PROFESSIONAL EXPERIENCE
ARGUS PROJECT SERVICES, LLC, Topeka, KS
Argus Project Services that was formed in January 1997 as a LLP and converted to
an LLC in May 2001.
Argus provides project management services to the power delivery and telecommuni
cations industries.
Senior Project Manager April 2007 to July 2009
On contract with Kenny Construction Company as site manager for Allegheny Powerâ s 15
0 mile TrAIL 500 kV project which includes a 500 kV switching station and expans
ion at an existing 500 kV station. Responsibilities included selection of subcon
tractors providing right of way acquisition services, permitting (non-environmen
tal and environmental), engineering, surveying, material procurement, environmen
tal services, and construction. The responsibilities included directing the mana
gement of a staff of 90 support personnel to include safety, project controls, s
cheduling, and financial management and reporting, and membership on the Externa
l Executive Steering Committee. This project included 17 separate segments and h
ad a budget of $500 million. The project passed through 3 states, PA, WV and VA,
and required permitting in all three jurisdictions.
Senior Project Manager November 2002 to March 2007
On contract with Kenny Construction Company as site manager for the PacifiCorp Q
uantum Leap Projects. Responsibilities for this assignment include directing sub
contractors providing engineering, surveying, evironmental services, and materia
l acquisition. Projects include high voltage transmission lines, substations, an
d distribution lines. This program was budgeted for $220 million and the work wa
s completed in the Salt Lake City area.
Senior Project Manager August 2001 to November 2002
Sargent & Lundy, LLC is an international engineering firm supplying services to
the electrical industry.
Contracted to Sargent & Lundy, LLC for Tennessee Valley Authority (TVA) for proj
ects to support Independent Power Producers (IPP). Responsibilities included man
agement of engineering, procurement and material management and construction of
switchyards and transmission lines to provide interconnections for six IPPs to t
he TVA 500kV system.
Engineering Liaison and Material Coordinator April 2001 to July 2001
Contracted to Sargent & Lundy, LLC assigned to New York Power Authority for the
"In City Power Now"
Project. The project included building 11 gas turbine power facilities in New Yo
rk City and Long Island.
My responsibilities included material coordination at the sites and problem solv
ing with the installation
contractors for switchyards and connections to the Consolidated Edison Company o
f New York system.
Project Manager January 2000 to March 2001
Contracted to Alcoa Fujikura, Ltd., provided field project/construction manageme
nt for Optical
Groundwire (OPGW) installation project for Pathnet Operating Company. The projec
t included 412 miles of OPTGW from Albuquerque, NM to Grand Junction, CO, connec
tions to 10 regeneration sites and 6 city
interconnections. Responsibilities included managing direct hire and contract Fi
eld Advisors, installation
subcontractors, interfacing with host utilities, native American jurisdictions,
and, federal, state and local agencies,
develop and maintain schedules, coordinate and monitor material deliveries, nego
tiating change orders from
contractors and to Pathnet.
Project Manager July 1997 to January 2000
The Lower Colorado River Authority provides electrical and telecommunications se
rvices in central Texas.
Lower Colorado River Authority (LCRA) in Austin, Texas. Responsible for the mana
gement for the installation of more than 100 miles of Optical Groundwire (OPGW)
and All Dielectric Self Supporting (ADSS) fiber optic telecommunications cable.
Responsible for financial accountability for the project that required managing
personnel from eleven LCRA internal departments, contract engineers, selection o
f contractors and procurement.

SARGENT & LUNDY, L.C.C, (S&L) Chicago, IL March 1988 to July 1997
Project Manager: (5/96 to July 1997) On a loaned servant assignment to Lower Col
orado River Authority (LCRA) in Austin, Texas. As Project Manager, managed the i
nstallation of 114 miles of OPGW and ADSS fiber optic telecommunications cable.
Resident Manager: (6/92 to 7/96) Opened and was responsible for S&L's regional o
ffice in St. Petersburg, FL. Duties included all office operations, client conta
cts, oversight of design projects, coordination of subcontractors, preparation o
f schedules, attendance at project meetings, etc.
Site Project Manager: (10/95 to 5/96) Client's on-site agent with total responsi
bility for construction management and field inspection on 10 miles of 345kV sin
gle circuit transmission line for Centerior Energy Services in OH.
Project Manager: (10/94 to 5/96) Responsible for selection of field pulling site
s and determination of reel lengths for over 1400 miles of OPGW for Entergy in L
ouisiana, Mississippi, and Texas.
Construction Manager: (3/88 to 2/93) Client's agent responsible for construction
management and field inspection on 92 miles of 230kV single circuit transmissio
n lines for Atlantic Electric (now part of Conectiv) in NJ. Projects included in
stallation of OPGW with new construction.
