1. Rastriya Swasthya Bima Yojna (RSBY):

Visit to Hospitals empanelled under Rastriya Swasthya Bima Yojna (RSBY):

It was informed that In Faizabad District, the total number of BPL families is 2,01,437
and out of his smart card has been made for 1,34,522 families. 14 hospitals have been
empanelled under the scheme Rastriya Swasthya Bima Yojna (RSBY). Te number of
beneficiaries is 1,177 only for which total claim is Rs 66,04,108.00. I visited two hospitals
which are empanelled under RSBY. These hospitals are Jagat Hospital and Ayodhya Eye
Hospital, Ayodhya. The District Development Officer of Faizabad Shri Tripathi and the
representative of ICICI Lombard Insurance Company Shri Ashish Pandey accompanied me
during visit.

a) Jagat Hospital, Faizabad: This is a well established hospital of the town. Dr. S. M.
Dwivedi is the owner of the hospital. He briefed me about the treatment given to
patients under RSBY scheme. I also interacted with two patients who were admitted
in the hospital and were beneficiaries of the scheme.
b) Ayodhya Eye Hospital: This hospital functions under the aegis of a trust Mani
Mandir Sewa Nyas Samiti. This is exclusively an eye hospital. The doctor on duty
explained about the patients under the RSBY scheme.

In Gonda District 49,207 BPL families were distributed smart card out of total number of
2,20,341 BPL families. Here, 12 hospitals have been empanelled under the scheme. But the
number of beneficiaries is only 617 and claim amount is 49,37,632.00. I visited two
hospitals which are empanelled under the RSBY scheme: Awadh Hospital and Satish
Chandra Memorial Hospital. The representative of ICICI Lombard Insurance Company Shri
Ashish Pandey accompanied me during visit.

c) Awadh Hospital: This is the oldest private hospital of the town and is well
established. Dr. N. N. Tiwari is the owner of the hospital. I interacted with the in
house patients who are getting treatment under the scheme.
d) Satish Chandra Memorial Hospital, Gonda: This hospital is also empanelled under the
scheme and providing treatment to beneficiaries. Dr. O. N. Pandey is the owner of the
hospital.

Following points emerged after my visit to these hospitals in two districts:

 The smart card should be made for all BPL families.


 There is need for awareness about the scheme among the common man. Even
some of the beneficiaries who have got their smart cards, do not know its use. The
awareness programme should be run through local Pradhans.
 These hospitals informed that there is no problem regarding getting their claim.
They are getting the claims in time.
 There is need of surprise checking of empanelled hospitals.

2. Government ITIs covered under scheme – Upgradation of 1396 Government ITIs
through PPP:

a) Govt. ITI, Mankapur, Gonda:

I visited Govt. ITI, Mankapur, Gonda on 27/01/2011. The ITI is functioning in this
building since 1998. This ITI has been taken for modernization under the scheme
“Upgradation of 1396 Government ITIs through Public Private Partnership” during 2009-10.
Shri Nagendra Singh is the Principal of the ITI. The Industry Partner for upgradation of the
ITI is Bajaj Hindustan Sugar & Industry Limited, Gonda. The Chairman of the Institute
Management Committee (IMC) is Shri N. K. Shukla. He was not present during my visit
despite prior information. Although almost one year has elapsed since the interest free loan
of Rupees 2.5 crores was released to the IMC, there was no sign of modernization in the ITI.
The ITI building and campus was in very poor condition. There was a very negligible
utilization of the fund. It was informed that Rs 4,33,874/- only has been spent on different
items.

b) Govt. ITI , Faizabad:

I visited this ITI on 27/01/2011. This is one of the oldest ITIs in the state which was
established in early sixties. The ITI has big campus with sufficient infrastructure. This ITI
was taken for modernization under the scheme “Upgradation of 1396 Government ITIs
through Public Private Partnership” during 2007-08. There are 17 trades with 29 units in this
ITI. Out of 89 sanctioned posts of different categories of staff, 70 are in position. 4
Instructors are working on temporary basis. It was informed that an expenditure to the tune of
Rs 1,03,03,388.00 has been incurred on different items, out of the loan amount provided
under the scheme. The major expenditure has been done on Tools, Machinery & equipments
(Rs 57,95,395.00); Civil works (Rs 20,79,469.00) and Consumables, maintenance and
training material (14,49,183.00). But despite spending this much amount on different items,
there was no tangible sign of modernization in the ITI. The condition of the buildings and the
campus was very poor. The class rooms and workshops are still in There is a huge lot of
old unserviceable machines tools and equipments lying here and there in the campus.
Similarly old furniture are also stacked in the building which not only occupy a large space
but also a big fire hazard.

c) Govt. ITI, Gonda:

On 28/01/2011, I visited Government ITI Gonda. This ITI is also an old ITI with lage
number of buildings and other infrastructure.

 The Chairman of IMC Dr. Humayun was out of station for last four months.
 The present Principal of the ITI has joined on 28/01/2010 but has not got the
charge of important records like Cash book as yet. Shri Arvind Kumar Principal

of ITI Charganva who was holding the charge of this ITI prior to joining of new
Principal, is still keeping these records in his possession.
 It was reported that only Rs 15.5 lakhs has been spent from the loan amount of Rs
2.5 crores. There was no sign of modernization in the ITI.
 The condition of class rooms and workshops are in very dilapidated condition.
 It seems that neither any member of IMC nor the officials of the State Directorate
has paid any attention towards this.

b) Govt. ITI (Women), Gorakhpur:

The charge of the Principal of this ITI also is being held by Shri Arvind Kumar. This
ITI has also been taken for upgradation under the scheme “Upgradation of 1396 Government
ITIs through Public Private Partnership” during 2008-09. The Industry Partner of this ITI
also is M/s Care Medical Devices Ltd and the Chairman of IMC is Dr. Humayun.

 The utilization of the fund is very negligible. It was reported that only Rs. 3 lakhs
has been spent as yet.
 Shri Arvind Kumar, Principal in charge of this ITI was absent despite being
informed about my visit.
 The faculty members said that they were never consulted about the development
of the ITI and not involved in preparation of the Institute Development Plan.
 There was no computer in the ITI.

c) Govt. ITI Deoria:

I visited this ITI on 13/05/2010. Shri A. K. Madhur, Principal was present during the
visit. This ITI has also been covered under the scheme Upgradation of 1396 Government
ITIs through Public Private Partnership during 2007-08. The Chairman of the IMC is Shri J.
P. Jaiswal of M/s Sudha Seeds. The Chairman of the IMC was not present during my visit.
However, he met me at Lucknow on 14/05/2010 and discussed about the working of IMC.

 The building and the campus are in a very dilapidated condition.


 It was reported that the District Authorities had taken a large number of rooms for
election purposes and did not vacate those rooms as yet. It has created scarcity of
space in the ITI.
 Only Rs 17 lakhs has been spent for upgradation of the ITI.
 There is a huge gap between the IMC Chairman and the ITI Principal.
 I came to know that IMC Chairman had sent a complaint to State Directorate
about some irregularities committed by the ITI Principal. An enquiry was
conducted by Joint Director Vocational Training in February 2010 but still there
is no outcome of the enquiry.

d) Govt. ITI (Women), Aliganj, Lucknow.

I visited this ITI on 14/05/2010. Shri Raj Kumar Has joined as Principal of this ITI on
29/01/2010. Previously Shri Vinay Shrivastava, Principal of Govt. ITI Aliganj, was holding
the additional charge of this ITI also. The IMC Chairman is Shri K. K. Agrawal who is
basically a Charted Accountant and runs a small industry of wire cable.

This ITI has also been taken for upgradation under the scheme Upgradation of 1396
Government ITIs through Public Private Partnership in the year 2008-09. The utilization of
fund by the IMC is very negligible and Rs 3,75,170.00 only has been spent so far out of the
loan amount of Rs 2.5 crores.

Issues:
After visiting the above mentioned four ITIs which are under the scheme Upgradation of
1396 Government ITIs through Public Private Partnership, following issues emerged which
requires to be resolved:

a) The IMCs have not functioned properly as there was vacancy of Principals in the ITIs and
the Principals who are holding the additional charge are not paying adequate attention in
IMC affairs.

b) The utilization of fund is low because there is lack of coordination between Industry
Partner and the ITI Principal. There is need for monthly review of the functioning of IMC by
the state directorate so that matter of dispute may be resolved immediately.

c) The State Government should take due care in selection of Industry Partner. Only potential
industries should be considered for Chairmanship of the IMC.

d) The IMC Chairman and the ITI Principal should be made accountable for non
performance and legal action should be taken against defaulters.

3. Employees Provident Fund Organization, Sub-Regional Office, Gorakhpur

I visited the Sub-Regional Office of Employees Provident Fund Organization at


Gorakhpur (Uttar Pradesh) on 12/05/2010 and had meeting and discussion with Shri J. N.
Pandey Regional P.F. Commissioner In-charge and other staff members of this office, about
on going activities of the organization in this region.

Requirement of official vehicle: It was informed that there was no official vehicle in
this office which is need for recovery and other miscellaneous office works.

Modernization of the office: It was reported that the proposals for installation of
centralized air-conditioner and modular furniture have already been sent to
Regional Office, Kanpur.

4. Employment Exchange, Gorakhpur.

This Employment Exchange is one of the oldest in the state. It was established in the
year 1946. There is sufficient space in the office. The Coaching cum Guidance Centre for Sc
and ST is also functioning in the same building. During my visit to this office Shri Sushil
Kumar, Regional Employment Officer and other staff members of this office were present. I
discussed with them about the activities of this office and major issues. There is no
computerization of the works and all entries and registrations are manual. The basic
amenities like drinking water, toilets, ceiling fans in the main registration hall, signage, etc,
should be improved.

It was reported that during 2009-10, the total number of candidate registered at this
employment exchange was 9143, out of names of 1010 were sent and only 61 could get
employment. It was also informed that this year (2010), three Rojgar Melas have been
organized where 173 candidates have got employment.

5. National Child Labour Project (NCLP) School at Gorakhpur.

I was informed by the District Authorities that at present only one school is running
under National Child Labour Project (NCLP) in Gorakhpur District. On 13/05/2010 I visited
this school located at Village - Manbela, PO – Jhugia Bazar, about 15 kms from the district
headquarters. The Project Officer of NCLP was also present. This school is functioning since
01/12/2007 with the assistance of an NGO – Veena Siksha Samiti, Hazaripur, District –
Gorakhpur.

Being located away from the town of Gorakhpur, this school has got reasonably good
accommodation in the prescribed rent. There are three small rooms, two of which are used
for classes and one for store. Two teachers were present who have been engaged for a
nominal emolument of Rs 1500.00 per month. During my visit students were studying in two
classes. While interacting with the students
 I found that they have got basic literacy level and are able to read and write.
Before coming to school, most of these students were involved in rag – picking.
The number of girl students was almost half and they are doing better than boys.
It was informed that vocational education is given to girls for tailoring, while
boys are taught about making of packets and decoration material.
 It was also informed that five student have been brought under main stream so
far. I also interacted with some guardians of the students who had come there. I
found that both students and the guardians want that such education is very useful.
 The guardians informed that there was a lot of behavioral changes in
students after coming to school. They have learnt some etiquettes.

I checked the attendance register and medical check-up cards of the students. The
health check-up cards were not found satisfactory as I cross checked the some of the entries
made in them. Students informed that they are occasionally given some diets like biscuits,

banana, and bread. However during my visit, Khichdi was being prepared for students but
from the appearance of the kitchen, it looked as it was being used after a very long time.
The students haven provided with study materials.

After visiting the school, I got an impression that the District Authorities have left
the school on the discretion of the NGO who is not paying adequate attention. The
condition of the class rooms was not satisfactory. The broken black-board of the class room
and the sign board of the school should be replaced. The Project Director should visit the
school periodically to check the health record, attendance of teachers and students and
provision of food etc.

6. Office of Regional Labour Commissioner (C), Lucknow.

I visited the office of Regional Labour Commissioner (C), Lucknow on 14/05/2010. I


had meeting and discussion with Shri D. P. Singh, RLC(C), Lucknow and other officials
about the activities of this office.

Enforcement and Prosecution matters:- LEO(C) is inspector under various labour


laws and conducting inspections under the Central Sphere in his jurisdiction and submitting
reports to Dy CLC(C), Kanpur and employers are required to submit compliance reports to
Dy CLC(C), Kanpur. These functions are under the control of Dy CLC(C) Kanpur Region
and RLC(C) Lucknow is not involved in these matters. The staff strength is as per
sanctioned except one vacant post of LDC since September 2008.

Issues:

a) Administrative:- Few districts of LEO(C), Gorakhpur and Allahabad also falls under
the jurisdiction of RLC(C), Lucknow but administrative control is lying under
RLC(C), Kanpur and ALC(C), Allahabad respectively.

b) Accommodation:- This office has got very less space and creating inconvenience to
the public and also to this officers and staff of this office. This office has requested
Dy CLC(C) and CLC(C) to look into the matter and sought approval from competent
authority for additional space of 1800 Sq ft which is pending.

c) Office Equipments:-

i) FAX Machine: This office has requested to Dy CLC(C)/CLC(C) to provide or


accord approval to purchase one fax machine to smooth functioning of this office.
ii) Computers: This office has provided 03 computers whereas there are need of 03
more computers.
iii) Residential Phone: RLC(C) has not provided with residential phone. This office
has requested Dy CLC(C), Kanpur & CLC(C), New Delhi to accord approval for
providing residential phone or reimbursement of the personal mobile bills.

7. Office of Principal Secretary, Technical Education, Govt. of U.P.

I had meeting with Ms Brinda Sarup, Principal Secretary, Vocational & Technical
Education, Government of Uttar Pradesh, in her office and I discussed with her about my
observations during the visit of different Govt. ITIs and other issues concerned with the
scheme - Upgradation of 1396 Government ITIs through Public Private Partnership. Ms
Archana Agrawal, Secretary and Shri Banarsi Singh, Joint Director were also present in the
meeting.

The issues which were discussed:

a) Low utilization of fund: The low utilization of the fund released under the scheme
Upgradation of 1396 Government ITIs through Public Private Partnership. I gave a detail of
utilization by the IMCs of four ITIs which I visited during this tour.

b) Conflict between Industry Partners of the IMCs and the Principals of the ITIs: This issue was
discussed in reference to ITI Deoria where there no coordination at all between the Industry Partner
and the Principal. There is no sign of development in the ITI despite the fund to the tune of Rs 2.5
crores has been made available since March 2008. The Industry Partner has complained about some
irregularities committed by the Principal. Though an inquiry was conducted by the Joint Director but
no action has been taken as yet.

c) Vacancy of Principals in ITIs: At Gorakhpur, one Shri Arvind Kumar is holding the charge of four
ITIs. He was holding the charge of principal of ITI Railway Colony Gorakhpur also. However a new
principal was posted there in the month on January 2010, but Shri Arvind Kumar has not handed
over the important records like cash book, cheque books, etc to the new incumbent as yet. This has
impeded the works of the IMC. I requested the Principal Secretary, Technical Education, Govt. of
U.P to take necessary action in this matter. I also requested that the Director and the Joint Directors
should hold regular meetings of the IMCs to resolve the disputes.

d) Proposals for the year 2010-11


Status of new proposals of ITIs taken for upgradation during 2010-11 was also discussed.
