Begin to make any new discharge of sewage Sec.21 Restrictions on use of certain Industrial plants: (1) No person shall, without previous consent of the State Board, establish or operate any industrial plant in an air pollution control area. Rule13 to15 require preparation, updating and dissemination of information relating to emergency, planning and response to persons affected by a major accident. Rules also require a mock drill to be conducted every 6 months
