CHAPTER III RESEARCH DESIGN AND METHODOLOGY

Statement of the Problem

This study intends to answer the questions that are relevant to the topic. These are the following:

1. What are the uses and functions of GIS in Flood Risk Control and Management? 2. Where among barangays in Butuan are unsafe or susceptible to flood? 3. What are the certain plans that could be made to mitigate the effect of flooding using GIS?

Research Objectives

This study will be undergone bearing the following objectives: To define the functions and uses of GIS in flood control and Risk management in the City of Butuan. To identify the risk or susceptibility of every barangays to flood. To make certain plans to mitigate the effects of flooding using GIS?

Scope and Limitation of the Study

This study focuses on the use of GIS in flood risk control and management. Other phenomena such as seismic activities are not included in this study. The researchers delimit their scope on the description of the possible uses of GIS.

Research Locale

The researchers decide to choose the City of Butuan as their study area for this is one of the flood prone areas in Caraga. It is the capital city of the province of Agusan del Norte. A total of 298,378 populations reside here. Its jurisdiction covers a total area of 817.28 km2 (315.55 sq mi). Agusan River one of the major rivers of Mindanao lies in this City. The city is abundant of other water lines such as streams that brings more vulnerability of the City to Flood. Its particular location is in the northern part of Mindanao bounded by the municipalities of Buenavista and Las Nieves in the west, Magallanes and RTR (Romualdez T. Rodriguez) in the north, and SIbagat and Bayugan in the South East.

Significance of the Study

This study about the use of GIS (Geographic information system) Flood Risk control and management could help the local government of the City to lessen the disastrous effects of flooding this may also help in orienting the residence of the City where to go whenever a flood occurs. The results of this study may provide ideas on the local officials what barangays should be put into priority in terms of flood susceptability. using the result of this study the researchers will make a evacuation route for the area that will find susceptible to flood. This will be very useful to the residence of the city.

Research Design

This research used descriptive qualitative type of research. It aims to define the uses of GIS in Flood Risk and Control Management in the Butuan. It doesn't employ survey techniques and used case study method instead. This study explains how useful GIS is in some instances before during the flood. Proper drainage system plan solid waste management, dredging of canals and other water systems are some of the actions that ay help mitigate the effect of the flooding or even control it. The places that should be put into priority will be found out with GIS by integrating the data and incorporate it with the others shape files of the data-sets produced an collected. Through this the plans for those actions defined would be easily done.

Research Materials and Instrument

The materials that were used in this study were classified into two: The spatial data-sets and the non-spatial data-sets, the spatial data-sets shows geographical information, according to the physical characteristics of the city of Butuan. This include topographic map of Butuan, Vector data sets of the city, Barangay Boundary shape files and water system Maps. The non-spatial data-sets do not involve any geographical representation. It could be either be a chart or illustration or documentation. Specifically, it includes the population density for each barangay. Software applications are used as instrument in this study. Auto-CAD facilitates the researcher in combining spatial data sets to form a clearer view of the results. Major GIS application such as Saga GIS, R2V, and ENVI GIS will be used in this study.

Research Methods and Procedures

Each procedure of this study was done based on purpose. There are three major procedure in this research, namely, data collection and production, data analysis and production of map for risk management plans. In data collection, the researchers will ask a copy of the data necessary for the study from the government offices and agencies responsible for those. For spatial datasets, NAMRIA, DENR, CPDC (City Planning and Development Coordinating Office), and DPWH are the agencies that the researchers will approach.

In this study not all Data will be collected and directly analyzed, some of these will be produced. One of these is the vector dataset of the City. In production of this the researchers will use R2V and ENVI to extract this file from the other data (specifically, Topographic Map). Data analysis was based on the major application used in this study. Classification and identification of the important details that is necessary for the study that will be given by the map will be analyzed by the software using partial integration. Using SAGA GIS the researchers will link the non-spatial Datasets to those spatial data sets. With the data that had been analyzed by those applications, a Map for evacuation route will be produced by the researchers.
