London Borough of Barnet - North London Business Park Car Parking Policy

1.

Context

Car parking at North London Business Park (NLBP) is a scarce resource which we need to manage the usage of in a balanced way. In addition we also need to ensure that we remain a good neighbour to local residents and this will mean not parking in residential areas. Each car parking space at NLBP costs the Council 300 and to manage this scarce resource and to create the funds to purchase additional parking spaces it has been decided to introduce a limited charging scheme, which is set out below. The charging scheme has been designed to create the lowest impact on employees and disabled workers with blue badges.

2. Attendance At NLBP NLBP is a busy office facility with a large number of people attending the Offices. Car parking is provided to people who are on site working. All users of NLBP need to plan their diaries so that they do not block car parking spaces. Parking at NLBP to then be off site is not a sensible use of car parking space and employees should not arrange their diaries on this basis. All NLBP users need to consider in conjunction with their managers whether working remotely is a practical arrangement either on a routine or ad hoc basis. 3. Alternative methods of travel Everyone is encouraged to consider alternative methods of travelling to NLBP this includes public transport; cycling; walking and car sharing. This car parking policy will form part of the consultation about the Councils Travel Plan. 4. Parking Permits It is recognised that for many people that travelling by car is the most appropriate option therefore Parking Permits will be issued on the following basis: 4.1 Each person requesting a car parking permit will be required to obtain a pass from Customer Services, for the pass to be issued they will need to provide : A completed Parking Permit application form at Annex 1 LBB ID card proof of current insurance insurance must be for the vehicle and cover the individual applying for the permit

A single unique permit will then be issued by Customer Services. Where an individual regularly uses more than one vehicle to attend for work then the Parking Permit will have two or more vehicle number plates listed on it. The applicant will need to provide all of the documents listed above to register multiple vehicles. Where there is a temporary change of vehicle e.g. because of breakdown then a temporary permit will be lent on a time limited basis, without charge for up to a maximum of 10 working days. Any car not displaying a permit or displaying one which does not match the registration plate will be clamped and the appropriate release fee with be payable to the Landlord. 4.2 4.3 There will be no cost for this car parking pass for employees of LBB; Casual or As & When workers and Temporary Agency workers. Anybody who is a contractor or interim will be required to pay an additional charge of 25 per month or 150 for a six month permit. This permit will be non refundable. Where there is a query whether this clause is applicable to an individual then this should be referred to the relevant HR Business Partner. Visitors and Day users will continue to park in the Visitors car park free of charge. Disabled Parking Bays will be free of charge to any blue badge holders irrespective of their employment status. Users of these bays will need to display their blue badge. Where workers have temporary mobility issues then a temporary permit will be issued for up to 10 working days, thereafter any further extension will normally need to be supported by a recommendation from LBB Occupational Health.

Permit Misuse

Transfer of permits between individuals is not allowed and would be considered to be a fraudulent action and appropriate action will be taken. In the case of employees this may include disciplinary action.

Parking on Residential Streets

LBB is committed to being a good neighbour to local residents in and around NLBP and LBB has provided adequate car parking for normal attendance at this site. However it is recognised that at peak times or when there are large events that there may be a shortfall in spaces. It is therefore incumbent upon any body attending NLBP

to consider whether they need to be on site; whether they need to drive and whether they could use an alternative method of travel. Residents in the areas surrounding NLBP will be asked to provide vehicle registrations numbers to Customer Services for those vehicles which they reasonably believe should have been parked at NLBP i.e. the vehicle is displaying an NLBP parking permit. Where people persistently park in residential roads in and around NLBP whilst attending NLBP then this brings the Council into disrepute and appropriate action will be taken. Iin the first instance the car owner will be spoken to, to explain that a complaint has been made, where people persistently park in residential roads then further action may be considered and this may include formal action.

Conference and Training Organisers

All conference and training organisers must explain the parking arrangements at NLBP and they must encourage group travel including mini buses and coaches. Delegates will need to be reminded not to park in local roads or non LBB parking spaces. All conference and training organisers must send details of the public transport links to NLBP and encourage delegates to use these. 8. Exceptions From time to time it may be appropriate to suspend this policy for example on Election Nights. This decision will be taken by Council Directors Group. 9. Commencement of Policy This policy will come into force from 1 February 2012. 10. Variation to this Policy This policy and the charging rate will be varied from time to time. One months notice will be given of any change. 11. Liability All vehicles are parked at the owners risk and LBB accepts no liability for the safety or security for vehicles or their contents.
