Brunei: Embassy of Brunei in Washington is awaiting $1 million from Darussalam for hurricane relief. Once the funds are
received the Embassy will deposit them into the Department's account (account information already provided) and notify
us via diplomatic note. The desk will reply to the dip note once it has been received and the deposit confirmed.

French Polynesia: Offer of 100 troops declined. No "no" cables now going out. Aldac on refusal of assistance offers
likely, but make sure TF US-1 shift coordinator knows.

Japan: Offer of 30 pump trucks will not be formally declined until after Secretary Rice meets with her Japanese
counterpart on Saturday evening. Desk has been notified.

Samoa: TF1 instructed Embassy Apia to have the Samoans make their expressed donation of $10,000 to the Samoan
chapter of the Red Cross who should forward it to the American Red Cross. Samoan chapter of the Red Cross who will
forward it to the American Red Cross. Desk will need to follow up so that acceptance cable (already drafted) can go out.

Thailand: 1) The Secretary accepted the offer of Thai Forensic Experts. HHS has declined their services. Desk is

22:45 - Dan Larsen responded that Korea is working directly with OFDA and will provide info to OFDA.

22:30 - Review of matrix determined that acceptance cable for Samoa (9/8) $10,000 cash donation and Mongolia
(9/6) approx. $50,000 cash donation never completed. Per request of TF coordinator, will request next shift to
complete.

21:19 - Forwarded draft Japan response cable to Wendell Albright to dear with the front office.

20:11 - Forwarded Talking Points to PA rep on Chinese donations for Secretary's attendance of the President
Bush 1 President Hu meeting on 9/13 at UNGA.

18:10 - Per OFDA request, sent e-mail to Dan Larsen (Korea) to confirm If diapers being donated are cloth or
disposable.

17:35 - Confirmed with OFDA that the Japanese civilian relief teams are not needed at this time. Sent Wendell
Albright e-mail to confirm status and advise desk should continue to advise Japan that we are assessing until
rejection guidance from S is received.

17:26 - Confirmed for Melanie Higgins (BCllV) that HHS has agreed to accept the Thai forensics experts in NY.
HHS has contact info and will be in touch shortly. Further follow-up should go through the taskforce until HHS
gets in contact with the Thai's.

17:02 - Received e-mail from Japanese Embassy (see unclass) requesting confirmation if we will accept JGSDF
personnel. Confirmed with Wendell Albright that the Desk has informed Embassy that we are still assessing the
situation.

15:35 - Confirmed with Wendell Albright (EAP/J) status of Japan offer. Desk understands that the mil-to-mil relief
teams have been rejected. Embassy and Desk would like confirmation as to the status of the Civilian relief teams.

THAILAND: (1) Desk Melanie Higgins (7-0036) Per State 169098 asked posts (incl Bangkok) to deliver points declining
offers of forensic teams. Problem: the Thai team is already here, at request of S, and so is the PM. HHS and FEMAhave
reviewed but found no task suitable. Taskforce is still working possibility of imbedding some of the Thai team with the
State rep to FEMA/Baton Rouge (Amb. Sullivan's team and/or USAID team. USAIDOps center called and said team
leader does not have suitable task for Thai team. Director Deborah McCarty discussed with Amb. Sullivan and will follow
up with Amb to discuss possibility of sending one or two representatives to Baton Rouge to observe for one day only.
Taskforce must follow up with Desk after next steps determined per Dlrector/Amb call. And draft e-mail to
Interested parties per Higgins

THAILAND: (2) See 10:30 note below. Follow up (a) with OFDA to confirm ESF·6 acceptance to be pass through recipient
to the Greater Food Bank of Little Rock; and (b) with Desk (Melanie Higgins) that Thailand agrees to provide transport of
the com to Little Rock.

The U.S. has a strong preference for donations to the American Red Cross. If the Government has said that
they will send their contribution wherever we want, than please encourage the Red Cross option. No further
action is required by the USG. although if you report to us that they have made a contribution the Secretary will
send her thanks. If the Samoan Government comes out and says they would prefer to give to the USG, fet the
task force know and we will generate an acceptance message with routing information etc.

have any detailed information on how foreign governments can give to the Red Cross or other NGO, a part from just
going on line? Is there a POC at the Red Cross we can refer foreign governments to or posts can contact to facilitate
this kind of financial contribution. Thank You.

Tim, I think the easiest way would be through the local chapter to the Red Cross, but an allernative might be through
their embassy in NY to the American Red Cross. (It is possible--state 164963--for the embassy to take the money. do
.a reverse accommodation and buy a cashier's check but knowing the banking environment. and the express mail
options, I know that's not a good option.) I'll ask RM but for now through the Samoan Red Cross would be my bet.

KOREA: Respond to TF1 CMS rep with response to media presence question (see 14:15 below).

LAO - See 10:46 & 14:47 log entries. Appropriate cable will need to be drafted after clarification of donation is received.

SAMOA: Acceptance cable pending Bureau clearance. (See 12:50 below) .

THAILAND: (1) Desk Melanie Higgins (7-0036) Per State 169098 asked posts (incl Bangkok) to deliver points declining
offers of forensic teams. Problem: the Thai team is already here, at request of S, and so is the PM. HHS and FEMA have
reviewed but found no task suitable. Taskforce is still working possibility of imbedding some of the Thai team with the
State rep to FEMAlBaton Rouge (Amb. Sullivan's team andlor USAID team. USAID Ops center called and said team
leader does not have suitable task for Thai team. Director Deborah McCarty discussed with Amb. Sullivan and will follow
up with Amb to discuss possibility of sending one or two representatives to Baton Rouge to observe for one day only.
Taskforce must follow up with Desk after next steps determined per Dlrector/Amb call. And draft e-mail to
interested parties per Higgins

THAILAND: (2) See 10:30 note below. Follow up (a) with OFDA to confirm ESF-6 acceptance to be pass through recipient
to the Greater Food Bank of Little Rock; and (b) with Desk (Melanie Higgins) that Thailand agrees to provide transport of
the com to Little Rock. .

14:47 Lao: Embassy received check made out to USG. Instructed desk to determine what Embassy plans are. If they plan

Korea: OFDA is prepared to accept Korean donation of Diapers, cleaning supplies, tarps, and blankets In Dallas on Sept
15 @ 10:15. Korean delegation to be led by Amb. Chang Chul-Kyoon (Head of Consular Affairs at MOFAT). Delegation
will also include Ms. Park Eun Young from the Korean Red Cross and Ms. Suh Eun-Ji from MOFAT. Andrew Hyde 7-4316
(Korea desk).

There is a possibility that the Department may ask Amb. Charles Ray to travel to Dallas to accept the donation on behalf of
the Department. (Amb. Ray is currently in Houston as a Diplomat in Residence in Houston.) EAP rep needs to follow up

164963. Because of local banking practices, the Samoan government may need to contribute in local currency to avoid
substantial exchange loss. •

Thailand: The Secretary accepted the offer of Thai Forensic Experts. HHS has declined their services. Desk is working
with HHS to find a way for the team to at least tour the region with a Thai delegation. (The corn is accepted. Cable is

08:30: Laos: BCEL will convert bank draft for $25,000 without bank fee. OF-158 will be generated by bank after recelot
of check. Funds will transfer to fund cites provided in State 164963. "

08:40: Thai desk officer reported that there is no word yet on if the Thai Forensics team will tour affected areas.

09:00: Reconfirmed with OFDA rep that FEMA approval for Thai com donation is still pending.

09:20: NSC Jed Meline called asking for update on Thailand's Katrina Assistance. Thailand portion of Matrix copied and
sent to him via email: jmeline@nsc.eop.gov.

10:00: Emailed Tim Harley In Samoa instructions that the Government of Independent Samoa should make its $10,000
donalion to the local Samoan chapter of the Red Cross who will forward it to the American Red Cross.

10:10: Spoke with East Timor desk officer, who said that East Timor is praying for hurricane victims but is not in a position
to make a financial donation. .

12:00: Reconfirmed with OFDA rep that FEMA approval for Thai corn donation is still pending.
