Senior Leadership Experience:
* Senior Government Management Officer or Program Executive Officer level consul
tant on three major multi-billion dollar programs with General Dynamics, Lockhee
d Martin, and Northrop Grumman.
* Served as a Direct Reporting Program Manager (one of two flag level program ma
nagement positions in the Department of the Navy) and was the one person totally
responsible for cost, schedule, and operational performance of the Marine Corps
' only major defense acquisition program (MDAP).
* Directed and supervised six GS-15 level division directors and was the senior
manager of 28 integrated product teams who managed all functional development of
a MDAP.
* 35 years of public and private sector experience and in senior leadership posi
tions for 27 of those 35 years. Served on several high level staff and in senio
r leadership positions on a variety of large and small business programs for 16
of those 35 years. Led organizations as small as 14 members up to the largest o
perational armor organization in the Marine Corps with 1067 members.
Senior Management Experience:
* Provided management consulting & management support at the program manager lev
el to the U.S. Marine Corps, U.S. Navy, and U.S. Coast Guard on billion dollar M
DAPs.
* Provided CEO / President level management and program consulting support to fo
ur private sector corporations (involved in information management, Special Oper
ations mobility assets, electronics hardware cooling technology, and physical se
curity.
* Managed the small business facet of an MDAP that was valued at $35 million dol
lars in small business innovative research & technology development programs.
Special Experience Summary:
* Interacted with the most senior USMC leadership, various Deputy Assistant Secr
etaries of the Navy, the Joint Chiefs of Staff, OSD senior level staffs and lead
ership up to and including the Under Secretary of Defense (Acquisition, Technolo
gy, & Logistics), as well as Members and the personal / professional staffs of t
he U.S. Congress.
* Served as the Marine Corps' only MDAP Requirements Officer, responsible for ge
nerating and defining formal operational requirements, developing/drafting and O
perational Requirements Document, representing the program sponsor, assist in in
itiating all budget initiatives, and oversaw / coordinated the surface mobility
portion of the USMC's 6.2 funded exploratory science & technology development pr
ogram.
* As a MDAP Requirements Officer, co-chaired an Analysis of Alternatives (AoA) S
tudy Team and acted as the advocate for a new development program, a product imp
rovement program, and several exploratory development programs.
* Experience includes such innovative and/or unique business and change manageme
nt initiatives / best practices as integrated product & process development, int
egrated product teams, total government/contractor collocation, use of a common
management information database, systems of systems management, continuous "user
" (off & on site) involvement, reduction in total ownership cost Pilot Program M
anager, and originated the "Design for Life Cycle Support and Readiness" integra
ted logistics support concept.
* Had the (possibly unique) opportunities to serve in all three facets of the Do
D acquisition triad: as a MDAP Program Manager, as a MDAP Requirements Officer,
and as an operational system "User."
General Experience Summary:
* Served on high level staffs, received senior leader level public relations & m
edia management training, developed roadmaps, acquisition strategies, strategic
business/sales/marketing plans, and forged strategic partnerships/alliances in o
rder to develop products and secure funding.
* Experience includes operational concept development, overall program evaluatio
n, performance metrics, risk management, evolutionary development, Science & Adv
anced Technology transition / insertion, comprehensive & long range program plan
ning, trade studies, Congressional, DOD, GAO, & service level documentation & co
rrespondence, congressional defense committee professional staff interaction, to
p level budget planning and execution, and high & low grade personnel management
& training.
Results Summary:
* Senior leader responsible for building and successfully testing the first gene
ration prototypes; managed program cost, schedule, & performance, and successful
ly transitioned a MDAP through an OSD level Milestone Review.
* Senior leader of a MDAP that received an extremely rare "No Findings - No Reco
mmendations" report after a General Accountability Office (GAO) audit.
* Responsible for completing the prototype phase contract of a MDAP with 9.7 Sch
edule Performance Index & a 9.1 Cost Performance Index on the original contract
baseline at the end of the four year contract. Managed annual budgets in excess
of $100M.
* Senior leader of a MDAP selected for 13 DoD level awards to include the David
Packard Excellence in Acquisition Award (highest DoD award), Government Technolo
gy Leadership, Defense Superior Management, & six DoD/Navy Environmental awards.
