Blow up of Camp Liberty's main sewage pipe simultaneous with the visit of Special Representative of the Secretary General and the Iraqi government's representative
Liberty's infrastructure is unusable; the need for independent probe on how UNAMI certified Liberty for the relocation of Ashraf residents In the afternoon of Thursday February 23, the main sewage pipe of the septic tank of Liberty blew up and covered a large area of the Liberty. The residents in a collective effort and with rudimentary equipment and with sandbags were able to stop the flow of sewage that had reached to a meter distance from the residential trailers (Photos attached) The cause of this incident, which occurred simultaneous with the presence of Martin Kobler, SRSG in Iraq and George Bakoos, Iraqi government representative, is the excessive wear out of the service infrastructure and not pumping out the sewage tank on time. The experience of past few days shows that the infrastructure of this Camp including water, electricity and sewage, is either worn out or has significant problems and does not meet the needs of even a small group of people, let alone 400 people. The technical assessment of January 30th and the UNAMI's statement of January 31st about Liberty's infrastructure were completely fallacious and the transfer of Ashraf residents to Liberty was illegal and in violation of clear humanitarian standards. Mr. Martin Kobler stated on January 31st: "The United Nations High Commissioner for Refugees (UNHCR) and the UNAMI Human Rights Office have now confirmed that the infrastructure and facilities at Camp Liberty are in accordance with the international humanitarian standards stipulated in the MoU." In the assessment of a shelter technician on January 30th that was the basis for the UNAMI's statement, it is stressed that: "The camp is currently configured to accommodate 5500 persons" and "Waste water disposal tanks available in sufficient capacity". The report emphasized: "A final joint technical assessment of Section 1 with GoI Representatives and a UNHCR team has been conducted on Saturday 28 January to accommodate immediately 800 persons" This final joint technical assessment was carried out with Col. Sadiq and Col. Haqki. Col. Sadiq is the same executioner who commanded the massacre of July 2009 and April 2011. The final conclusion of the report says: "After a number of visits to camp Liberty and joint assessments with the Representatives of the GoI between January 17-28, the following can be confirmed: From the technical point of view and in compliance with known shelter and camp standards, such as SPHERE and UNHCR, the TTL-camp Liberty can be considered suitable to accommodate the residents."

Now that everyone witnesses that not only Liberty does not meet the humanitarian standards for 400 persons, but these standards can not be met in short term, the Iranian resistance calls for an international independent probe about how the January 30th report was compiled and camp Liberty was certified to accommodate Ashraf residents. According to SRSG, the relocation of Ashraf residents may take more than two years in this camp. Secretariat of the National Council of Resistance of Iran February 24, 2012
