We understand the citizens goal for a multi-purpose urban park to suit the varied demographics of the area. From design charettes with neighborhood residents we further gathered incite on what program element were desired for the park; general recreation, strolling area, areas for reading and repose, childrens play area, a safe place for urban youth, leisure and eating spaces for urban professionals, and an aesthetic congruent with the existing space, yet modernized. Given the cultural heritage and history, it is within both the aesthetic formulation and the cultural mindset to remix the classical French garden style with a modernized landscape in both appearance and function. Due to the requests of the neighborhood residents with consideration of the surrounding landscape and the diverse demographic makeup, we believe it is in the best interest to design the park to be multi-functional. With such limited space, it best serves the residents forpark features to function for different demographics at different use periods of day. Therefore, our firm conducted studies of use times of similar parks and surveys of projected use times of local residents to best determine how to integrate the desired programmatic elements for optimal mixed-use functionality and flexibility. A budget has been estimated to construct a ###sq. ft. park scape with multi-functional elements at $####. We recommend an RfP to be conducted for local artists to design park elements to enhance the cultural identity of the park in addition to stimulating the local economy and furthering sense of local pride and ownership of the park. As part of our firms services we request the approval to conduct the above stated RfP. We recommend that funding at state, federal, and national level is sought for artist grants, which will lower the cost of construction. In addition, educational resources can be accessed that would further reduce the budget and enhance the sense of local ownership and community participation, which has been proven to reduce crime and vandalism. The projected date of completion is August 2013 with construction beginning May 2013. We feel this date is feasible provided the design team is selected by July 2012, assuring all construction documents are completed and available for review prior to the construction date.
