sing and conference services to University students, staff and guests. Led four
managers supervising 38 maintenance, custodial, housekeeping and supply staff. A
uthored proposals for and managed vendor services including HVAC contractors, el
ectricians, security, food service, fire marshal, parking, conference programmin
g, construction, purchasing, accounting, finance service, and mail delivery. Ens

* Planned, justified, and managed 8-10 facility renovation projects per year, fo
r 15 years, with total annual funding ranging from $250K to $700K.
* Renovated 15 historic buildings in Fort Douglas, many of which were in Olympia
n Athlete Village; included Base Chapel, Base Theater, and Armory.
* Refurbished 10 historic duplexes as single-student housing, and Commanding Gen
eral's quarters as a conference center.
Capitol Project Management
Salt Lake County
* During 2 year period managed the procurement, selection and bidding processes
for 16+ projects ranging in cost of $50K to $34M. The most recent project, the
$7.4M Public Works Administration Building being constructed now, is under budge
t and will easily achieve LEED Gold accreditation.
University of Utah
* From 1988 through 1997 planned, justified and administered 8 - 10 renovation p
rojects annually to support three commercial student living centers constructed
in 1955, 1965 and 1967. Replaced / renovated chillers, boilers, cooling towers,
HVAC system controls, furniture and fixtures, plumbing and electrical upgrades,
air compressors, pneumatic control systems, and utility upgrades partially supp
orted with funds from incentive programs.
Operational Evaluations:
Parsons
* Personally performed division level evaluation for safety program compliance a
t two military housing projects. Each Indefinite Delivery/Indefinite Quantity (
IDIQ) contract's average value per year, for 5 years, was $40M. Evaluation resu
lts and recommendations provided and briefed to senior manager.
University of Utah
* Evaluated custodial and maintenance purchasing and supply management programs
to maximize system efficiency and ensure fiscal compliance. Personally develope
d and implemented new supply control procedures that reduced the time required t
o perform and document the inventory by 60% while increasing the inventory frequ
ency from annually to every 6 months, without increasing staff levels.
Facility Assessment:
University of Utah
* Performed and documented annual facility evaluations for three commercial comp
lexes (built in 1955, 1965 and 1967), from 1988 through 1997, totaling 240,000 g
ross square feet (GSF) in eight buildings.
* From the assessments developed statements of work, established priorities, wro
te project justifications, and submitted for review and approval. Once projects
were funded personally managed the needed work through to completion.
* From 1998 through 2002 worked with architects, contractors and university / st
ate construction managers to design, construct and occupy 21 new commercial buil
dings, over 1,000,000 GSF, total cost $125M.
