OUTSTANDING ISSUES
Brunei: Embassy of Brunei in Washington is awaiting $1 million from Darussalam for hurricane relief. Once the funds are
received the Embassy will deposit them into the Department's account (account information already provided) and notify
us via diplomatic note. The desk will reply to the dip note once it has been received and the deposit confirmed.
French Polynesia: Offer of 100 troops declined. No "no" cables now going out. AJdacon refusal of assistance offers
likely, but make sure TF US-1 shift coordinator knows.
Japan: Offer of 30 pump trucks will not be formally declined until after Secretary Rice meets with her Japanese
counterpart on Saturday evening. Desk has been notified.
Samoa: TF1 instructed Embassy Apia to have the Samoans make their expressed donation of $10,000 to the Samoan
chapter of the Red Cross who should forward it to the American Red Cross. Samoan chapter of the Red Cross who will
forward it to the American Red Cross. Desk will need to follow up so that acceptance cable (already drafted) can go out ~
after acknOWledgement of receipt of donation.
Thailand: 1) The Secretary accepted the offer of Thai Forensic Experts. HHS has declined their services. Desk is
working with HHS to find a way for the team to at least tour the region with a Thai delegation. 2) Confirm the FEMA has
given final approval for the gift of the com and notify Susan Sutton, PolCouns in Bangkok as well as Melanie Higgins, Thai
desk officer (7-0036). The approval is needed before the Thailand ships the com to Little Rock Air Force Base. OFDA rep
following up on the approval, EAP rep tonotity Embassy Bangkok and Thai desk Officer.

FRENCH POLYNESIA: Draft cable to Suva to decline personnel assistance (on unclass side). Sent cable to EAP Front
Office. pending FO clearance.
JAPAN: Tokyo 4980 reports new Japan offer of 60 water pump trucks and their crews. Pending bureau clearances on
rejection cable (See 12:10 below) .
KOREA: Respond to TF1 CMS rep with response to media presence question (see 14:15 below).
LAO - See 10:46 & 14:47109 entries. Appropriate cable will need to be drafted after clarification of donation is received.
THAILAND: (1) Desk Melanie Higgins (7-0036) Per State 169098 asked posts (incl Bangkok) to deliver points declining
offers of forensic teams. Problem: Ihe Thai team is already here, at request of S, and so is the PM. HHS and FEMA have
reviewed but found no task suitable. Taskforce is still working possibility of imbedding some of the Thai team with the
Slate rep to FEMA/Baton Rouge (Amb. Sullivan's team and/or USAID team. USAIDOps center called and said team
leader does not have suitable task for Thai team. Director Deborah McCarty discussed with Amb. Sullivan and will follow
up with Amb to discuss possibility of sending one or two representatives to Baton Rouge to observe for one day only.
Taskforce must follow up with Desk after next steps determined per Dlrector/Amb call. And draft e-mail to
Interested parties per Higgins
THAILAND: (2) See 10:30 note below. Follow up (a) with OFDA to confirm ESF-6 acceptance to be pass through recipient
to the Greater Food Bank of Little Rock; and (b) with Desk (Melanie Higgins) that Thailand agrees to provide transport of
the com to little Rock.

10:30 - OFDA confirmed that Thai com offer will be accepted with 2 provisions: 1. ESF-6 to be the recipient and the Thai's
must transport to Little Rock, AX. Currently Thai transportation only to New York. Confirmed with Melanie Higgins that
ESF-6 should be the forwarding agency to forward to the Greater Food Bank of Little Rock. Melanie will work with
Embassy Bangkok on the transportation issue.

planning to do with it. If they are planning to accept and post to the fiscal data

SUBJECT: LAOS HANDS OVER A DISASTER RELIEF CHECK TO HELP THE VICTIMS OF KATRINA
1. After the Ministry of Foreign Affairs notified Post on September 14 that the GoL would
do so, on September 15 Vice Foreign Minister Phongsavath Boupha handed a check 'for $25,000
to the Ambassador on behalf of the Lao People, to help with the relief effort along the US
Gulf Coast.
Regretting the modest amount, Boupha said that Laos could not give more, but gave what
they did from the heart. He commented about Lao-Americans known to have lived in the
affected areas, wondering about their fate.
2. The Ambassador received the check with thanks, noting that Laos and the US had just
passed the 50-year mark in uninterrupted diplomatic relations, and while the relationship
had been difficult at times, an event such as this one showed her how people could come
together in the face of disaster.

Per the Task Force's question yesterday about how the Lao contribution is being deposited:
Please be informed that BCEl is pleased to convert subject check to a bank draft without any bank fee. The bank draft
for $25,000.00 can be issued on Monday and cashier will generate General Receipt OF-158 accordingly after he
received it from the bank. The funds will be transferring to fund cites that provided in State 164963.
OUTSTANDING ISSUES
FRENCH POLYNESIA: Draft cable to Suva to decline personnel assistance (on unclass side). Sent cable to EAP Front
Office. Pending FO clearance.
JAPAN: Tokyo 4980 reports new Japan offer of 60 water pump trucks and their crews. Pending bureau clearances on
rejection cable (See 12:10 below)
KOREA: Respond to TF1 CMS rep with response to media presence question (see 14:15 below).
LAO - See 10:46 & 14:47 log entries. Appropriate cable will need to be drafted after clarification of donation is received.
THAILAND: (1) Desk Melanie Higgins (7-0036) Per State 169098 asked posts (incl Bangkok) to deliver points declining
offers of forensic teams. Problem: the Thai team is already here. at request of S, and so is the PM. HHS and FEMA have
reviewed but found no task suitable. Taskforce is still working possibility of imbedding some of the Thai team with the
State rep to FEMAlBaton Rouge (Amb. Sullivan's team and/or USAID team. USAID Ops center called and said team
leader does not have suitable task for Thai team. Director Deborah McCarty discussed with Amb. Sullivan and will follow
up with Amb to discuss possibility of sending one or two representatives to Baton Rouge to observe for one day only.
Taskforce must follow up with Desk after next steps determined per Dlrector/Amb call. And draft e-mail to
interested parties per Higgins
THAILAND: (2) See 10:30 note below. Follow up (a) with OFDA to confirm ESF-6 acceptance to be pass through recipient
to the Greater Food Bank of Little Rock; and (b) with Desk (Melanie Higgins) that Thailand agrees to provide transport of
the com to Little Rock. .

to be drafted formally accepting donation.
10:30 - OFDA confirmed that Thai corn offer will be accepted with 2 provisions: 1. ESF-6 to be the recipient and the Thai's
must transport to LitUe Rock, Ak. CurrenUy Thai transportation only to New York. Confirmed with Melanie Higgins that
ESF-6 should be the forwarding agency to forward to the Greater Food Bank of Little Rock. Melanie will work with
Embassy Bangkok on the transportation issue. '

Brunei: Embassy of Brunei in Washington is awaiting $1 million from Darussalam for hurricane relief. Once the funds are
received the Embassy will deposit them into the Department's account (account information already provided) and notify
us via diplomatic note. The desk will reply to the dip note once it has been received and the deposit confirmed.
French Polynesia: Offer of 100 troops declined.' No "no" cables now going out at this time, although the French desk
prepared a draft.
Japan: Offer of 30 pump trucks will not be formally declined until after Secretary Rice meets with her Japanese
counterpart on Saturday evening. Desk has been notified. .
Samoa: TF1 instructed Embassy Apia to have the Samoans make their expressed donation of $10,000 to the Samoan
chapter of the Red Cross, which should forward it to the American Red Cross. Desk will need to follow up so that thank
you message (already drafted) can go out after donation. If Samoan Red Cross cannot accept the donation on behalf of
the American Red Cross, Embassy Samoa may need to accept it for the American Red Cross following guidance in State
164963. Because of local banking practices, the Samoan government may need to contribute in local currency to avoid
substantial exchange loss. •
