2011August4 TheFederationofTradeUnionsBurma(FTUB)wouldliketoexpresssupportfortheinitiativebythe SecretaryoftheNationalLeagueforDemocracy(NLD)DawAungSanSuuKyitomediateforpeace andanendtocivilwarinBurma. FTUB calls upon the Thein Sein Government and likeminded military commanders to join with the leadersoftheethnicorganizationsinadialogueonequalgroundsofferedbyDawAungSanSuuKyito endthecivilwaranddeveloplastingpeace. TheTheinSeinGovernmentandtheinternationalcommunityshouldnotethatsincethedayofthe 2010elections,allfacadesofceasefirehavebeenwipedawayandintensewarhasbeenforcedupon ethnicareas. The state governments are unable to defend their states and the population against the central government'smilitaryattacks. ThecivilwarinitiatedbyCommanderinChiefGeneralMinAungHlaingisthemainissuethatclosed theMyawaddyThailandborderpointandtheChinaborderpointsinboththeShanandtheKachin states. Thelackofbordertradealsomeanslesstaxrevenueforthegovernment. Thelossoftaxrevenuefromthebordertradeandtheuncheckeddrainofforeigncurrencyreceived frominternationalinvestmentsandspentonthe"longrangeweaponsandnuclearresearch"projects resultedintheParliamentcuttingdownonthebudgetsoftheministries. Alltheabovearetheresultsofasystemthatisneitherrepresentativenortransparent. Asolutioncanbefoundthroughdialogue. Buttohavedialogue,thereneedstobetrust.ItisclearthateventhoughtheTheinSeingovernment managedtoachieveaceasefirewithboththeKachinIndependenceOrganization(KIO)andtheShan StateArmy(SSA),therecentferociousmilitaryattacksdonotprovidegroundsfortrust.

OnJuly28,DawAungSanSuuKyiofferedherselfandherpartyasthebaseformediationonequal groundstoallpartiesconcerned. TheleadersoftheKarenNationalUnion,theKarenniNationalProgressiveParty,theSSA,KIO,andthe New Mon State Party responded warmly to her offer. Even an adviser to President Thein Sein soundedpositiveaboutDawAungSanSuuKyi'sinitiative.Wealsocanassumethatthewithdrawal of troops from Wan Hai indicates that certain high level commanders are also looking for dialogue ratherthanuseofmilitaryforce. Of the three elements stated as crucial to peace and stability in Burma, the peace initiative by the democraticforcesrepresentedbyDawAungSanSuuKyiissupportedbytheethnicnationalities,and certainpartsoftheTatmadawareshowingsignsofagreementtodialoguehostedbyDawAungSan SuuKyi. Thisisacrucialcommonfactorthatweallhaveworkedhardtoachieve.Wehavearrivedtothispoint duetomanycircumstancesandmustnotallowthisopportunitytoslipby. FTUB calls upon all people of Burma, regardless of our differences, to support this initiative as one commongoal.Thatwaywecangiveaclearsignonwhatweallwantandwhatwealllookforwardto. FTUBcallsupontheUnitedNations,thegovernmentsoftheEuropeanUnion,Asean,China,India,and Japantosupportthisinitiativesothatitachievesmomentum.
