Executive Summary
This year denotes the fifth assessment of Malaysia Government Portals and Websites Assessment (MGPWA) by Multimedia Development Corporation (MDeC). It started in year 2005. The study serves to be one of the guides to improve Malaysia Government service delivery through portals and websites. The various portals and websites were evaluated against the preset criteria and ranked accordingly from 1 to 5-star rating. In this way, having known their respective ranks, the agencies can strategise and target to improve the ranking for the following year of assessment. A total of 1,145 Government portals and websites nationwide were assessed and the report is inclusive of Assessment and Best Practices. The Technical Working Group (TWG) was established with the goal to assist and validate the assessment. New criteria were added or replaced to further enhance the existing set of criteria. Malaysias performance in the international ranking had been good and steadily progressing. In the past, there was global E-Government ranking conducted by Brown University (BU) or Brookings Institution (BI). Malaysia has attained an astounding accelerated rating of 11th position in year 2008. However, they have not conducted any assessment for year 2009 and 2010. In an assessment by United Nation, Malaysia has increased its ranking to 32nd place from 34th place in their E-Government Survey 2010. In another assessment by Waseda University, Malaysia has somehow dropped to 24th place. To improve this result, Government portals and websites must concentrate on National portal and e-Participation indicators. From the assessment which incorporated about 80% of the criteria undertaken by BU/BI, 101 portals/websites are rated 5-star. This number has increased tremendously to 9.58% and 4-star has improved to 20.87%. Nevertheless, it was noted that the biggest number of portals/ websites are rated 2-star.

Under the Ministry group ranking Ministry of Housing and Local Government, Ministry of Finance and Ministry of Human Resources are the top 3 with 8 other Ministries attaining 5-star rating, 13 4-star and 1 3-star. Sarawak topped the State group ranking, followed by Johor, Selangor and Kelantan. Meanwhile, Local Authority group ranking displayed 55 portals/websites in its top 10 with Taiping Municipal Council at number one. In the University group ranking, two portals/websites obtained 5-star for the first time. Managed Portal Services (MPS) does well with 70 5-star, 65 4-star and 17 3-star. There is no 2-star and 1-star in the group ranking. myGovernment topped Telehealth & E-Government Flagship Applications.

This can be done by incorporating the cutting-edge technology into the portals/ websites like using web 2.0. The same tools are widely used to allow and encourage the participation of citizen too. Many agencies have taken into account the importance of being transparent, to earn users selfconfidence to perform online transaction and to simplify user experience. Percentage of responsiveness of Government agencies towards their portals/websites users has also increased to 14.32%. Despite all

Overall Top 10 achievers for MGPWA 2010 consist of all 5-star portals and websites. Ministry of Housing and Local Government topped the rank, followed by Attorney General Chambers and two agencies that are Ministry of Finance and Malaysian Administrative Modernisation and Management Planning Unit at 3rd place. From the overall rankings, eight groups of rankings were derived.

The Government will intensify existing government transformation initiatives under various agencies. The Government will continue to enhance productivity to ensure delivery happens with minimum resources.

1.0 Introduction
The Malaysia Government Portals and Websites Assessment (MGPWA) 2010 is carried out to aid the Government agencies in enhancing their portals and websites that will benefit everyone, particularly the citizens.
Through a good website, Government can further enhance their service delivery by offering online services. Many Government agencies provide at least one online service. For feedback responses, agencies are expected to respond to the queries within the suggested three working days. MGPWA 2010 involves the assessment of portals and websites based on preset criteria and then they were ranked accordingly out of 100 points. In order to benchmark the best practices of Government portals and websites around the world, two international reports have been analysed. With the set of criteria that is almost comparable to Brookings Institution studies, it is hoped that these portals and websites will eventually help to boost Malaysia ranking in the studies carried out by international bodies. Assessing 1,145 portals and websites listed in myGovernment, it was noted that the number of 5-star portals and websites have increased remarkably this year. After a slow and steady progress of agencies obtaining 5-star within the last 5 years, the leadership of Government had made numerous calls to further accelerate achievers for 5-star rating. Various workshops, presentations and one-to-one consultation sessions were organized by central and representatives of coordinating agencies at Federal and State levels. This includes sessions for agencies under MPS. The result of MGPWA 2010 demonstrates the evolvement of Malaysia Government agencies towards providing good portals and websites to its users.

Scope of Study

3.2 Best Practices Under best practices, MGPWA 2010 analysed rankings from two organizations namely United Nation E-Government Survey 2010 and the 2010 Waseda University World e-Government Ranking. Brookings Institution has yet to produce any report on the E-Government since 2008. This exercise is carried out so that Government agencies are to be able to compare and adopt the standard criteria and best practices of a good portal/website to the citizens.

4.2 Best Practices MGPWA analysed the worldwide E-Government studies conducted by international bodies namely UNPAN, Brookings Institution, Waseda University, Accenture and World Economic Forum.

Table below depicts Malaysias progress in all of the studies, from 2002 until 2010. This year, Malaysia has improved its ranking to 32nd place in UNPAN and somewhat declined in Waseda Universitys studies to 24th place. Table 2 : MGPWA 2010 Assessment Structure The assessment structure of MGPWA 2010 is as per Table 2, above. Before the assessment is conducted, the Technical Working Group (TWG) convened to discuss the years adopted criteria for the Assessment. The group consists of four Government agencies namely MAMPU, MOSTI, Public Service Department and EPU with MDeC as the secretariat. 4.1 Assessment The 1,145 Government portals and websites were assessed using a set of criteria, which were outlined based on the global best practices. With the advices and assistances from the TWG, refinements were incorporated to the criteria. New criteria, basically Achievement of Clients Charter, Use of Session, E-Payment Channels, Digital Signature and Number of Transaction for Online Services, were added this year for enhancement. For further information on the criteria, please refer Appendix 1. Some changes were also made to existing criteria. It was agreeable that phone numbers made available on the portals and websites are to be called up to ensure its correctness. Also, agencies must provide the timelines taken to respond to users and to provide autonotification in their feedback forms.

4.2.1 The 2010 Waseda University World E-Government Ranking In the recent World e-Government Ranking by Waseda, 20 countries were analysed as compared to only 34 countries previously. To improve the quality of life and sustainable community development, seven major indicators were observed:1) Management optimization; 2) Required interface-functioning applications; 3) National portal; 4) e-Government promotion; 5) CIO in Government; 6) Network preparedness; and 7) e-Participation. However, the indicators that are most associated with MGPWA are National portal and e-Participation. National portal is the entry point access e-Government services or best known as the main gateway to e-Government. In Malaysias case it is the myGovernment portal. According to the report, majority of the countries surveyed have obtained a certain level of technical sophistication. As for e-Participation, there are 3 subindicators. They are Information, Mechanisms and Consultation. All in all, Malaysias position in World E-Government Ranking has been decreasing since the second year of the assessment. Declining in ranking, the Government portals

As a start, the usage of social networking and Web 2.0 on portals /websites must display active and show increase of use to gain participation from the users, especially the citizens. 4.2.2 United Nations E-Government Survey 2010 The goal of the 2010 survey is to provide a comparative assessment of 192 UN Member State in the use of e-Government and ICTs for the delivery of public services. The report is segregated into two sections. Part 1 focuses on ways that e-Government can be leveraged to mitigate the effect of the financial and economic crisis on development while Part 2 is on the state of e-Government around the world. The index of world e-Government ranking is made from three components which are online service, telecommunication infrastructure and human capital. Malaysia has obtained 32nd place, which indicates the increase in ranking and index. This can be observed in the table below.

Another index being looked at is E-Participation, or known as online services that opens up channel for online participation. Combining three different stages E-information, E-consultation and E-decision making, this year notes Malaysias progress of being listed in the top 20 countries at 12th place with an index of 0.6571, as compared to 41st place in year 2008. The E-information includes site provides information about inclusiveness in e-Government, sites provides information about e-participation, citizen charter or service level statement, facility for citizen feedback and information about employment opportunities. It is noteworthy that in MGPWA, the Clients Charter and different channels for users has been part of the criteria since its first year of assessment. Online polls, online survey or feedback forms, chat rooms or instant messaging, blogs, and list services or newsgroups are interactive tools considered under E-consultation. One of the findings from MGPWA 2010 is the compliance of 48.6% portals and websites to provide feedback form as an outlet to enquire on the website functionality and usage experienced by a visitor. In the E-decision making, UNPAN analysed the existence of online discussion forums, archive of past discussion forums, Government officials respond to citizen input, Government officials moderate e-consultations, online petitions and online voting.

In order to perform well in the 2012 E-Government Survey, Malaysia Government portals and websites must consider delivering online services that tailored to the need of public and also the variety channels of e-participation to gain their trust. A good example to follow is South Korea that obtained 1st place in E-Government Development Index and E-Participation Index.

There is a 36.6% increased of portals/websites For the entire overall ranking, please refer in the 5-star rating. For the first time, all top Appendix 5. ten are 5-star rating, ranging from score of 94 to 82. This positive progress is a combination of 26 Federal and 30 State portals/websites, of which 7 are ministries portals/websites. Comparisons were made to previous assessment as per table 9 where 4 portals/ websites were previously 5-star, 29 portals/ websites were 4-star, 18 portals/websites were 3-star and 4 portals/websites were 2-star. 1 portal/website which was new is National Craft Institute. From the comparison, a few portals/websites were found to be tremendously improved. They are Kelantan Islamic Foundation, Kelantan, National Arts Culture and Heritage Academy, Contractor Services Centre and Kota Bharu District and Land Office. 5.1.1 Ministry of Housing and Local Government Ministry of Housing and Local Government has yet again managed to secure the first position for the second time. The first time was in MGPWA 2007. With a score of 94 points, to date this was the highest score obtained by any Government Portals and Websites in Malaysia. At the top of the group ranking is Taiping Municipal Council with a score of 88 points. Petaling Jaya City Council lost their position, to 6th place this year. This is followed by City Council of Johor Bahru who managed to sustain its rank with 86 points. Third place is shared by Ketereh District Council and Tumpat District Council with 85 points.

The score range for the ranking is from 82 to 36 points. Universiti Pendidikan Sultan Idris (UPSI) topped the rest with 82 points, followed by Islamic Science University of Malaysia (USIM) with 81 points and Universiti Tun Hussein Onn Malaysia with 77 points.

From a total of 152 portals and websites under With 2 portals/websites obtaining 5-star for the the MPS project, only top 10 are listed in first time, ranking also consists of 4-star, 3-star the report. The full score for these 9 criteria is obtained by 56 portals and websites, as compared to only one last year. The least, however, comes from the range of 31 to 40 points of which equals to 31 portals/websites. 6.4 Citizen Support Citizen Support takes up a total of 10 marks. 292 portals and websites managed to obtain

full score. Compared to last years achievement, there is an increase of 253 portals and websites this year. As for Citizen Support score distribution, majority of the portals and websites obtained either 10 or 9 marks. The least, on the hand hand, falls under the range of 1 to 2 points.

A total 410 portals and websites were able to obtain the perfect score as compared to only 188 fulfilling the pillar last year. From the chart, it is depicted that majority of the portals and websites obtain full marks while the least obtain 0 marks. To be exact, there are 50 portals/websites that fails to fulfill none of the criterion in Content Management pillar. 12

The tremendous progress was probably due to the awareness among Government agencies in offering a good Government portal/website. From the graph, it can be observed that the number of 5-star has been growing since the MGPWA 2007, from 0% to 0.29% and 2 years later to 9.58%. The 4-star rating also depicted growth, as early as MGPWA 2006. The percentage has increased by 27.17% As for 3-star rating, the percentage has increased for 2 consecutive years, since 2006. However, in 2009 it has shown a decrease pattern, making year 2007 the highest percentage by far. Different from the rest, 2-star rating showed a mixed pattern. The percentage has increased in 2006 and 2009. However, in 2007 and this year percentages have reduced. 1-star rating, on the other hand, has progressively reduced within these 5 years. Starting with a percentage of 40.21%, it has gone down to 2.94% this year. This simply means that the Malaysia Government portals and websites are gradually improving from time to time.

8.0 Key Findings


Almost 90% of the portals and websites assessed failed to respond to queries within the suggested three working days.
1. Government portals and websites linked to myGovernment have been streamlined this year. a) Duplications in Government Machinery have reduced due to the updating that was done by respective agencies. b) Apart from that, there was also a difference between the number of portals and websites obtained from myGov as of 31st of March and during the assessment. The orginal number of 1,193 has reduced to 1,137 portals and websites by the end of the assessment. c) Number of inaccessible portals/ websites was decreased by 20.17% from 114 to 91 this year. d) 24 portals/websites were found to be newly-listed in myGov portal. e) 37 portals and websites were provided with the wrong URLs whereby the correct URLs were obtained from portals/websites of parents/key agencies. 2. The star rating of Government portals and websites have improved tremendously. a) 101 portals and websites has obtained the highest rating, making it the biggest improvement of 5-star rating thus far, with an increment of 94. b) The number of 4-star portals and websites increase by 47 portals and websites with 27.17%. c) 328 portals and websites ascertained 3-star rating, indicating a decrease of 6.82%. d) Therefore, the number of portals and websites obtaining 3-star and above this year has increased to 61.57%, as compared to 49.35% in 2009 and 45.16% in 2007. 3. Offerings of online services to portals and websites users have increased by almost double. a) Although all of the accessible portals and websites do offer at least 1 online service, the percentage of 73.28% can be improved further. b) 15 portals and websites ascertained a perfect score of 15 points for their online services, which indicates an increase of 200%. c) Government agencies are starting to segregate the online services according to their nature to simplify users experiences. d) The biggest percentage falls under those portals and websites that offer only 1 online service with 12.66%, and followed by 11.97% offering only 2 online services and 9.08% offering only 3 online services. e) The smallest percentages belong to portals and websites offering 13 and 14 online services with 0.52%. 4. Government responsiveness towards citizens a) From 45.97%, the percentage of portals and websites offering feedback form has increased to 48.56%. b) Comments/Forum has decreased from 39.51% to 37.21%. c) Feedback response also has increased from 117 to 164. The progress of 40.17% was probably due to anonymous public enquirer when sending in messages via

feedback form. d) Almost 90% of the portals and websites assessed failed to respond to queries within the suggested three working days. e) There were also a few encounters whereby responses received from agencies were inappropriate as good manners are one of the key to serving citizen better. f) In one of the responses received from the agencies, their superior was kept in the loop. To add up to that, assessor also have received another response from the same superior. Thereby, this is a very good example to follow. g) Auto notification this year has a percentage of only 8.91% as compared to 52.77% last year. The difference of 83.78% is mainly because of the missing notification of timeline upon the submission of a message via feedback form. 5. Offering the cutting-edge technology to allow citizens participation a) With the ability to subscribe to RSS Feed in internet browsers, mobile phone and email, it is with no surprise that 360 portals/websites are taking advantage in offering the latest feed of their agencies. This total up to 31.44%. b) The connection of Web 2.0 tool and Government is also evident this year with the availability of social networking, blogging and microblogging, podcasting, and online photo management in many Government portals and websites. c) For faster and easy-access, mobile web or Short Message Service (SMS) were found in 252 portals/websites, with 22.01%.

6. Towards transparencies and accountabilities of Government agencies a) 782 portals and websites are now offering the Clients Charter, as a strong tool of credibility, which is 68.3% of 1,145 assessed this year. b) To empower the quality of services offered by Government agencies, 218 has started to display their achievement of Clients Charter in their portals and websites. For a new criterion, the number shown is quite encouraging. c) A total of 223 portals and websites are now providing number of their online services transaction for public and users viewing. 7. Earning users self-confidence to perform online transaction a) From 1,145 portals and websites assessed, 46.99% have made the Security Policy available while 52.75% have provided the Privacy Policy to ensure the confidentiality of information gathered on the portals/ websites. b) To make users feel safer and more secure, cookies is now used together with session by 734 portals and website which is equivalent to 64.10%. c) Government agencies are also gaining users confidence by enabling digital signatures in their portals/websites. With 8.56% only, more portals and website must consider implementing the tools for the integrity of services offered.

8. Simplifying the users experience when using the portals and websites. a) This year has shown the increase of personalizing the information and services according to the target audience, from 4.87% to 24.63%. b) The biggest percentage falls under those portals and websites that provide either Bahasa Malaysia or English language with 59.13%, followed by 28.47% of those offering both Bahasa Malaysia and English Language. It was also noted during the assessment that agencies are still using online translator for their English section, which is unfavorable to the users. c) In providing the search feature, 615 portals and websites have fulfilled the internal searching. d) As for logging-in convenience, 29.08% of portals and websites assessed have provided the Remember Me Feature. e) As compared to last year, a tremendous improvement can be depicted in the Loading Time criterion with 910 portals and websites taking less than 10 seconds to load their main page. f) From the 1,054 accessible portals and websites, only 942 are compatible in three browsers and more. This equals to 82.27%. g) Two or more broken links were found in 307 of the accessible portals and websites. h) With the new methodology, 210 portals/websites were not rewarded with marks for telephone number due to unanswered call and incorrect phone numbers.

i) With the allocation of marks for the different elements of W3C Disability Accessibility, only 37.21% of portals and websites scored this year. Font sizing and font colour changing were found to only apply to certain sections of the portals/websites, causing many agencies to lose marks.

9.0 Way Forward and Recommendations


1. With the existing streamlining done to Government Machinery of myGov, all agencies must keep up the updating process to ensure correctness of the listed URLs and existence of portals and websites duplications. 2. Elimination of inaccessible portals and websites are necessary, especially if they have not been able to be assessed for the past three years of assessment. Maintenance should be done during the off-peak hours to prevent any dissatisfactory among users when trying to access the portals/website. 3. A strong motivation to get citizens and other stakeholders to transact with the online Government services is to align the related, useful information and online services according to the target audience. For instance, Government agencies must start segregating their online services according to the target audience and its nature - Internet and Intranet. 4. Agencies must be able to provide avenues for the citizens to voice out their opinions, feedback, enquiries and complaints, whereby they can be deliberated in improving the customer experience when dealing with the Government agencies. 5. Act quickly. Any enquiries or messages sent by citizen must be responded within 3 working days in order to increase the efficiency of public sector. This must be in line with the client charter specified and posted on the websites. 6. For best use of Government resources, agencies need to incorporate latest technology. This can be done by implementing Web 2.0 tools that allow the involvement of citizens in the public sector. For instance, if an agency is holding a campaign, a page on it can be created in Facebook for better promotion among the citizens. 7. Transparencies are also necessary to earn the trust from citizen. Thus, it is important to include the policies, charters and their achievements thus far and number of transactions in the portals/websites. 8. Citizens want to be assured that when they are dealing with Government online, the security risk is not there. Therefore, to gain their confidence that Government portals and websites are safe and secure, agencies must fulfill the security requirement. 9. User friendly and convenience play a crucial part. Although the technology and information in a portal/website are expanding rapidly, agencies must take into account that when a user is browsing through their portals/websites, it must be hassle-free.

As this year marked the fifth assessment of MGPWA, it has come to a point that Malaysia Government portals and websites must prioritise the participation of citizens.
