Canada had the sixth most expensive health care system among Organization for Economic Co-operation and Development (OECD) countries, with total health spending at 10.1% of GDP, compared to Korea at only 6.3% and the U.S. with the highest at 15.7%. Canada, however, ranks low on the scale when measuring availability of medical resources and services.

Canada is the only country among the 28 OECD countries studied where private comprehensive medical insurance is e ectively prohibited. In Canada, private insurance is only permitted to cover goods and services that are not covered by the universal government-run health insurance plan (mainly dental services and prescription drugs).

In 2007, Canada was only one of four among the 28 OECD countries studied that does not require cost-sharing for services performed in publicly funded hospitals, by general physicians or specialists. The other three countries are Denmark, Spain and the United Kingdom.
