1.0

INTRODUCTION The 2020 Countdown Clock Urban Design Competition is organised by Pertubuhan Akitek Malaysia (PAM) and is sponsored by Kementerian Wilayah Persekutuan Dan Kesejahteraan Bandar (KWPKB) Malaysia.

2.0

OBJECTIVE OF THE COMPETITION i. To promote public appreciation of well-design urban spaces and importance of public arts. To remind us on our vision and mission to be a fully developed nation by 2020.

COMPETITION SITE The site is located at the existing fountain area, located at the north of Dataran Merdeka, and above an existing underground car park, as per the Appendix D attached.

DESIGN BRIEF The entries must: i. Feature a countdown clock towards 2020; this must remain to have a purpose after 2020, Enhance the significance and urban design of the site, Be appropriate to the sites history, context and the primary heritage zoning of the area, Feature the rakyat in the public art and urban design, Be environmentally sustainable, and Economically viable.

Participants are expected to verify with the relevant local planning authority on the planning standards and requirements, and adhere to the guidelines of National Heritage Act 2005 (Act 645).

5.0

BUDGET The budget for the project must not exceed RM 2 million, and the economic viability of the design must be justified, and will be a key consideration in the Jurys adjudication of the entries.

6.0

CRITERIA FOR JUDGING The Panel of Jury shall adjudicate the entries based on the following: i. ii. iii. Design excellence, including appropriateness to the context of the site, Environmental sustainability, Economic viability.

7.0

PANEL OF JURY Seven (7) individuals shall be appointed to adjudicate on the entries and to shortlist up to five (5) entrants for Stage Two. The members of the Panel of Jury shall consist of: i. ii. iii. iv. v. vi. vi. President of PAM or his nominee (Chair), The Mayor of Kuala Lumpur or his nominee, Secretary General of Ministry of Federal Territory & Urban Wellbeing or his nominee, An eminent Malaysian Architect, An eminent Malaysian Architect or other professional, An eminent foreign architect or other professional, A popular public personality.

The Organisers reserve the right to replace any member of the Jury. 8.0 PRIZES The Sponsor undertakes to accept the decision of the Jury and public, and within one (1) month from the date of the announcement of the winners, to pay the prizes and honoraria to successful entrants in the manner as stated below: i. To the entrant whose proposal is judged to be worthy of winning the FIRST PRIZE by the Jury and public, a prize of RM 7,000 and certificate; To the entrant whose proposal is judged to be worthy of winning the SECOND PRIZE by the Jury and public, a prize of RM 5,000 and certificate; To the entrant whose proposal is judged to be worthy of winning the THIRD PRIZE by the Jury and public, a prize of RM 3,000 and certificate; To the remaining entrant/s whose proposal is judged to be worthy of SPECIAL MENTION/s by the Jury and public, an Honorarium of RM 1,000 and certificate. The Jury may shortlist less than five (5) finalists.

9.0

SPONSORS RIGHT AND OBLIGATION i. The Sponsor is not obligated to implement any of the entries from the Open Category, but The Sponsor retains the right to incorporate ideas from the entries in the implementation of the project.

ELIGIBILITY i. The Competition is open to all Malaysian public aged 18 and above as at 1 July 2011. Entries may be entered as teams/groups, but only one prize will be presented to each winning entry. Members of the Jury, Convenor and Competition Secretariat, or their partners, relatives, employees or employers are not eligible to enter, or assist any entrant in the Competition.

REGISTRATION FEE i. A non-refundable registration fee of RM 25 payable to Pertubuhan Akitek Malaysia shall be paid upon registration. Only registered participant may submit entries to the Competition. Participants may submit multiple entries provided each entry is registered separately.

FORMAT OF COMPETITION The Competition will be conducted in three (3) stages: i. Stage One Jurys Short-listing The Panel of Jury may shortlist up to five (5) entries as finalists to proceed to Stage Two, for public voting. Stage Two Public Voting The short-listed entries will be posted on Ministry of Federal Territory and Urban Wellbeing website and other designated websites for public voting.

Stage Three Organisers Compilation of Results a. The Jurys adjudication at Stage 1 will contribute 80% of the marks while the public voting at Stage 2 will contribute 20% of the marks for the shortlisted entries. b. The results of Jurys adjudication and public voting will be tabulated according to the weightage above to arrive at the final marking for each

shortlisted entry. The entry with the highest mark will be awarded as the First Prize, the entry with the second highest mark will be awarded as the Second Prize, the entry with the third highest mark will be awarded the Third Prize and the remaining entry or entries will be awarded the Honourable Mention/s.

ANONYMITY OF SUBMISSION

i.

All submissions must not bear any name of the participant or any identifying marks whatsoever so as to ensure anonymity. Submission received by the Competition Secretariat shall be assigned an entry number which would not be made known to any party other than the Organisers. Anonymity of all participants must be preserved throughout the entire duration of the Competition.

The Organisers reserve the right to vary the Programme.

SITE VISIT Participants are free to visit the site at any suitable time for the duration of the Competition.

QUERIES i. Participants may submit queries only with the Query Form as per Appendix C to the following address: Competition Secretariat, 2020 COUNTDOWN CLOCK URBAN DESIGN COMPETITION, (Open Category) C/o Pertubuhan Akitek Malaysia, No. 4 & 6 Jalan Tangsi, 50480 Kuala Lumpur, Malaysia. Or email to: 2020competitionopen@pam.org.my ii. All queries must be submitted by 12.00 noon on Wednesday, 10 August 2011. Queries received after this date and time will not be accepted. Official replies to the queries, if any, based on the queries submitted, will form part of the conditions and instructions and shall be posted on the Competition Website.

SUBMISSION REQUIREMENT All entries must consist of: i. ii. iii. iv. Not more than three (3 nos.) A3 drawings in landscape format, Acknowledgement by the Competition Secretariat of registration, Official Declaration Form duly signed by the Registered Participant, and A CD containing all the above in jpeg format with minimum 300dpi resolution.

SUBMISSION PROCEDURE i. ii.

All submissions must be received by the Competition Secretariat not later than 12.00 noon on Wednesday, 24 August 2011. The Organisers and the Sponsor will not accept responsibility for loss or damage to the entries. Participants are advised to retain copies of their entries.

DISQUALIFICATION i. Failure by participants to comply with the rules and conditions of this Competition may lead to immediate disqualification from the Competition. The Jury shall have the sole and final decision in the acceptance or disqualification of any entry that may have infringed any rule of the Competition.

EXHIBITION AND PUBLICATION i. The Sponsor and Organisers reserve the right to retain all entries for the purposes of exhibition, publicity and promotion, subject always to the provision of Copyright Act 1987 (ACT 332) and all its amendments for the time being in force. The Sponsor and Organisers reserve the right to reproduce any of the submitted materials in their publications and websites or in other publications and websites authorised by them, without any payment to any party, and in doing so, will undertake to give due credit and acknowledgement to the authors concerned.

COPYRIGHT The copyright of all the participants works shall be in accordance with the Copyright Act 1987 (ACT 332) and any of its amendments for the time being in force in Malaysia. However, the Sponsor and Organisers retain the rights as expressly stipulated in these Competition Brief, Rules and Conditions.

RECLAIMING All entries will not be returned.
