Is responsible for marketing Transmission infrastructure (through Transmission web site, trade shows and conventions, advertising planning and execution), initiation and negotiation of contracts, leases and licenses with the intent of maximizing revenues and minimizing costs. Development of project partnerships to further CBC broadcast opportunities and provide recurring revenue streams. Offers and negotiates maintenance agreements involving provision of CBC technical staff services. Provides financial planning and forecast information with respect to the above listed activities. ACTIVITY Management of Lease/License Agreements

DESCRIPTION Manages, negotiates and documents the regions leases and licenses for the use of other persons or companies property and/or infrastructure: Negotiates and ensures the proper pricing and documentation of new and renewing Transmitter Services communications site and maintenance base leases/licenses in accordance with CBC Corporate, Legal, Finance and Transmission policies and procedures; Monitors market conditions and when required hires consultants to provide market surveys to ensure Real Estate and related property maintenance costs reflect market conditions; Negotiates, authorizes, and tracks the property lease and license payments made by the Corporation for locations within the Region.

Business Development

Maintains close relationships with other broadcast companies through personal contacts and attendance 45% at broadcast conferences and functions. Develops projects and partnerships with other broadcasters to enhance CBC Transmissions long-term goals and infrastructure. Actively markets our current broadcast infrastructure and services to broadcasters. Monitors existing and emerging broadcast, telecommunication and wireless technologies, to network with existing and potential technology clients with the intent of marketing the Transmission Divisions property, assets and infrastructure: Markets, develops fee schedules, negotiates, and documents new and renewing leases and licenses - 2 -

Position No.: / Numro de poste: for use of the Transmission Divisions property, assets and infrastructure including VBI, SCMO, and digital broadcast capacities, also agriculture and alternative uses by outside parties; as well as responsibilities for the marketing of Transmission Divisions Maintenance and Project Services; Coordinates with potential clients initiating financial pro-formas for costing models of technical multiplexing/combining and other capital projects to provide financial alternatives; Contracts and coordinates external engineering studies as required to ensure the structural adequacy of the Corporation's towers, buildings and related infrastructure are not compromised by the addition of client's facilities. Also ensures frequency analysis is conducted; Liases with the respective Transmission Manager to gather technical information required for the approval of site-sharing applications; Develops and coordinates internal control processes to ensure the Corporation's current and future operations, including infrastructure requirements, are not compromised by the installation of client facilities; Initiates billing by Finance of property lease and license payments owed the Corporation for all Eastern Canada locations. Monitors and prepares financial projections as required for property lease and license payments made to the Corporation; Identifies, monitors and coordinates the recovery of expenses not included under the terms of a client's license that are incurred by the Corporation as a result of the client's operations.

Maintains comprehensive record systems to facilitate the proper monitoring of lease rates, lease terms, as well as the expeditious initiation of lease and license renewals. - 3 -

Development and maintenance of the Transmission Marketing Plan, including planning and execution of advertising and public relations with broadcast trade periodicals. Attendance and networking at broadcast and telecommunication conferences and industry functions. Provides Transmission presence and display booth at trade shows were appropriate. Develops strategic partnerships and plans to investigate business and infrastructure opportunities in the Regions and makes recommendations to Management. Prepares and provides financial related information to the Director, Transmission for monthly and year-end financial forecasting and planning book submissions.

KNOWLEDGE / CONNAISSANCES:

Comprehensive understanding of Real Estate practices and procedures is required. Good understanding of financial practices is required. Good understanding of real estate and contract law is required. Good understanding of insurance and risk management policies and practices. Excellent Crisis Management Skills. Good understanding of Project Management. Good understanding of broadcasting, transmission systems and telecommunications environment. Good understanding of technical staff union agreements. Good understanding of private broadcast industry financials. Understanding of audience ratings, reach and coverage numbers as well as statistical data relating to economic and population growth. Must have solid marketing skills and business fundamentals. Must keep abreast of technological developments and trends in the areas of interest. Must have excellent computer skills. Strong working knowledge in MS Office applications, Lotus Notes and Internet search procedures. Must be comfortable with NPV and other capital project valuation models. A Masters degree in Business or equivalent education is required. Engineering or technical background is a definite asset. Excellent presentation skills.

CREATIVITY / CRATIVIT: An extremely high level of creativity is required for the following reasons:

Negotiations require creative balancing of the Corporation's present need for additional funding, with potential future requirements. Creative win-win solutions that develop relationships and maximize long term earning power are required. Licensing the use of the Corporation's property and facilities lies outside the Corporation's primary mandate. Revenue maximization must be carefully balanced with the Corporation's primary mandate; that of a government funded public broadcaster. Negotiations for the leasing of others' property is complicated by the high cost and complexity of building or relocating communications sites. Long-term considerations must be paramount and must balance both existing and potential financial and operating limitations. Due to extremely high capital costs of transmission infrastructure, partnerships in capital projects must be identified, creatively developed and carefully negotiated to promote Corporations long-term broadcast strategies. Development of solutions to project management crises during partnerships and turnkey projects is essential to maintain CBC Transmissions reputation and position in the industry.

Due to CBC Transmissions union workforce, a negotiation for the provision of preventive and emergency service requires creativity and persuasion to alleviate fears and concerns of private broadcasters.

The position is responsible for writing leases and licenses that must accurately reflect negotiated terms and conditions while effectively protecting the Corporation against possible current and future legal compromise. Reading and comprehension of terms and conditions within lengthy legal documents required on a daily basis. Must maintain industry leadership in setting pricing and rate structures in absence of other standards. Position is self-directed and requires the ability to exercise independent judgment and initiative. Calls for continued creativity in creating partnerships and generating and protecting revenue streams as broadcast industry continues expansion and technology moves forward at a rapid pace. Must be able to handle stressful negotiations relating to capital project overruns and deficiencies for third parties, answering to broadcasters who may be off air due to CBC technical problems or projects, and answering questions relating to the provision of technical services to clients during times of union job action. The resulting workload requires the ability to manage numerous open files at any given time. To facilitate this the position must be extremely well organized in a manner conducive to flexible and effective prioritization.

PHYSICAL EFFORT / APTITUDES PHYSIQUES:


Position requires the incumbent spend extended periods working on a computer and requires some travel (up to six trips per year for two to seven days at a time). Position regularly requires hours beyond the normally scheduled 40-hour workweek.
