ORDER: In the Government order first read above, the Tamil Nadu uniformed services Recruitment Board was formed for Recruitment of personnel to the uniformed services such as Police, Prison and Fire Services Departments. The rules framed for the respective posts are being followed by the Tamil Nadu Uniformed Services Recruitment Board in the Recruitment. At present, after scrutiny of applications, eligible candidates are subjected to Physical Measurement Test, Physical Efficiency Test, Written Test and Viva-Voce,

successful candidates are then subjected to Medical Examination and Police verification. Selected candidates are then given appointment orders and send for training. 2. In the existing recruitment process, there is scope for malpractices and subjective assessment in Physical Efficiency Test (PET) and Viva-Voce. Under the present system of awarding marks the performance of aspiring candidates in PET has and overwhelming influence on the outcome of the results. Recently a review of the final results disclosed that the candidates who secured 8 or 9 starts (40 or 45 marks) in the Physical Efficiency Test came out successful and those who had secured 7 or less number of stars stood a very limited chance of selection as Police Constable or Sub-Inspector of Police. A number of complaints were also received of irregularities in the recruitment. Therefore, it became necessary to review the entire methodology and process of recruitment and to evolve a new methodology and procedure in order to ensure that every candidate appearing for recruitment for particular post is tested totally objective impartially and without any violation or rules. 3. The Senior Officers in the rank of Director General of Police, Additional Director General of Police including Inspector General of Prisons and Director of Fire and Rescue Services were, therefore requested to offer their views on the methodology and procedure of the recruitment of Police Constables and SubInspectors of Police (Men and Women). After obtaining their views, the Director General of Police and Chairman, Tamil Nadu Uniformed Services Recruitment Board, in consultation with the Director General of Police, Chennai, sent a proposal to Government for change of recruitment procedures in respect Police Constables and Sub-Inspectors of Police (Both Men and Women). In the proposal, he suggested for reduction of age limit from 18-30 years to 18-24 years for Grade II Police Constables (Men and Women) and from 20-30 years to 20-28 years in respect of Sub-Inspectors of Police (Men and Women) with relaxation of 5 years for Schedules Caste / Schedules Tribe candidates, taking into account for the following factors: (i) Unlike other jobs, the Police Officers job is a demanding and strenuous one stretching for almost 24 hours in a day and beyond. Hence it is essential to recruit young candidates who have adequate stamina to with stand the daily stress and strain in the routine. Younger the age of the recruits of the Police Department, easier it would be to train them, build up stamina. Stimulate required mental attitude and aptitude and motivate them properly.

(iii) One of the main motivational factors, according to conservative and modern management theories is

promotional aspects. Younger the age of recruits, better the promotional avenues in view of longer duration of service. (iv) Training of a Police Officer, unlike any other Department of the Government includes Physical and Mental constituents. Younger the recruits better the aptitude towards such rigorous physical and mental training which will be the foundation of shaping up a professional and efficient policeman. Similarly the Director General of Police and Chairman, Tamil Nadu Uniformed Services Recruitment Board, suggested as increase in the height recruitment from minimum of 168 cms. to 170 cms. for Men Police Constables and from 155 cms to 160 cms in respect of Women Police Constables and Woman Sub-Inspectors of Police. He also suggested a relaxation of 3 cms in the height qualification in respect of the Schedules Caste / Scheduled Tribe Men Police Constables and Men Sub-Inspectors of Police is 157 cms and Scheduled Caste / Scheduled Tribe Women Police Constables and Woman Sub Inspectors of Police i.e. 157 cms after careful study and in consultation with senior Police Officers in the field. 4. The features of the proposal of Director General of Police and Chairman. Tamil Nadu Uniformed Services Recruitment Board, are as follows:(a) Common recruitment for Police, fire and Prison personnely. (b) Dispensing with Viva-Voce for Police Constables and having a reduced weightage of only 10 marks for Sub-Inspectors of Police. (c) A reduced weightage for physical efficiency test of only 15 marks for all the categories of Police personnel. (d) Corresponding increase in weightage for written test.

In the inaugural address of the Chief Minister in the Conference of Police Officers on 01.08.2001 it was indicated that the recruitment process would be streamlined by providing for a common recruitment for police prison and fore personnel and reducing the scope for malpractices in recruitment by increasing the weightage for the written test and reducing that for physical efficiency test and viva-voce. It was also decided that a quota of 30% might be provided for dependants of the serving personnel and the wards dependents of retired / deceased/medically invalidated police personnel as was being provided in paramilitary forces such as Border Security Force, Central Reserve Police Force, with a view to boose up the morale and strengthen the loyalty of the force. In case it was not possible to fill up the sports quota of 10% the gap might be filled up by dependents of the serving personnel so that the total percentage does not

exceed 20%. It was also decided that if departmental candidates were not available to fill up the 20% direct recruitment quota for Sub-Inspectors of Police from Police Constable and Head Constable Candidate of Police Department, candidates from the open market might be selected and the vacancies filled up accordingly. In respect of Ex-Servicemen it was considered that the present age limit was very high. Further there should be a time limit within which and ExServicemen could be inducted from the date of discharge. It is accordingly proposed to prescribe a time limit of 3 years from the date of discharge subject to a maximum of 45 years of age. Further Ex-Servicemen who have served as Drivers Auto-machines Auto-Electricians and Armourers may be exempted from physical measurement test and Physical efficiency test for the post of Grade-II Police Constables alone (and not for the post of Sub-Inspectors of Police) 6. The Government have carefully examined the proposal of the Director General of Police and Chairman, Tamil Nadu Uniformed Services Recruitment Board and have decided to accept the same. They accordingly direct that the specifications and marks for various parameters in regard to recruitment of Men Police Constables, Men Sub-Inspectors of Police. Woman Police Constables and Woman Sub-Inspectors of Police will be as indicated in Tables. I, II, III and IV (annexed to this order) respectively. 7. The Government also direct that 10% quota be provided for dependents of the serving police personnel and the wards/dependents of retired, deceased and medically invalidated police personnel so as to boost up the morale and strengthen the loyalty of the force. In case it is not possible to fill up the sports quota of 10% the Government permit the filling up of the gap by the dependents of the serving personnel so that the total percentage does not exceed 20%. 8. The Government also direct that if department candidates are not available to fill up the 20% direct recruitment quota for the post of Sub-Inspector of Police, i.e. from the category of Police Constable and Head Constable candidates from open market be selected and the vacancies filled up accordingly. 9. In respect of Ex-Servicemen candidates, the Government direct that their candidature be considered for a period of 3 years from the date of discharge subject to a maximum age limit of 45 years. Further the Government direct that the Ex-Servicemen who have served as Drivers, Auto-mechanics, AutoElectricians and Armourers be exempted from Physical Measurement Test and Physical Efficiency Test for the post of Grade II Police Constable alone and not for the post of Sub-Inspectors of Police. 10. Orders regarding common recruitment to the posts of Grade-II Police Constable, Grade-II Jail Warders and Fireman will be issued separately.

The Director General of Police, Chennai is requested to send necessary proposals to Government for amend the relevant special rules / adhoc rules consequent on the issue of above orders immediately.
