Context: The decision to act upon a broken society has been made by The Coalition government following acts of rioting throughout Britain. Following investigations conducted by independent bodies it has been determined that the rioters were mainly youths from underpriviledged areas. The Coalition with the promise of tax relief on annual profits has convinced none state owned financial institutions to invest in the futures of youths from underprivileged backgrounds. It is believed that the investment will convince youths disillusioned by their future prospects that there is hope of a better life. After consultation with the London Borough of Tower Hamlets, the Spitalfields and Banglatown ward has been chosen as one particular area to benefit from the implementation of such investment. In recent times KPMG collaborated with Durham University to sponsor students throughout their undergraduate program. The beneficiary of the sponsorship would in return work for KPMG for the duration of academic vacation periods and a subsequent 2 year period following the completion of their undertaken qualification. The governement wish to use this intiative as a loose blueprint for the new scheme. Client: A Private Finance Initiative (PFI) has been created between Tower Hamlets Council and Future Vision. Future Vision is a private sector consortium (Special Purpose Vehicle [SPV]) formed by Barclays plc. that will operate with a mandate to oversee the erection of multiple education facilities nationwide. Barclays plc will provide funding for the consortium however, Future Vision will act independently of Barclays plc. and once construction of the new facility in Spitalfields and Banglatown has been completed Future Vision will be responsible for maintainence of the facility. As such Future Vision will be the Client.

Programme: Although the program will loosely follow the guidelines of the KPMG/Durham University collaboration, Tower Hamlets council wish to implement the scheme at a more grass roots level. The outcome will be an education facility for youths aged between 16-20 years old. The education format will follow the example of the Montessori method. A total of 60 youths between the age of 14-16 will be broken into 3 groups of 20 who will undertake basic numeracy and literacy learning as well as activities aimed at promoting three key areas: 1. 2. 3. At the age of 19, youths will be mentored individually by assigned staff members at the corporation providing funding.. They will occupy a personal space from which they will be mentored. Aside from the education space requirement there will also be a need for counselling space. Counsellors are to be located on site to provide youths with assistance in matters relating to family, finance, housing, etc. The proposal is to also provide soft landscaping. Education and counselling spaces are to be adequately sized to ably cope with the number requirement. of youths. Compliance with local policy and guidance is imperative. Site: The facility will occupy a vacant site on Osborn Street, which is currently owned by the Truman Brewery. The site comprises both a vacant stonemasons and adjoining vacant industrial buildings located to the north. 4

Conservation areas: Are places of special architectural or historic interest. Local authorities designate these areas as those to be preserved or enhanced. The special character of Brick Lane conservtion area is not composed of just buildings, but also other features which contribute to particular views and the familiar local scene: characteristic building and paving materials the way buidings are used street furniture The Conservation area has given protection across a broader area of land than the listing of individual buildings and all features within the area, listed or otherwise. The area has been recognised for its character. Any proposal will have to take this into consideration. As part of the proposal The Application for Conservation Area Consent for Demolition in a Conservation Area form will be utilised. This is due to the demolition of unlisted buildings and structures presently occupying the proposed site.

External Wall [Cladding]: the external wall covering will be a cladding system fixed to the structural steel frame. The cladding will display multiple colours so as to reflect the vibrancy and culture of the Bangladeshi community in and around Osborn Street and Brick Lane. The colours will be chosen from a palette composed of colours of materials taken from the sites neighbouring buildings and others along Brick Lane. The intention is not to over power the street scene with garish colour, moreover with a carefully selected colour scheme to intergrate the building into the fabric of the area.

In architecture, colour changes mood, alters perception, and liberates or reduces volume.

Interior Space: LEGO PMD possess the values fun, unity, creativity & innovation, imagination and sustainability as a basis for its design/development department. The new LEGO PMD office, located in Billund, incorporates block-like display stands, model-building tables and a library of Lego pieces. The building possesses eight glass-fronted meeting rooms, each painted a different colour, located on a first-floor mezzanine that wraps around the buildings perimeter. On the ground floor, circular holes punched through a wooden table in the coffee area create both leg room and planting beds, while lounge areas are dotted between workstations and display cabinets. The exisitng warehouses and garages that occupy the site are derelict and vacant. The site has seen previous development proposals put forward but nothing has come of them. The site is located within the Brick Lane Conservation Area 12

Pre-Concept: The proposal comprised the coloured forms arranged as shown. The colourings denote the different uses of each of the building parts. The red component was to house communal learning and team building activities. The yellow part of the building would essentially provide access from ground floor level up to the bridge, the green area. This core would provide structural support to the left (from front view) of the bridge. The green area, termed the bridge, was proposed to provide space for toilet facilities, recreation room, communal kitchen and larger conference space. The blue form would provide counsellors and support staff with space required to provide youths with advice relating to matters ranging from emotional to financial. This mass would also provide a secondary core and structural support to the bridge. Initially the orange components would provide the individual pods. To be fixed to the blue element of the proposal. As the number of occupants grows the pods would progressively close the space under the bridge.

Pre-Concept: this overview demonstrates the initial proposal for site coverage of the main communal elements of the facility. Predominantly the main elements had relatively little coverage of the site at ground level so as to facilitate the individual pods that would be occupied by each of the elder youths. The site would grow over time. The hope was that the proposal would appear interesting to the youths, thus encouraging occupation, use and interaction. It felt that important for the red component of the proposal to retain the form of the original Stonemasons so as to channel the origianl idea of skilling and mentoring. The desire to reduce the impact of the proposed form led to the idea of raising the communal lounge/kitchen area (the green component) above ground level. The building would be something of a departure from the traditional forms seen in Brick Lane. Yet the cultural diversity of the area would be represented using a form other than the traditionl forms already seen along the road.
