RAN RF Consultant Scope of the service : To provide consultancy support to in identifying and implementing RF changes based on the nominal

plan that was submitted for Protocol Routes, KL City, ERL and Mont Kiara. Produce implementation work breakdown structure from Nominal Plan (Audit/Verify coverage/nominal plan based on Atoll planning tool). Produce detailed RF Plan to include recommended change implementation on affected coverage area (Propose coverage improvement strategy/action plans). Produce RF change requirements/additions for field implementation (This could include new antenna installation, antenna swap, change in antenna tilt and/or azimuth) (Review the RF consultancy reports and prepare action list) . Manage and roll-out field implementation (Verify the improvement after the actions are implemented. Manage post-implementation performance of surrounding area. Manage Cluster Drive Verification and RF optimization on post-implementation surrounding area, where necessary. Lead and manage the technical aspects of Network Planning and Optimization (NPO) customer project / subproject. Become the point of contact for technical aspects of the project towards customer, NPO / CARE engineers, and sub-contractors. Provide technical know-how and expertise to team of engineers, primarily focused on but not limited to RAN technology. Provide technical consultation for main project, sub projects such as special features trials, network improvement trials, and proof of concept projects. Perform RAN Consultant function providing guideline and recommendation for network design improvement and be able to present to the customer for the improvement plan.

Work closely with the Project Manager to ensure quality project delivery and successful project completion according to project processes and principles. Interfaces with customers to provide network design and performance related services, according to the solutions portfolio. Applies in-depth knowledge in many technology areas to solve complex problems, for large and complex customer projects. These include typically challenging performance requirements, multi-vendor environment, complex business logic, long transaction handling, and diverse system architectures. Provides technical leadership to project team with responsibility to create plans and delegate tasks to team members. Ensures that technical deliverables are met. Actively reviews and enhances the related processes, methods and tools. Key customers are taken care by regular contact introducing new technical solutions or solving customers problems. Supports Solution Architects (Solution Owner) by bringing expertise areas into the overall solution design. Poses strong knowledge in RF coverage planning, link budget calculation, nominal design. Familiar and have strong knpwledge with Atoll planning tool. Able to provide strategic view, e.g. instead of proposing how to improve certain coverage holes, able to provide more holistic view for improvement. Able to communicate/present well in front of C level. Able Audit/Verify coverage/nominal plan based on Atoll planning tool. Proposed coverage improvement strategy/action plans.

Review the RF consultancy reports and prepare action list. Verify the improvement after the actions are implemented. OTHER REQUIREMENTS Educational Requirements Bachelor / Master of Engineering (B. Eng.) in Electronics or Telecommunications or related field Work Experience / Technical Requirements Minimum 7 years relevant experience in 2G-2.5G-3G Network Planning & Optimization projects. Minimum 4 years in a technical lead role. Technically competent in GSM / UMTS / HSPA technology RAN aspects. Competency in aspects other than RAN (e.g. Core, IP) is added advantage. In depth experience and skills in performing RAN planning and optimization functions, e.g. initial network RF planning, parameter planning and optimization, DT analysis, trace analysis, OSS counter reporting and analysis. Ability to effectively use planning and optimization tools, e.g. Nemo Outdoor / Analyze or equivalent, NetAct Reporting Suite or equivalent, NetAct Plan Editor or equivalent, EMIL (IMSI / ICSU trace analysis tool) or equivalent. Strong communication / presentation, mentoring / coaching and team-working skills are required.
