PROJECT CONCEPT STATEMENT


The Project Concept Statement is the foundation for making decisions to initiate a project. It is a brief statement summarizing the purpose, approach, necessary resources, risks and impacts of a project/initiative. Executive management uses the concept statement to determine if the proposed project/initiative can be successful based on current resource availability, skill set and timelines. If approved the concept statement is used to create the project charter. The business reasons for the project are: 1. The National Strategic Framework 2003-2009 calls for all players to participate and complement the Government of Botswana in its broadbased, multi pronged and comprehensive war against HIV & AIDS which threatens to undo some of the enviable economic strides. The Botswana Football Association (BFA) finds it fit to heed this call and play a key role of reaching out to the individuals through football and a lifeskills intervention programme.

PROJECT DESCRIPTION AND OBJECTIVES

1. To improve mass participation of both the girls and boys to football and in the different BFA regional districts, thereby creating a venue which will impart them with life skills. 2. Disseminate information learnt to other individuals who may not have had the same opportunities.

BACKGROUND
There is a feeling that young girls (although very vulnerable) are often left out to benefit from BFA programmes. Business Problem to be solved:

Justification/Benefit: Why start now. Women football is a relatively new programme. This is the opportune time to attract the both the woman and girl child and use this forum or programme to empower them and the dangers of having multiple concurrent partners. Recognition that football is a platform through which learning can take place, football is education, at an early stage with the youth. The future of football is feminine

PROJECT ASSUMPTIONS AND CONSTRAINTS


Assumptions 1. That target population (girl child especially) is available and full of potential, but also targeting men and women who may be vulnerable to not do anything about it, even when they know its wrong. That all the relevant stakeholders are in full support and that there will always be continuity at these regional offices.

Critical project success factors


1. Increase in the number of youths and individuals playing football 2. Positive attitude in life among youths playing football 3. Football becoming an empowerment route among every young men and women in Botswana 4. Football playing by young girls should be accepted and supported by the society 5. Football playing by these young girls and boys, will show continuity and have them upto date and be knowledgeable on HIV/AIDS and gender related issues.

PROJECT RISK

Known risks to project success: 1. Coaches/ Administrators who are based in the BFAs regional offices who are largely teachers by profession, who can get job transfer at any time 2. Parents not wanting children to join the programme due to some mythology

Under what circumstance should this programme not be halted?


The women game will not improve and will not be strong Youths in the different regions will not get life skill Never go towards winning the fight against HIV/ AIDS The societal myths will never be dispelled The girl child in Botswana will be denied an opportunity to exploit their God given football talent.

Motoring and Evaluation system

Monitoring Tebelopele, Youth Against AIDS (YAA) teams based in villages where centres will be established shall work with both men and women and children on weekly basis. BFA, Health Consult and Tebelopele Head quarters shall visit the centres three time per year. Coaches shall impart HIV/AIDS messages, life and football skills to both the men, woman and children on daily basis.

Evaluation KNOWLEDGE ASSESSMENT: Everyone enrolled in the programme will be assessed to determine how much knowledge do they have on HIV/AIDS, Life and football skills CHECK POINTS: Every four months both the men and women and youth will be assessed to check how much knowledge have been acquired and a report be made to BFA and District Aids Coordinators Offices on: How the community respond to the programme. How men, woman and youth respond to the challenges of life. How much impact have they made to the society and their peer groups. How independent are they and if they can make sound decisions about themselves. Etc.

FINAL PRODUCT: Upon completion of the programme some of the individuals shall be use to sell the programme in there different Regional offices and an informal follow up shall be made to those who joined the general public to see how responsible they are as compared to their counterpart who did get the chance to be in the programme.
