INTRODUCTION OF THE COURSE POST GRADUATE DIPLOMA IN PUBLIC HEALTH MANAGEMENT Public health challenges in India call for capacity development of public health systems. The need of the hour is, therefore, to position qualified public health management professionals who can skillfully plan, execute and monitor national health policies and programmes, supervise the public health workforce, fully assess the dimensions of public health issues and devise appropriate strategies to meet emerging managerial challenges in the health system. The need for a qualified public health manager in each of the nearly 7000 community development blocks of the country has been envisioned by government of India in its National Rural Health Mission (NRHM) to achieve Indian Public Health Standards. The Post Graduate Diploma in Public Health Management (PGDPHM) is supported by Ministry of Health & Family Welfare under National Rural Health Mission (NRHM) being run by All India Institute of Hygiene and Public Health (AIIH&PH) at Kolkata, Indian Institute of Public Health (IIPH) centers at Ahmedabad, Delhi, Hyderabad and Bhubaneswar, Mahatma Gandhi Institute of Medical Science (MGIMS)-Wardha, National Institute of Health & Family Welfare (NIHFW) New Delhi and Jawahar Institute of Postgraduate Medical Education & Research (JIPMER) Puducherry. School of Public Health (SPH) Postgraduate Institute of Medical Education & Research (PGIMER) - Chandigarh, is going to start this course from this academic year. This Diploma Course is a 1 year full residential course aimed at capacity building of health functionaries, so as to bridge the gap in Public Health management capacity amongst health professionals in the country. The specific purpose of the PGDPHM course is to prepare a competent workforce of public health managers who have basic knowledge and skills of assessing public health needs, planning, organizing, staffing, financing and budgeting, monitoring and evaluating public health projects and programmes.

ADMISSION TO THE COURSE Admission to Post Graduate Diploma in Public Health Management is made once in a year. The session commences from 1st January each year. NB: Before applying for course candidates are advised to go through information brochure and the admission notice published in the press carefully. PROCEDURE FOR APPLYING

Applications for admission to the course are required to be submitted on the prescribed form supplied with the Information Brochure, which can be down loaded from PGIMER website. The fact that an application form has been supplied on a certain date will not be accepted as an excuse for the late submission of the application. The supply of application from does not ipso-facto make the receiver eligible for admission to the selection test. Application on forms other than those prescribed for the purpose will not be entertained. If any candidate gets an application form for course different from the one asked for, he/she may submit his/her application on the same before the closing date. The application will be treated as an advance copy. The application on the prescribed form will be obtained later.

QUALIFICATION REQUIREMENT Applicants should possess only MBBS degree with three year experience as General Duty Medical Officer in the government health services preferably in the delivery of public health service.

METHOD OF SELECTION Candidates should be sponsored by the government for the entire course duration. Each state government can sponsor candidates but PGIMER will select candidates based on professional eligibility, curriculum vitae, work experience, aptitude test, viva voce etc. and only those found fit to join the course will be selected by the Institute. INSTRUCTION FOR CANDIDATES A candidate applying for admission is required to furnish the following certificates from his/her employer for admission to the course: i) That the candidate concerned is a permanent or regular employee of the Government Department/ Institute/ Medical College the deputing/sponsoring authority for the last at least three years. ii) That after getting the training at PGIMER, Chandigarh the candidate will be suitably employed by the deputing/sponsoring authority to work in the specialty in which the training is received by the candidate at PGIMER, Chandigarh. iii) That no financial implication in the form of emoluments stipend etc. will devolve upon PGIMER, Chandigarh during the entire period of his/her course. Such payment will be the responsibility of the sponsoring/deputing authority. The sponsorship/ course fees will be paid by the sponsoring government to PGIMER. NOTE: Deputation/sponsorship from private nursing homes will not be accepted.

COURSE OUTLINE The Post Graduate Diploma in Public Health Management (PGDPHM) is a 45 credit program; 33 credits have been distributed over 16 modules and 12 credits have been allotted for the project work. For this, 24 courses (including exams) will be spread over 28 weeks (approx 7 months). Each week will have 20 lecture sessions (70 minutes per session), 8 lab/tutorials (70 minutes per session), making it a total of approximately 33 contact hours per week. The program is structured on a multi disciplinary curriculum. The disciplines included in this program focus on management of public health, biostatistics, demography, epidemiology, ethics, health promotion and education, health resources & finance management, health legislation, equity, and the social sciences. 3

Project work Each candidate will be working under close guidance of a faculty advisor; will develop a project as part of the course work. The project will be carried out in the final term. The project has three primary components: a written project plan, a project paper, and an oral presentation. The project plan will be developed between the student and the faculty advisor and will be preferably based in the setting of the participant area of functioning s in the health service setup. The project plan will be formally designed and the draft will be submitted for review. The review will be conducted by a formally designated committee appointed by the Dean, PGIMER for this purpose EXAMINATION The academic year (1st January to 31st December) is divided into three terms. Each term consist of four months duration. The first term (1st January to 30th April) and second term (1st May to 31st August) will be devoted for classes. The third term (1st September to 31st December) will be devoted for project work and final examination Candidate evaluation will comprise of internal evaluation (during the course) and external evaluation (final examination at the end of course). Final assessment will be done at the end of the year both in theory and practical examination. The successful candidates will be awarded Post Graduate Diploma in Public Health Management. DETAILS OF FEES AND OTHER DUES The sponsorship/course fee for sponsored candidates will be at the rate of Rs.2.50 lakhs per candidate, which would cover course tuition fee as detailed below, course material provided to participants; to and fro travel to the concerned institutions at the beginning of the course, field work, boarding and lodging and for the projects during the training. Government will continue to provide salary to the sponsored candidates. 4

Fees and other charges once paid shall not be refunded in any case including that of a candidate leaving the course before the completion of the term or not joining the course for any reason. No correspondence in this connection will be entertained. However, security will be refunded to the candidates who do not join the course. The refund of the security must be claimed within three years of the date of completion/discontinuation of the course, failing which the amount will be forfeited. JOINING TIME Selected candidates must join their respective courses on the prescribed date, as indicated in their admission letters. The selection of those who fail to join by the specified date shall automatically stand cancelled. Under exceptional circumstances, a candidate may be allowed to join later up to two weeks on the condition that he/she will have to make up the deficiency by studying for the same number of days by which he/she joins late, after the date on which his /her period of training would have otherwise been completed but for his/her late joining. HOSTEL ACCOMMODATION The institute may not be in position to provide boarding and lodging facilities to the trainees in the campus. Hence, the trainees may have to be accommodated outside PGI campus in hotels/ guest houses etc. The trainee will also be provided an option of arranging boarding and lodging, travel etc by him/herself. The expenditure for boarding & lodging will be met as per rules of the institute from the sponsorship/course fees paid by the state government to PGIMER for the sponsored candidate.

The complete application must reach to the Registrar, PGIMER, Chandigarh either by post or by personal delivery at the counter on or before the closing date. Applications may please be sent preferably by registered post. For facility of candidates, the closing date for the receipt of applications has been mentioned on the application form. The counter for receipt of applications will close on 11.04.2012 at 4.00 PM and no application will be received thereafter. The Institute will not be responsible if applications are delivered to any other quarters. The fact that the application registration no. has been issued to the candidates, does not mean that the application is complete in all respects and has been accepted by the institute. Application received after the closing date is not considered. The Institute takes no responsibility for any delay in the receipt or loss of application in transit. Incomplete applications are not entertained. All particulars in the application form must be written carefully and legibly. All claims made in the application must be supported with documentary proof. 5

Candidates, who have obtained, degrees from the Colleges/Institutions/ Universities which are not recognized by the Medical Council of India are not eligible to apply. Candidates should sign all the documents forming enclosures to the application and also put the date. The candidates should enclose with their applications two self addressed envelopes of size 23x10 cms with stamp of Rs. 10/- each. These envelopes will be used for sending roll number, selection letter etc. Therefore, the address on the envelope should be legible, neat and complete. The candidates must forward their applications through proper channel. In case delay is anticipated in the transmission of the application, an advance copy of the application on the prescribed form, complete in all respects including the prescribed application fee must reach the Registrar of this Institute before the closing date. The advance copy of the application form should reach the Registrar of this Institute before the closing date. The application through proper channel should also reach the Registrar of the Institute within ten days after the last date fixed for the receipt of applications. The number of vacancies wherever indicated is provisional and may be reduced without prior notice. The decision of the Director of the Institute in the matter of selection of candidates for the various courses shall be final. The candidates invited for the selection may have to stay at Chandigarh 2-3 days. No TA/DA is admissible to them for the purpose. Any attempt on the part of candidate to influence directly or indirectly will be treated as disqualification. A selected candidate or his sponsorer shall have to pay the fee etc. on the specified date failing which his/her selection will be treated as cancelled and the seat will be offered to the next on the waiting list in the order of merit. Private practice in any form during the course is prohibited. Good messing arrangement exists. The Institute is well equipped and staffed by faculty recruited from all over the country. There is well stocked and upto date library and large number of professional journals and periodicals are subscribed for use by the faculty and the residents/students. The Ragging is banned in the institute. Ragging is cognizable offence. Stern action against the offenders shall be taken. Any one indulging in ragging will be punished appropriately, including expulsion from the Institute and/or imprisonment upto 3 years and/or fine upto Rs. 2500/-. No individual intimation is sent to the unselected candidates and no correspondence on the subject is entertained. The rules are subject to change in accordance with the decision of the Institute from time to time. If the closing date fixed for the receipt of applications by the Institute is declared as a holiday or half holiday by the Chandigarh Administration, then the immediate next working day shall be the closing date for receipt of applications. If any entrance examination/interview is fixed for the course, there will not be any change in the date, and the examination/interview will he held as per schedule even if the day is declared as a holiday or half holiday by the Chandigarh Administration.
