1. Thai corn: FEMA gave us the green light for shipment of the Thai corn. According to
the Thais, they plan to send the corn to New York. They can have their photo op in New
York with the corn, but then it should continue on to Little Rock. OFDA can't pay for
transportation from New York-Little Rock. The TF EAP rep is generating a cable" for
clearance now and will add information about the final destination.
2. Mexican mental health experts: Dr. David Smith at HHS has accepted the Mexican
psychologist, Dr. "Rosa Rodrigues-Zubiate. The TF WHA rep is generating a cable for
clearance now.
3. Colombian mental health experts: I faxed four candidates to OFDA!HHS last night. HHS
is still considering these individuals and will let us know soon if they need further
information or if they can accept.

Korea: OFDA is prepared to accept Korean donation of Diapers, cleaning supplies, tarps, and blankets In Dallas on Sept
15 @ 10:15. Korean delegation to be led by Amb. Chang Chul-Kyoon (Head of Consular Affairs at MOFAT). Delegation
will also include Ms. Park Eun Young from the Korean Red Cross and Ms. Suh Eun-Ji from MOFAT. Andrew Hyde 7-4316
(Korea desk).
There is a possibility that the Department may ask Amb. Charles Ray to travel to Dallas to accept the donation on behalf of
the Department. (Amb. Ray is currently in Houston as a Diplomat in Residence in Houston.) EAP rep needs to follow up
early am to press for a decision ifAmb. Ra will be asked to 0 and to arran e fundin with EX. Amb. Ray has not yet
been contacted but can be reached at The coordinator for the Diplomat BI

3. The Hurricane Katrina Task Force will advise posts of formal acceptance of specific
categories of assistance from individual countries as soon as approval is generated. The
Secretary's statement from Friday (Ref 163279), tailored to particular circumstances, may
serve as the basis for embassy statements.
4. In anticipation of world leader interest in the recovery efforts going on in the wake
of Hurricane Katrina, the State Department will arrange special VIP briefings during the
UN General Assembly events of next week. These briefings will provide information on
recovery progress and donor assistance. Travel in and around the disaster area is both
difficult and hazardous. These briefings will allow world leaders who plan to attend UNGA

Attached is your spreadsheet so we can finalize and send to GAO but since I don't know excelll wanted to run
this by you Peter. I cha~ged several things in the November 10 column but I realize they took place after 11/10.
1) Botswana. We originally had it as a Bush Clinton pledge on Exec Summary. It was to USG for 1OOK and we
received it 11/30/05
2) Fiji. We originally had it as a Bush Clinton pledge on Exec Summary. It was to USG for 30K which we
received 11/10
3) Country H. Correct pledge on November 10 was 10MM pledge, not 8MM. We thought that we had received
2MM. In actual fact 1MM went to Bush Clinton and the second pledge was never made concrete. So receipts
shoudl be 0 as of November 10. Also we were aware of the 3.8MM pledge. We received 3.814 on 11/30/05.
Can we make the changes to the November 10 column and perhaps add a new one as of Jan 6 with the
changes on sums received and pledges? .

I'd like to clarify that though HHS initially thought we might be able to place the Thai forensics teams, it was
decided last night that we will be unable to do so. It therefore remains a DOS deskltaskforce responsibilty to
coordinate with FEMA (who is responsible for all forensic/mortuary services) on where to place this team. I
believe this DOS/FEMA process is already underway, but want to make sure there isno outlying expectation that
HHS is working any longer on placement of this forensics team. David spoke with the Thai Embassy last night,
and relayed the same information to them, We do not have contact information for the FEMA rep who would best
assist the Thais/DOS, but if there is contact info, please share so we can refer any future inquiries on .
forensics/mortuary services. Please let me know if you have any questions.

Hi Christa:
Thank you so very much for your e-mail and for giving me David's phone number, I'll be honest in saying that I
didn't realize that there was a decision made regarding forensic assistance in general. However, as you know the
Thai forensic folks are a special case, since Secretary Rice herself suggested to the Thai Foreign Minister in two
separate phone calls last week that the Thai Government should send forensic experts, so the initiation/invitation
for this forensic team was from her personally, (The delegation of five forensic experts arrived last Sunday on the
Prime Minister's plane.)

Doug Hengel, Director of the SICRS Early Warning and Prevention Division, asked me to contact you about the
Thai forensic team that is currently here in the US. He asked that I contact you because I recently spent three
days as the State liaison to the USAID operations center in Arlingtonthat was stood up to assist with responding
to international offers of assistance. While on duty there, I worked with HHS to try to develop an appropriate
response to the many offers of forensic and mortuary assistance. I believe that the decision was made not to
accept any .of the international offers of assistance due to complicated licensing and accreditation issues. I would
·like to refer you to David Smith of HHS for further information on this. He would also be best positioned to help
think through options about how best to use the time and expertise, if at all possible, of the Thai team that is
already here in the US. David's number isl I. .

Per State 162270, this e-mail is to transmit to you the offer of assistance from the Royal Thai Government (RTG):
The Royal Thai government has called Embassy Bangkok repeatedly, wanting to offer help. Embassy gave us the
following read-out of the offer of assistance: .
We have told them, in accordance with the instructions, that we appreciate their offer and will convey it to Washington.
BUT - they don't want to just offer anything. They would like US to tell THEM what we need. Speaking unofficially,
the MFA said that they might be able to offer:
Canned fish
T-shirts
Blankets
Teams of doctors and nurses
Additionally, Thai Prime Minister Thaksin called Ambassador Boyce (who is currently in the U.S.) to reiterate the offer to
send a medical team to New Orleans.
Finally, the Thai Embassy in DC has contacted EAP/PO to determine if Thai physicians can go to New Orleans to assist
victims of the hurricane. (We are seeking further guidance on whether they need special licenses to practices medicine in
the U.S. as part of the relief effort and to determine if they can come through the Red Cross or if they will need visas
expedited during the long weekend.)
Finally, the annual Thai Festival is being held in Houston this year and is scheduled for next week .. The Thai Embassy tells
EAP/PD that all proceeds will be donated to Katrina victims. In addition, the Thai Ambassador and the Thai-US
Association of Texas have gotten more than 1,000 boxes of food, instant soup, and water that they will take to the
Astrodome.

Also-The Annual Thai Festival is being held in Houston this year- scheduled for next week. All proceeds will be donated to
Katrina victims. In addition, the Thai Ambassador and the Thai-US Association of Texas have gotten more than 1,000

Per our phone conversation, wanted to send you a summary of tonight's meeting at
Supreme Command regarding Thailand's offer of assistance to the US for hurricane relief
efforts. As you know, the Prime Minister ordered the military and Foreign Affairs to try
to put together some plans of potential support, and Supreme Command called me to meet
with them at Supreme Command tonight. The meeting lasted approximately 2.5 hours, and was
led by MG Worapong. Attending the meeting were representatives of all the Thai military
services as well as Ministry of Foreign Affairs (Amornsate Singha, the Directory of the
Department of American and South Pacific Affairs) and Ministry of Public 'Health (Khun
Somchai),. It was followed by a meeting by myself and Lt Col Elder with Special Colonel
(0-7) Patanapong (of the Peacekeeping Center) and his assistant LTC Nattaphol.
At the meeting, I expressed our appreciation of their offer to help. They then began
primarily internal discussions by the Supreme Command asking MFA for clarification on what
the direction from the Thai government is. the MFA rep stated that Thailand was most
appreciative of US assistance during their recent tsunami disaster, and the PM sees this
as a small measure of "repaying the favor". Beyong that, there is apparently little in the
way of guidance on how to help and what Thai government resources (funding) may be
forthcoming to support.
The Thai military seemed to be focusing on the medical aspects, and went to some
lengths describing different possible options for medical and/or nursing personnel, etc.,
but I personally expect that may present special headaches with regard to physician or
nursing licensing and potential liability issues (they discussed these possible problems
as well, so they are aware of it). We asked if they had thought about offering Thai C-130
support, either in direct support if needed, or as relief/back~fill for U.S.
units supporting the relief effort, but the initial feedback from the Thai military reps
at the meeting was lukewarm at best.
In the follow-on meeting, I asked what the Thai military wants from us, and they asked
specifically for the following:
1) clarification as soon as possible on what, if any, shortfalls that Thai forces may be
able to help address
2) where (geographically) they would need to deploy to in support of these shortfalls
3) what the current command and control arrangement (and physical
location(s» are for the military support efforts already underway there
4) confirmation that if Thai forces are deployed, U.'S. Embassy visa processing could be
expedited for Thai officials (I assured them that we

team is a personal initiative by the Prime Minister, who clearly would like to "deliver"

Thailand on sept. 9 for an official visit to Morocco, en route to NYC where he is
scheduled to address the UNGA on Sept. 16, and to Washington for his meeting with the

(SBU) As of this morning, the Thais are also prepared to offer 10 tons of canned
pineapple.
(SBU) Recognizing the difficulty you have trying to coordinate all the requests pouring in
from around the world, we would appreciate any timely guidance you could provide in

advice" regarding a possible one-hour visit to Houston on Sunday the 11th by the Thai Prime Minister. The

attention at OOB when all of the decision-makers would be back in the building. I think they are well-aware
that S said a Houston visit would not work, and kept stressing, "It would just be for one hour." I shared this

5. Here's an unofficial transcript of your talk with the Thai FM:
Thai FM: We have a few things we need to help each other straighten out. Secretary briefed you on
the situation, right? The background is on Monday morning Thailand time, talked to Amb. Boyce in
the U.S. and the PM had talked to him earlier on about the possibility of sending the medical team to
help out and Amb. Boyce said he'd get an answer by Monday. We talked then and focused on
medical team and said the US "gratefully accepts the gracious offer" from Thailand; so from that
point on the PM prepared the team and the news services from around the world were told about that
team. When I talked to the Secretary yesterday she said the medical team would have some
difficulties and said maybe there was a misunderstanding of some sort but now a forensic team
would be appropriate. So just wanted to make sure the PM is not embarrassed from this situation so T
hope we can fmd a good way out.
HKT: We'll try. r think the Secretary said we would try to accept the food, blankets, and rice. I'll
need more info on that. The PM said he wanted to bring these items when he came to the US. Would
they be on his plane or a separate plane? .
HKT: So when you talk about them on his plane, they are not a huge amount?

Our Agatt SWAT team has agreed to call MacNairn when it's morning in America.
The MFA says that they will have the normal phytosanitary certification to go along with this shipment.
Regarding the first issue concerning "clearing" the rice. I've called the OFDA Operations Center for guidance on how to go
about doing this. No one there at this time was very helpful. They recommended that we call back at 8am when their full
team is present, and try to get in contact with Ian MacNairn (703.526.2210 x2203).
Regarding the flight being flown into NY ahead of time, I contacted JFK to let them' know about this situation, and then
later, Steve Gowing from OFDA called asking about this flight. I gave him the information and explained that there was no
food being transported at this time, and he said that everything should go smoothly then.

1. We received a phone call about 9:00 am Bangkok time Friday from the Taskforce asking if we could "clear" the
rice. We do not understand this request. According to FAS, the appropriate branch of the Thai government normally
issues a phytosanitary certlticats.for any food export. For rice, this is the Ministry of Agriculture; for canned goods. it is
the Thai FDA. We have asked the Thai side to ensure that the donations have the appropriate certificates. They had
not yet confirmed thatthey can. As noted below, this shipment contains only products (rice, fish) which the Thai
regUlarly export to the US. URGENT ACTION REQUESTED: Please advise exactly what you require when you ask
us to "clear" the shipment.

The PM's plane with relief supplies is enroute to JFK where its supplies will be transferred to another Thai plane
for delivery to Little Rock. We know that the supplies include blankets, rice, and ready-to-eat rice meals.

We urged them to hold back and not ship until we had formal approval from FEMA. MFA agreed that they would try to
reschedule the shipment, but weren't certain that they could get the cargo offloaded off the flight.
Given the.various previous difficulties, I advised them to try very hard to pull this shipment back. We'll let you know what

In support of relief efforts for Hurricane Katrina, Dan Craig, Recovery Director, accepted Thai's donation of
canned sweet corn. However, the caveat is that it is only to be accepted if this donation is worked through ESF06
(under the Stafford Act, FEMA has no authority to give outside of ESF06).
I talked to Doug Round (night shift ESF06 - cced). Please touch base with Doug to make sure that ESF06 can
. work this donation through their channels. If they can, per Lisa Katchka, you have the legal green light to bring
this resource into the country (with the assumption. of course, that all customs, trade, food, etc, regulations are
being complied With).

The Thai would like to donate 3.09 tons of canned sweet corn. State would like to accept it because it comes
from the Thai princess. State has identified a recipient - the Greater Baton Rouge Food Bank. They would need
USAID to accept the com at Little Rock, and ship it to the Food Bank in Baton Rouge. I have made it clear to
State that we cannot accept or move the com without FEMA approval (State was about to approve without USAID
clearance, but we halted that process).

The Royal Thai government has called Embassy Bangkok repeatedly, wanting to offer help. Embassy gave us the
following read-out of the offer of assistance:
We have told them, in accordance with the instructions, that we appreciate their offer and will convey it to Washington.
BUT - they don't want to just offer anything. They would like US to tell THEM what we need. Speaking unofficially,
the MFA said that they might be able to offer:
Canned fish
T-shirts
Blankets
Teams of doctors and nurses
Additionally, Thai Prime Minister Thaksin called Ambassador Boyce (who is currently in the U.S.) to reiterate the offer to
send a medical team to New Orleans.
Finally, the Thai Embassy in DC has contacted EAP/PO to determine if Thai physicians can go to New Orleans to assist
victims of the hurricane. (We are seeking further guidance on whether they need special licenses to practices medicine in
the U.S. as part of the relief effort and to determine if they can come through the Red Cross or if they will need visas
expedited during the long weekend.)
Finally, the annual Thai Festival is being held in Houston this year and is scheduled for next week. The Thai Embassy tells
EAP/PO that all proceeds will be donated to Katrina victims. In addition, the Thai Ambassador and the Thai-US
Association of Texas have gotten more than 1,000 boxes of food, instant soup, and water that they will take to the
Astrodome. .
Should you seek further information on these offers of assistance, please reply to all individuals listed on the "from" and
"cc" line of this e-mail, so all the appropriate folks can receive the details of further guidance.

team will consist of 80 - 100 persons; approximately 10 - 20 registered nurses and the remainder are Thai Army doctors.

of mobile medical team and supplies is approximately one week; PolCoun Nopakun noted most likely Saturday,
September 10. Nopakun requested information on where team and supplies should be delivered.

Robert- please follow up with this Tuesday- confirm that indeed this offer by GOT is approved in principle as noted by the
. Thai Embassy. I've put a call back to Mr. Nopakun to request that the Thai Government formally offer this to the USG via
a note to Embassy Bangkok. This will give us the important details of their offer so that we can follow up over the week.
Please instruct Embassy Bangkok to approach GOT. A couple of points as of now 4:40 pm Sunday (subject of course to

CA cited State 163207 for visas for Thai personnel. Unfortunately, this is not relevant for Thailand's offer as planned travel
is after cutoff of Tuesday, September 6. Personnel will need to get visas from Embassy Bankok per normal application
process. Please liaise with Taskforce, GOT and Embassy Bangkok to gel this in place if USG decides to accept this offer
of help. .

We are requesting TF clearance on the attached cable, which gives urgently needed guidance to Embassy Bangkok
concerning the Thai offer of assistance.
This cable also responds to the Royal Thai Government's request for an official response to their offer of doctors, as we
understand was discussed between Secretary Rice and Foreign Minister Kantathi this morning at 07:30. - -
To give further details, we understand the Task Force has been communicating with Embassy Bangkok on the Thai offer
of assistance. The Thai Desk Officer received a call this morning from the Thai Embassy in DC indicating that Prime
Minister Thaksin will now enter the U.S. at Houston on Sept. 10, departing for New York on the 11tho On his plane. the
Thais said, would be the following relief:

As we understand Secretary Rice said in this morning's conversation, the USG is'not yet in the position to accept medical
personnel. The Thais are requesting DOS assistance with the following:
- airport arrivals
- customs procedures
- an official ceremony for the Prime Minister to give the aid. The Thai Embassy suggested with the Red Cross or Salvation
Army.
We appreciate TF clearance on the cable and request TF guidance on how to expedite the above requests. Are there any
USG officials in Houston who could participate or coordinate the ceremony?

The MFA confirms that the PM will not/not accompany the delivery to Little Rock. The MFA plans to have one
working-level official on the flight to Little Rock to faciHtate the delivery.
The Thai embassy in Washington has provided a cargo list stating that the shipment will include blankets and rice
(15 tons of rice and 3 tons identified as "ready to eat rice."
The information below is correct - the PM and his immediate party are scheduled to deplane in NYC with no I
plans to accompany the supplies to Little Rock (or Houston!). We are triple checking with Thai MFA to confirm. I

We understand that the Thai flight has been approved with the flight plan and supplies as presented (arriving in
Little Rock on September 1.1 ).
. The Taskforce leaders here are concerned, however, that the Thai PM not actually accompany the plane to Little
Rock, in order to avoid any precedent of leaders visiting the vicinity of the hurricane-affected area.
Melanie mentioned that the PM had no plans to accompany the supplies to Little Rock. and indeed, was
deplaning in NYC. She suggested I reconfirm this with you.

Yes; this was exception to our general 'no food' b/c it involved personal diplomacy by S and was already in train before we
realized difficulties of accepting food. So no prob. On this at all. Nice to hear FDA being helpful with the 'ready to eat' rice

(U) The USG identified forensic assistance asa top priority. Several foreign governments offered·
forensic assistance, including Gennany, Canada, Israel, Australia, New Zealand, the Netherlands, the
Czech Republic, Poland, Hungary and Thailand. (l'askForce e-mails, telecons)
(U) The USG accepted assistance from Canada, Israel, Mexico, Argentina, and WHO for health and
human services. The USG also accepted aid from Russia, China, Egypt, Thailand, Spain, and Canada

Embassy Tokyo provides in a cable TOKYO 04756 a list of supplies and equipment that GOJ has available in
storage Florida to be available immediately. Task Force advised Japan desk officer Wendell Albright to advise
Embassy Tokyo to communicate with USAID OpCenter on specifics on generators in Florida, as per advise from
TF Coordinator that all discussions of aid specs be handled at an expert-expert level and directed to USAID
OpCenter.

Embassy Tokyo Public Affairs Officer Mark Davidson advises post is sending in a cable requesting urgent Dept
guidance on how to handle financial donations from private citizens to the USG. Embassy suggests that a wire
transfer mechanism be in place to receive private contributions. Embassy Tokyo has received envelopes of cash
arriving at the embassy; offers of cash donation from municipal governments in Japan; and,a private Japanese
citizen who plans to come to the embassy on Wednesday to deliver a $1million dollar donation. The individual
wants to donate to the USG, not the Red Cross or an NGO. Post expects significant press coverage of the
donation and request urgent guidance. Forward to RM for action, with CC to EAP.

FOLLOW UP to Embassy Seoul: Dan Larson called back and was advised that no change from previous
instruction that all foreign in-kind donations must be vetted by FEMA. If the Koreans could provide additional
details on their offer of a reconstruction team, the request could be properly evaluated. Larson hoped that S
would be able to call to thank Korean officials.

Embassy Beijing budget officer Mazhar Ahson emailed TF-1 asking for confirmation of the bank routing number
for financial contributions from foreign govts. EAP rep advised him that TF-1 was unable to verify the correctness
of the ABA routing # as several other posts reported problems: there appears to be one digit too many in the
ALDAC data. SUbsequently, Embassy Abu Dhabi and Manama sent emails to TF-1 with correct information.

reciprocal gesture in response to U.S. assistance to Sumatra following the tsunami. I informed him that the aldac

the Secretary at 7:30 am EDT today Sept 6. The Foreign Minister will raise the Thai offer of medical teams for

Acting DCM Jim VanLaningham, Embassy Beijing, called to report the Ministry of Commerce has given him a
copy of a short list of supplies which will be carried on the Chinese 747 ready lo depart Beijing. The Chinese
have received the USG message to hold off on relief shipments for now, but the Chinese want the plane to depart
Beijing at noon Wednesday, (Beijing time), and report that the FAA has told them that Houston would be the
destination airport. Chinese .officlals are frustrated with USG delays and have asked post if other foreign relief
flights are being accepted. Post wants a more definitive response to be able to give Chinese officials.

The Portuguese are offering to send a forensics team to help with the aftermath of Hurricane Katrina. The team consists
of four people - three doctors and one technical assistant. This is the same team that Portugal sent to Thailand after the
tsunami. According to the office of the Secretary of State for Foreign Affairs, the team is ready to go if we need them.
They can take some equipment with them but would need to know what is needed and how much.

I contacted Customs at ~IFK Airport (718.553.1648) to inform them about the arrival of the blankets on Flight TG
790. The customs agent took the information to tell his supervisor. He informed me that if the goods were sent on
an airway bill, then the freight would be unloaded and cleared in the cargo department. The supervisor in cargo
would arrive to work around 6am. (718.487.2691) I will call him also.

Received call from Emb. Bangkok, Susan Sutton, who had two points.
1) She has answers to questions that were sent to her regarding the shipment of rice. She said that shipment
contained cans of rice wi sardines. The Ag. Officer ;n Bangkok stated that we usually don't inspect all of the food
that comes from Thailand. Usually, the Govt. of Thailand issues a phytosanitary certificate stating that the food
meets standards, and we.usually accept their certificate.
They were tasked with getting approval for the rice to enter the U.S., and she is not sure exactly what the process
is to get the rice approved for entry. She requested that I check with OFDA to find out the exact process. I called
OFDA. no one there was knowledgeable about the process. They asked that we check back at 8am when the full
team arrives.
2) Susan also informed that Protocol asked for details about a commercial plane (Thai Airways) carrying relief
