1. Command Centers/Command Posts distribute this message to all assigned Unit


Commanders/Directors, to include Geographically Separated Units and Tenant Units
serviced by your installation.

2. The AF Crisis Action Team (AFCAT), on behalf of the AF/A3 directs all AF units
to obtain 100% personnel accountability of members that are within the GEOGRAPHIC
AREA OF INTEREST (GAOI) for the Exercise Ardent Sentry 2011 Earthquakes. In
accordance with AFI 36-3803, this requirement applies to Air Force Active Duty,
Air National Guard, Air Force Reserve, Air Force Joint-assigned members and their
dependents, and Department of Air Force and Non-appropriated Funds civilian
employees and their dependents (Sister service members and international exchange
officers/student’s are exempt from utilizing AFPAAS).

3. Accountability scenario: (Exercise) Two powerful earthquakes capable of


causing widespread damage and casualties struck the Midwest minutes apart Monday
16 May, at approximately 1400Z. The first occurred near Memphis and triggered a
second quake two minutes later near Evansville, Ind. The Geographic Area of
interest (GAOI) is defined as:

In ALABAMA 17 Counties: Blount, Cherokee, Colbert, Cullman, Dekalb, Franklin,


Jefferson, Lamar, Lauderdale, Lawrence, Limestone, Madison, Marion, Marshall,
Morgan, Walker, and Winston counties.

In ARKANSAS 19 Counties: Arkansas, Clay, Craighead, Crittenden, Cross, Greene,


Independence, Jackson, Lawrence, Lee, Mississippi, Monroe, Phillips, Poinsett,
Prairie, Randolph, St. Francis, White, and Woodruff counties.

In ILLINOIS 25 Counties: Calhoun, Crawford, Franklin, Gallatin, Hamilton,


Hardin, Jackson, Jefferson, Jersey, Johnson, Lawrence, Madison, Massac,
Monroe, Perry, Pope, Randolph, Richland, Saline, St. Clair, Wabash,
Washington, Wayne, White, and Williamson counties.

In INDIANA 21 Counties: Clay, Crawford, Davies, Dubois, Gibson, Greene, Harrison,


Knox, Lawrence, Martin, Monroe, Orange, Owen, Perry, Pike, Posey, Spencer,
Sullivan, Vanderburgh, Vigo, and Warrick counties.

In MISSISSIPPI 6 counties: Coahoma, Lauderdale, Lee, Marshal, Tate, and Tunica


counties.

In MISSOURI 24 counties: Bollinger, Butler, Cape Girardeau, Dunklin, Franklin,


Iron, Jefferson, Lincoln, Madison, Mississippi, New Madrid, Pemsicot, Perry,
Pike, Ripley, Scott, St Charles, St Francois, St Louis, Ste Genevieve,
Stottard, Warren, Washington, and Wayne counties.
In TENNESSEE 20 counties: Benton, Carroll, Chester, Crockett, Dyer, Fayette,
Gibson, Hardeman, Hardin, Haywood, Henderson, Henry, Lake, Lauderdale,
Madison, McNairy, Obion, Shelby, Tipton, and Weakly counties.

In KENTUCKY 18 counties: Ballard, Caldwell, Calloway, Carlisle, Crittenden,


Daviess, Graves, Henderson, Hickman, Hopkins, Livingston, Lyon, Marshall,
McCracken, Muhlenberg, Trigg, Union, and Webster counties.

4. AF units will initiate personnel accountability upon receipt of this message.


Personnel accountability will be reported via Air Force Personnel Accountability
and Assessment System (AFPAAS). ONLY PERSONNEL AND/OR DEPENDENTS, PHYSICALLY
LOCATED IN THE GAOI, WILL BE REPORTED IN AFPAAS. All AF units must achieve 100%
accountability of personnel or dependents physically located in the GAOI as soon
as possible. Note: accountability of deployed members will be accomplished by
their homestation unit vice their deployed units.

5. Unit commanders/directors of units physically located within the GAOI will


account for 100% of their personnel and dependents. Unit commanders/directors of
units NOT physically located within the GAOI must only account for their
personnel and/or dependents who may be currently on Leave, TDY, Pass or have
authorized dependents in the GAOI. Units are encouraged to use their unit duty
status program and tools (DTS, LeaveWeb, etc) to determine those that are on
TDY/Leave/Pass in the GAOI. Commanders/directors must direct the following:

a. For units located within the GAOI, direct the unit Commanding Officer
Representative (COR) to account for 100% of personnel and dependents via AFPAAS;
or

b. For units located outside the GAOI, direct the unit COR to ensure 100% contact
of the unit is accomplished to ascertain whether any members and/or dependents
currently reside in or are on TDY, leave, or pass in the GAOI. Direct the unit
COR to add those personnel in AFPAAS and annotate the current accountability
status; and/or,

c. Direct unit personnel, identified in paragraph 5.a. or 5.b. log into AFPAAS
at: https://afpaas.af.mil/. Personnel should go to the Ardent Sentry 11 event
and account for themselves and their dependents and, if applicable 1)
create/update their displaced/safe haven location (hotel, family’s home, etc.);
2) complete the needs assessment survey, indicating any immediate needs
pertaining to the event, or as necessary. Commanders/directors should encourage
family members to also log in and gain exposure to AFPAAS and its capabilities.

d. If affected personnel do not have access to a computer the member should


contact their Unit Control Center (UCC) or COR and the UCC/COR, on the member’s
behalf, will account, update, and assess per paragraph 5.c.

e. UCCs unable to access AFPAAS will provide the names of affected personnel to
the Installation Personnel Readiness (IPR) office for update, or

f. If affected personnel do not have access to a computer and are unable to


contact their UCC, they will contact the AFPC/PRC at DSN 665-2020/2143 or
toll free at 1-800-435-9941.
6. MAJCOMs: Assist subordinate organizations until 100% accountability is
achieved. Notify AFCAT/A1 (afcata1@pentagon.af.mil) and AFPC/PRC (AFPC/DPWOR PRC
INBOX) via email upon completion.

7. Bargaining unit employees may not use AFPAAS to report accountability until
local bargaining obligations are met. However, bargaining unit employees will
report their accountability status IAW established procedures. The UCC will
update affected bargaining unit employees accountability status into AFPAAS.

8. Direct questions regarding personnel accountability reporting procedures to


AFPC Operations Center – Personnel Readiness Cell at DSN 665-2020, or 1-800-435-
9941. Direct questions regarding personnel accountability policy to AFCAT A1 DSN
227-4833.

9. NOTE: Even though this is an exercise, the Air Force is conducting a real
world total force accountability based on the exercise scenario. This directive
is in effect until 100% of personnel in the GAOI are accounted for or the
exercise terminates.
