relevant position num-
ber as well as the unit and total price. Value Added Tax is to be shown separately.

11 Liability

The contractor is liable for all damage and pollution on public traffic facilities, private drainage facilities, per-
sons and other matters which result in connection with his task.

The contractor must verify the existence of third party insurance. He is obliged to provide written indication
without delay as soon as his insurance cover no longer exists. The amounts of coverage of the third party
insurance must be at least:

of the offer. The quality and test conditions of the German Association for the Production and Maintenance
of Sewers and Drains are to be met.

Verification is considered as proven if the company possesses the RAL Quality Mark of the [German] Qual-
ity Association. A contract for outside monitoring for the individual measures can be presented as an
alternative. With this the above-named quality and test conditions must be met.

3.1 Clean manholes

pans and dispose of contents, clean step irons, shaft walls and benching, exchange faulty anti-rattle

the costs for the vehicles including the journey to and from the site, equipping tasks, accessories,
fuel, emptying and cleaning, the necessary vehicle crew, securing of the traffic and working site, the

tions of the Municipal Office for traffic regulation. Remuneration is by flat rate per working site.

Delivery of the high pressure pump at least 320 l/min with an operating pressure of 150 bar at the
pump, storage tank at least 8 m³, length of HP hose at least 120 m. To be calculated into the per-
formance positions are the costs for the vehicles including the journey to and from the site, equipping
tasks, accessories, fuel, emptying and cleaning, the necessary vehicle crew, securing of the traffic
and working site, the expense for the closing off the sewers during cleaning (see Section I 2.5) as

preamble.
