I. COMPANY PROFILE INTRODUCTION

A. COMPANY INTRODUCTION

Center for Sea Surveying and Mapping (hereinafter referred


to as SEAMAP) established under Decision No 502/QD-TTg
dated June 11, 1998 of the Prime Minister.
On September 15, 1998, the General Director of General
Department of Land Administration issued Decision No
530/1998/QP-DC specifying function, tasks and organization
of SEAMAP as follows:
SEAMAP is a State-run economic unit, having its function
for sea survey and mapping.
SEAMAP has its juridical person status, its own seal and
bank-account, head-quarters located in Hanoi and some of
its affiliates located on different localities.
SEAMAP has its main tasks as follows:
1. According to policies and guideline of the Party and the
Government, and strategy for developing the Land
Administration, the Center shall undertake to establish its
long-term, short-term and annual plans for sea survey and
mapping to be approved by the General Department of Land
Administration.
2. Organizing the basic-survey on sea areas such as:
building a system of control points in terms of horizontal,
vertical co-ordinates, gravity, deploying the survey of sea-
bed topographic maps at various scales
3. Developing and controlling of positioning stations on
sea coasts providing of positioning data required by
different units inside and outside the sector
4. Developing sea survey and mapping technology in a
modernization orientation
5. Developing systems of codes, technical instructions ,
technological economic normative rates in sea survey and
mapping area
6. Combining with other enterprises in the General
Department of Land Administration to unify the deployed
system of topographic maps for sea-bed
7. Co-operating with other sea surveying agencies
belonging to different Ministries and sectors to unify and
standardize sea survey and mapping documentation
SEAMAP has its head office located in Pham Van Dong
Road, Cau Giay district, Hanoi City and its subsidiaries in
the following locations as follows:
• North Sea Survey Division located in Hoang Quoc Viet ward,
Cau Giay district, Hanoi
• South Sea Survey Division located in Binh An ward, District
2, HoChiMinh city
• Sea-Survey Ship No1 "DO DAC BIEN 01" in Hai Phong -Do
Son
• Sea survey Services Division in Vung Tau city.
SEAMAP has registered its business tax code with Hanoi
Municipal Tax Department.
So, from 1999 to 2002, SEAMAP is an unique specialized
unit under General Department of Land Administration,
which has its functions and tasks to carry out sea survey
and mapping. The creation of the Center is resulted from
reshuffling and renewing of business and non-business
units immediately under the GDLA (General Department of
Land Administration) in the direction of specialization.
From March, 2003 SEAMAP is a Unit under Department of
survey and Mapping - belong directly to Ministry of Natural
Resources and Environment.
On September 15, 2003, the Director of Department of
Survey and Maaping issued Decision No 530/1998/QP-DC
specifying function, tasks and organization of SEAMAP as
follows:
SEAMAP is a State-run economic unit, having its function
for sea survey and mapping.
SEAMAP has its juridical person status, its own seal and
bank-account, head-quarters located in Hanoi and some of
its affiliates located on different localities.
B. Works and projects undertaken by SEAMAP as
Contractor

CSSM has been carrying out a number of the following


works/projects as Contractor as similarly offered by
Visovpetro :
1. Positioning and navigation pilotage with DGPS technology
for sea-bed topographic mapping. These works are similar
to engineering geological survey using equipment such as
one set of DGPS together with echo-sounder and digital
compass, with Hydro software applied.
2. Positioning and piloting for ships, floating buoys for off-
shore navigation. These works are similar to anchor
handling of construction vessel and VSP surveys.
Equipment used are: one set of DGPS and digital compass
with hydro software applications.
3. Accurate positioning on waters with static GPS technology
and DGPS with an accuracy ranging from 3 cm to less than
1 meter serving the establishment of control network for sea
survey and construction of on-sea engineering works. This
work is similar to positioning for FSO construction and for
final co-ordinates determination.

II. Activities of CSSM for the year 1999, 2000, 2001,2002 and
2003
In 1999, 2000, 2001, 2002 and 2003 years activities
undertaken by CSSM includes 3 major parts:
 Fulfilling all tasks assigned by the State
 Fulfilling obligations under the contracts signed with other
governmental bodies/agencies.
 Investing in capital construction and technical equipment
1. Fulfilling tasks assigned by the State
In 1999, CSSM has been assigned tasks by the General
Department of Land Administration under Decision N0
47/1999/ QD-DC dated Feb. 10, 1999 including:
 Determining basic co-ordinates and survey of 14 sea-bed
map-sheets at 1/10,000 scale in 14 points of national sea
waters.
 Survey of one (1) sea-bed topographic map at 1/50,000 scale
These tasks have been successfully completed by CSSM
with deliverables and final account settlement statements
submitted to GDLA.

In 2000, CSSM has been assigned tasks by the General


Department of Land Administration including:
 Determining basic co-ordinates and survey of 2 sea-bed
map-sheets at 1/10,000 scale of BAC LUAN area for Border
negrotiation between Vietnam and Chine
 Survey of six (6) sea-bed topographic map at 1/50,000 scale
and 10 sea-bed topographic map at 1/10,000 scale
 Completion of establishment DGPS MSK reference station in
DoSon with 500km range of DGPS corrections transmitting
 Completion of establishment DGPS MSK reference station in
Vung Tau with 250 km range of DGPS corrections
transmitting

In 2001, CSSM has been assigned tasks by the General Department


of Land Administration under Decision N° 309/2001/QD-
TCDC including:
 Survey of eleven (14) sea-bed topographic maps at 1/50,000
scale and six (4) sea-bed topographic maps at 1/10,000
scale.
 Continue of establishment new DGPS MSK Reference station
in Vung Tau with 700 km range of DGPS corrections
transmitting.
In 2002, CSSM has been continue tasks by the General Department
of Land Administration under Decision N° 189/2002/QD-
TCDC including:
 Survey of eleven (11) sea-bed topographic maps at 1/50,000
scale and six (6) sea-bed topographic maps at 1/10,000
scale.
 Completed of establishment new DGPS MSK Reference
station in Vung Tau with 700 km range of DGPS corrections
transmitting

In 2003, CSSM has been continue tasks by the Department of


Survey and Mapping of Ministry of Natural Resources and
Entvirontment under Decision N° 07/2003/HD-KC.09-17
including:
 Survey of eleven (21) sea-bed topographic maps at 1/50,000
scale and six (6) sea-bed topographic maps at 1/10,000
scale.
 Completed of establishment new DGPS MSK Reference
station in Vung Tau with 700 km range of DGPS corrections
transmitting

These tasks have been successfully completed by CSSM


with deliverables and final account settlement statements
submitted to GDLA.

2. Completion of contracts signed with other governmental bodies

In 1999, CSSM as Contractor has signed and completed 5


contracts with other companies and governmental bodies.
 Contract for survey of Thanh Xuan district - Hanoi city dated
Nov 18, 1998.
 Two (2) contracts for positioning on sea with the Survey
Enterprise for Navigation Safety No1: Contract No 03/HD-KT
dated May 14, 1999 and No5/ HDKT dated May 28, 1999.
 Contract for co-ordinates of points for air-navigation
pilotage in Phu Cat airport with Civil Aviation Flight Control
Center. Contract No 1305/HDKT dated Oct.4, 1999.
In 2000, CSSM as Contractor has signed and completed
some contracts with other companies and governmental
bodies :
 Building a system of control points in term of Horizontal and
Vertical co-ordinates Border negrotation between Viet Nam
and China.

point for co-ordinate network at Front area Viet Nam- China
All above-mentioned contracts have been successfully
completed by CSSM in 1999 ,2000, 2001,2002 and 2003.
These contracts have been liquidated in terms of final
account settlement, except for the contract with
Vietsovpetro which has been completed and submitted in-
full of report and an official letter has been sent to
Vietsovpetro for final account settlement.

iII. Investment to capital construction and equipment purchase

 Investment to capital construction : In 2000, CSSM has been


invested for building and station for sea-shore positioning
(Beacon DGPS Station) in Vung Tau with total budget for
expenses up to VND 5,000,000,000.
 In 2001, CSSM has been invested for continue building and
station for sea-shore positioning (Beacon DGPS Station) in
Vung Tau with total budget for expenses up to VND
5,000,000,000.
 Purchased equipment and Software VND1,650,000,000
 For training courses VND 50,000,000
 In 2002, CSSM has been invested for building and station for
sea-shore positioning (Beacon DGPS Station) in Vung Tau
with total budget for expenses up to VND 6,500,000,000.

 For additional equipment for positioning and sea-navigation


pilotage, CSSM has been invested from the 2 sources of
funds: from the State and from its own fund for purchase of
the following equipment:

 New DGPS positioning equipment and Reference Stations.


 New Computers and Notebooks of specific use for sea-
survey.
 New Telemetries like Radtel GXi, RFM 96W...
 Additional modules for software HYDRO Bms, HYDRO Tug,
HYDRO VSP, HYDRO Rig.
 New HYDROPro Software with following option:
- HYDROPro Navigation Ver. 2.11
- HYDROPro Contruction Ver. 2.11
- HYDROPro Remote Ver. 2.11
- HYDROPro NavEdit Ver. 2.11
- HYDROPro Processing Ver. 2.11
- HYDROPro Terramodel 3D Ver. 9.8
Up to 31 December 2002, CSSM has no outstanding debt
due and payable to any firm and governmental agencies
inside or outside the country.
So, in 2002, CSSM has completed well all tasks assigned by
the State and all contracts signed with outside firms and
agencies.
Through investment to capital construction and new
equipment, technical and production capacity of CSSM has
been considerably improved.
