I. Qu trnh hnh thnh v pht trin ca Cng ty

1. S ra i ca cng ty Cng ty xi mng v xy dng cng trnh Lng Sn l mt doanh nghip nh nc thnh lp vo thng 10 nm 1960 ly tn l x nghip Vi Phai Duc trc thuc Ty kin trc Tnh Lng Sn (S Xy Dng). Kt qu sn xut kinh doanh ca Cng ty 2 nm qua cho thy: Thng qua bo co kt qu hot ng kinh doanh ca cng ty, ta thy Doanh thu nm 2003 tng 2,334 t ng so vi nm 2002 tng ng vi 15,3%, doanh thu nm 2004 tng 6,667 t ng so vi nm 2003 tng ng vi 37,9%. II. Mt s c im kinh t - k thut nh hng n cng tc hoch nh v thc hin chin lc ca Cng ty Xi mng v Xy dng cng trnh Lng Sn

1. c im t chc sn xut. Cng ty Xi Mng v XDCT Lng Sn l n v sn xut cng nghip, sn phm ca nh my mang hnh thi vt cht c th. Trong sn phm chnh l xi mng, sn phm ph gm: vi cc, ngi xi mng, gch lt, b tng, gch b tng, gch 30*30, xy dng. Trong cng ty ngoi b my qun l cn c cc phn xng sn xut nh: phn xng liu, phn xng l, phn xng thnh phm, phn xng c in, phn xng khai thc , v phn xng sn xut b tng. i vi phn xng liu c nhim v sn xut bt phi liu, s ngi trong phn xng khong 50 ngi.Trong c mt qun c phn xng, hai ph qun c phn xng, hai thng k v ba t trng, lm ba ca lin tc. i vi phn xng l c nhim v sn xut clinke, s ngi trong phn xng khong 53 ngi. Trong c mt qun c phn xng, ba ph qun c phn xng, mt thng k v su t trng, lm ba ca lin tc. i vi phn xng thnh phm c nhim v sn xt xi mng ri v xi mng bao. Bao gm mt qun c phn xng, mt ph qun c phn xng, mt cn b k thut, mt t trng v 98 cng nhn sn xut, lm ba ca lin tc. i vi phn xng c in phc v sa cha, kim tra, bo dng thit b sn xut ton nh my. S ngi trong phn xng c 35 ngi. Trong c mt qun c phn xng, mt ph qun c phn xng, mt t trng, ch yu lm theo gi hnh chnh.

i vi phn xng khai thc c nhim v khai thc v sn xut hc, dm, s cng nhn vin trong phn xng l 47 ngi, trong bao gm mt qun c phn xng, mt ph qun c phn xng, mt thng k, mt t trng sn xut, lm vo gi hnh chnh. i vi phn xng sn xut b tng c nhim v sn xut gch b tng, ct in. Theo bng trn ta thy nm 2004 l nm c t sut li nhun theo doanh thu cao nht v nm 2003 l thp nht. C th nm 2002 cng ty gi c 0,091 t ng, nm 2003 cng ty cn gi c 0,084 t ng v n nm 2004 cng ty gi c 0,091 t ng. III. Thc trng cng tc xy dng v thc hin chin lc ca Cng ty Xi mng v Xy dng cng trnh Lng Sn

1. Xc nh mc tiu Sau khi da vo cc cn c trn, phng k hoch a ra cc mc tiu, nhim v phi thc hin. Cc mc tiu c c th ho bng h thng cc ch tiu: Doanh thu, sn lng, li nhun, np ngn sch... Ti Cng ty c 3 loi mc tiu l: Mc tiu di hn, trung hn v ngn hn

Mc tiu chin lc ca Cng ty n nm 2015 - Pht trin quy m sn xut ln 3 triu tn xi mng mt nm, tip tc pht trin cng ty thnh mt tp on kinh t sc vn xut xi mng, va thc hin cc cng trnh xy dng, hnh thnh mt tp on thchin chin lc lin kt theo chiu dc mt phn. Tc l t m nhn cung ng nguyn liu cho qu trnh sn xut xy dng. Do c im sn phm khng phi l hng ho tiu dng m l nguyn liu cho sn xut xi mng nn s lng khch hng khng nhiu, gi c sn phm khng ph thuc vo s thch c nhn tiu dng m ph thuc vo c im ngun nguyn liu chnh ca mi nh my sn xut xi mng. Khch hng ca Cng ty ch yu l cc Cng ty xy dng cng trnh cng cng, c s h tng,...

2.2.2. Nh cung ng.
Nh cung ng ca Cng ty ch yu l cung ng cc cht ph gia. V cc nh my xi mng ch yu u gn cc ngun nguyn liu ch yu l vi. Hin ti, cc doanh nghip xi mng c kh nng to sc p cho cc nh cung cp ph gia xi mng. Bi v s lng doanh nghip cung cp ph gia xi mng ang tng ln ng k, li tp trung hu ht min Bc nn c cng c im ca m khai thc. Do cc nh my xi mng c th thay i, la chn nh cung cp vi chi ph thay i nh cung cp tng i thp. Do vy, nhiu doanh nghip ang mun gia nhp th trng ny. Cc hot ng marketing u do phng k hoch - k thut m nhn. Song cc hot ng ny hin nay cn rt yu. Cc hot ng nghin cu th trng (tm hiu cc chnh sch, chin lc ca i th cnh tranh; nhu cu khch hng...), xc tin bn hng hu nh l khng c. Vic chm sc khch hng khng thng xuyn. Cng ty mt dn uy tn i vi khch hng truyn thng v cho i th cnh tranh xm nhp vo. Vic tm kim khch hng mi, m rng th trng cng khng c xem xt nhiu. Nhn chung, hot ng marketing ca Cng ty cha c quan tm nhiu, yu km.

Nhn chung tnh hnh thc hin k hoch sn xut ca Cng ty khng c tt, c khi vt mc k hoch rt nhiu (170%, thm ch c khi vt 259% k hoch), song cng c khi li ch hon thnh c 40 50% k hoch. Cng ty thng vt k hoch sn xut sn phm chnh ( Xi mng en, cc cht ph da) v khng hon thnh k hoch mc rt thp dch xy dng v kinh doanh vt liu xy dng (c khi ch t 49% k hoch v khng bao gi hon thnh k hoch dch v ny). Vic khng hon thnh hay vt qu k hoch sn xut xy ra u trong hu ht cc nm. Mc tiu ca Cng ty khng c xy dng mt cch c th nn cc ch tiu kinh t khi xy dng k hoch khng nhiu. Nhn xt: Nm 2001, nm 2002 Cng ty khng t c k hoch ra, cc mc tiu ra vt qu kh nng, nng lc ca Cng ty. Nhng sang nm 2003, 2004 Cng ty c iu chnh li cc mc tiu hp l hn v vt mc k hoch ra. Nh vy, c th thy cng tc xc nh mc tiu ca Cng ty l cha tt. Chnh v vy, Cng ty cn nghin cu tht k nhng yu t mi trng hoch nh mc tiu chin lc cho st vi tnh hnh thc t ca Cng ty.
