PURPOSE AND BACkGROUND SEMINAR INSTRUCTOR

With the introduction of ASCE 7 Minimum Loads Standards and the 2006 International Building Code (IBC), some consideration of seismic resistant design is required for most building structures in the United States. The use of these documents can be daunting, particularly for those engineers that have little formal training in seismology, seismic hazard analysis, structural dynamics, and inelastic behavior. Given this perspective, this seminar has been designed to provide guidance on how to use the code based procedures, while at the same time, providing sufficient technical background to explain why the provisions are written the way they are. Where possible, the technical background is presented simultaneously with the explanation of the building code provisions. In many cases, such explanations are presented as part of a series of detailed numerical examples that are presented throughout the seminar. Some information is provided on the seismic detailing requirements of structural steel and reinforced concrete structures, but this is presented in the context of building system selection and behavior, and not as separate topics. Much of the seminar material is based on the upcoming ASCE publication Guide to the Use of the ASCE 7 Seismic Load Provisions. In fact, the guide and this seminar were developed in unison. While the seminar focuses on the main lateral force resisting systems in building structures, some coverage is provided for nonstructural components and for nonbuilding structures. A brief overview is also provided for analysis of structures with seismic isolation systems or passive energy systems.

LEARNING OUTCOMES

Finley A. Charney, Ph.D., P.E., F. ASCE, is an Associate Professor in the Charles E. Via Jr. Department of Civil and Environmental Engineering at Virginia Tech in Blacksburg, Virginia. He also serves as Director for the Center for Extreme Load Effects on Structures, which is affiliated with Virginia Techs Institute for Critical Technology and Applied Science. Prior to joining Virginia Tech in 2001, Dr. Charney had more than 20 years of professional experience in structural engineering, with an emphasis on the analysis, design, and behavior of structures subjected to wind and earthquake loads. He maintains a limited consulting practice through his firm, Advanced Structural Concepts, Inc. Dr. Charney teaches graduate level university courses in structural analysis, structural dynamics, and earthquake engineering. He also participates in the development and teaching of several professional earthquake engineering seminars, including a variety of courses for FEMA, the U.S. Corps of Engineers Prospect Course, and the ASCE continuing education course Fundamentals of Earthquake Engineering. Dr. Charney has also contributed to training materials distributed by FEMA, including FEMA 451 NEHRP Provisions Recommended Provisions: Design Examples. He has created a number of popular computer programs for earthquake engineering education, including NONLIN, NONLIN-Pro, and EQ-Tools. Dr. Charney is an active member of ASCE and the Earthquake Engineering Research Institute. He is a member of the NEHRP Seismic Provisions Update Subcommittee 2, General Design and Protective Technology, and is a voting member of the ASCE 7 main committee and the ASCE 7 seismic subcommittee. He received his B.S. and M.S. degrees at the University of Texas at Austin, and his Ph.D. at the University of California at Berkeley.

It will be of value to engineers at all levels of experience. The course focuses on fundamental concepts, and is designed for practicing structural and architectural engineers, contractors, building officials, facilities managers, and educators. You will learn the cause and effect of earthquake ground motions; develop a feel for the dynamic behavior of structures; understand the principles of dynamic analysis of structures; understand why inelastic behavior and associated damage may be unavoidable; learn how to control damage through special detailing procedures, and develop a clear understanding of the theory behind the complex building code provisions for earthquake resistant design. 10 hours. 1.0 CEUs WInD AnD SEISmIC REtRoFIt oF BuILDIngS This webinar-on-CD will cover typical code provisions, their possible interpretations, and common issues involved in code research along with methods of evaluating existing lateral-load resisting systems and investigating field conditions. The largest part of the program is devoted to specific methods of building upgrade for lateral loads, including buildings with all major framing systems -- steel, wood, concrete, and masonry. The instructor will explain how to reinforce building diaphragms of various types, how to incorporate new shear walls and braced frames into existing buildings, and how to strengthen walls, frames, and vertical bracing when needed. 1.5 hours. 0.2 CEUs WInD LoADS This course is an online version of the popular ASCE workshop. Topics include wind effects (e.g., Bernoullis equation, patterns over buildings, and effects of roof geometry), basic design wind speed, design wind loads, how to use the ASCE-7 standard (plus three worked solutions), frequently asked questions, other codes, and where to get further information.
