INTRODUCTION: The DOH is a government agency that protects the health of the people, serve as a good leader and facilitator in formulation, monitoring and evaluation of health policies, plans and programs. They are build to provide health services for all Filipinos, especially the poor, promote healthy lifestyle and environmental health and expand the coverage of social health insurance. They build programs and services like the FOURmula ONE, the maternal health program, family planning program, child health program, Expanded Program in Immunization (EPI) , nutrition program, Oral health program and also adolescent health program etc

ACKNOWLEDGEMENT: We the BSN II section Camphor Group 12 students of Arellano University would like to thanks to those employee in Department of Health especially to the Secretary of DOH Mr. Francisco T. Duque III who gave us an opportunity to explore to their department even though he is not on his present to assist us, and in addition for allowing us to have their community health projects and we would like also to thanks those who are assisting us in DOH to get a copy of their programs. We would like to acknowledge the presence of Mrs. Cherie Balagtas our Clinical Instructor who gave this group research for us to test our skill and also for always guiding us whenever we made a mistake like in making a request letter. Also to our family, that are always there to support us not only in financial but also the understanding, love and care. BACKGROUND AND OBJECTIVES: The strategic thrusts to achieve the three primary health goals are anchored on the current implementation of health reforms which build upon the lessons and experiences from the major health reform initiatives undertaken in the last thirty years --- from the Primary Health Care approach in the late 1970s, the Generics Act in the late 1980s, the devolution of health services in the early 1990s, the National Health Insurance Act of 1995, to the Health Sector Reform Agenda (HSRA) conceptualized in the late 1990s Since the inception of the Herein 1999, health reforms have made inroads in at least 30 provinces. In health governance, municipalities have joined together to form Inter-Local Health Zones (ILHZ) to optimize sharing of resources and maximize joint benefits from local health initiatives. In health regulation, local government units have pooled their procurements to lower the price of essential drugs. In health service delivery, key local health facilities have been upgraded to meet accreditation requirements and be entitled for capitation or reimbursements from Phil Health. In health financing, local governments have increased contributions needed to enroll indigents into the social health insurance program. Not only is the coverage of health services being improved in these localities, invaluable lessons are also being learned to bolster confidence in the implementation of these reforms nationwide. Since the inception of the Herein 1999, health reforms have made inroads in at least 30 provinces. While these developments in the health sector have given rise to opportunities, especially in the last five years, there are also existing constraints that must be taken into account in the crafting of relevant strategic thrusts and action plans. For years now, the DOH budget has been very restricted, with around sixty percent automatically spent for personal services alone, leaving very little to provide for operational and capital needs. Moreover, the share of health in the national budget, as well as the real value of its actual allocation, has declined. On the other hand, as local governments receive larger allocation from the internal revenue allotment, their investment for health has also increased progressively after the devolution of health services. However, most local governments spend at least 70 percent of these resources for salaries and benefits of local health personnel, also leaving very little for operational expenses and capital investment

It is an organization that has the means to take care and maintain the optimal status of an individual.

CONCLUSION/SUMMARY: Department of Health (DOH) is a government agency that help and protect the health of the Filipino people. They provide equitable access for health . The vision and mission has a good intention related to the health promotion and health care services. The health care financing have a goal to secure more better and sustained investments in health to improve health outcome especially to the poor. To assure access to quality and affordable health products,devices,facilities and services. And to improve accessibility and availability of basic and essential health care for all. RECOMMENDATION: I Recommend to the Department of Health that the Doctors consultation and prescription must be cheaper, because most of the Filipino cannot afford a Doctors consultation or prescription and I also recommend to them that the Doctor must prescribe a cheap medicine or generic medicine. All their ambulance are full equipped and always available in times when they are needed especially on accident; because of their inadequate coming usually victims are comatose. And some hospitals still insist on the money first before treatment, so what happen to the poor Filipino they get a very maltreatment.
