Important Note : (a) Locations against which "YES" has been marked under col. (5) of the above table, the eligible candidates who have readily available site suitable for setting up of Retail Outlet or have a firm commitment/offer from the land owner for purchase of site should furnish along with the application, the details of such land to be made available to IOC, that the applicant owns or can arrange on firm offer which can be made available to IOC for the Retail Outlet. The candidate will not be given the opportunity to offer any other land subsequently. For this purpose, the land owned by the family members (as defined in para 2 e ( i ) and (ii )) would also be considered as belonging to the applicant and in such case applicant has to submit notarized affidavit by all owners / coowners (if all owners / co-owners are "within family") (Refer para 14 of brochure for details). Such applicants, if selected, will have to offer the land (indicated in the application) to the Corporation at the mutually agreed terms and conditions within a period of TWO months, from the date of Letter of Intent (LOI), for the purpose of development of RO. If an applicant, after selection, is unable to provide the subject land to IOC at mutually agreed terms within a period of two months, IOC will have the right to cancel the allotment of dealership made to the applicant. The suitability of the Land will be decided by IOC. However, there is no commitment from IOC for taking the offered Land from the applicant. (b) Locations against which "YES" has been marked under col. (6) of the above table, the eligible candidates who have readily available site suitable for setting up of Retail Outlet or have a firm commitment/offer from the land owner for purchase/lease of site should furnish along with the application, the details of such land, to be made available for retail outlet. The candidate will not be given the opportunity to offer any other land subsequently. For this purpose, the land owned by the family members (as defined in para 2 e ( i ) and (ii )) would also be considered as belonging to the applicant and in such case applicant has to submit notarized affidavit by all owners / co-owners (if all owners / co-owners are "within family") (Refer para 14 of brochure for details). Such applicants, if selected, will have to make the subject land available for development of retail outlet within a period of TWO months, from the date of Letter of Intent (LOI). If an applicant, after selection, is unable to provide the subject land available for development of retail outlet within a period of two months, IOC will have the right to cancel the allotment of dealership made to the applicant. The suitability of the Land will be decided by IOC. In such cases ,after selection, the applicants will have to set up all the fixed facilities on the land owned / arranged by them at their own cost in accordance with the requirements of IOC. (c) Eligible applicants may submit their application for appointment of Dealers on a plain paper in the format given in the advertisement. Eligibility Criteria: (a) Applicant should be Indian National (Affidavit to be furnished as per Appendix A) (b) Category:- While only persons belonging to the following

categories can apply against specific locations reserved / advertised for the respective category any eligible person can apply against OPEN category. (Copy of certificate from the competent authority to be furnished as proof of belonging to the category as applicable). Scheduled Caste/Scheduled Tribe Category (SC/ST): Persons belonging to SC/ST category should submit a caste certificate of 'Scheduled Caste/Scheduled Tribe' category issued by a competent authority: (i) District Magistrate/Additional District Magistrate/Collector/Deputy Commissioner/Additional Deputy Commissioner/ Deputy Collector/ 1st Class Stipendiary Magistrate/City Magistrate (Not below the rank of 1st Class Stipendiary Magistrate/Sub-Divisional Magistrate/Taluka Magistrate/Executive Magistrate/Extra Assistant Commissioner. Chief Presidency Magistrate/Additional Chief Presidency Magistrate/Presidency Magistrate. Revenue Officer not below the rank of Tehsildar. Sub-Divisional Officer of the area where the candidate and/or his family normally resides. Administrator/Secretary to Administrator/ Development Officer (Lakshadweep) Any other competent authority notified by the Government of India Physically Handicapped Category (PH) : The person should be orthopedically handicapped to the extent of a minimum of 40 % permanent / partial disability of either upper or lower limbs or 50 % permanent / partial disability of both upper and lower limbs together. For this purpose, the standards contained in the 'Manual for Orthopedic Surgeon in evaluating Permanent Physically Impairment' brought out by the American Academy of Orthopedic Surgeons , USA and published on its behalf by the Artificial Limbs Manufacturing Corporation of India, G.T.Road , Kanpur, shall apply. Deaf, Dumb and Blind persons will also be eligible to apply for all dealerships under this category. In this connection, the Government notification no. 154 published on 13.6.2001 by Ministry of Social Justice and Empowerment will be applicable. PH category person have to submit copy of the certificate as per Appendix B. Defence Personnel Category (DEF): Persons belonging to this category should be sponsored by Director General of Resettlement (DGR), Ministry of Defence, Government of India, as per the following inter-se priority. (I) Widows / dependents of Posthumous gallantry award winners. (II) War Widows / dependents of those who died in war. (III) War disabled (IV) Widows / dependents of those who died in harness due to attributable causes. (V) Disabled in peace due to attributable causes. Please attach a copy of certificate from Directorate General of Resettlement (DGR) sponsoring the candidate for the dealership for which he / she has applied. Certificate of Eligibility issued for one particular location / dealership will not be valid for another location / dealership. Outstanding Sports Persons Category (OSP): The following persons will be eligible: (I) Arjuna Awardees. (II) Winners of Medals at Olympics / Asian / Commonwealth Games and Recognized World Champions. (III) Only first position holders of Recognised National Championships held for senior level (men and women). Candidates should attach a copy of certificate from the Recognized National Federation Organizing National Championships (as recognized by Department of Youth Affairs and Sports, Govt. of India) or from the Dept. of Youth Affairs and Sports, Govt. of India or from the Competent Authority of Government of India. Paramilitary / Police / Government Personnel Category (PMP): The following persons will be eligible: The personnel of Paramilitary / Police Personnel including persons having served in BSF, CRPF, CISF, ITBP, Railway Protection Force, Special Reserved Police, Special Armed Police, Coast Guards, Assam Rifles etc. as designated by Central Government and Police Forces of the States, Customs and Central Excise Department, Narcotics Control Bureau, Enforcement Directorate, Economic Intelligence Bureau, Directorate General of Anti-Evasion and Directorate of Revenue Intelligence and those serving in different Departments of Central / State Governments who are incapacitated OR disabled while performing their duties and their Continue on next page....

(c) Age : As on date of Application (In completed years): not less than 21 years. Enclose an attested copy of either Matriculation or Secondary School Leaving Certificate indicating date of birth or identity card issued by election commission or PAN card or Passport or an affidavit as proof of age. (d) Educational Qualification: Minimum Matriculation or recognized equivalent. Enclose an attested copy of either matriculation or equivalent and other qualification certificates as proof. However, this criteria is not applicable in respect of applicants belonging to FF/OSP/Defence/PMP categories. (e) Multiple Dealership Norm (relationship clauses) : (I) Relationship Clause for individual including Partnerships In a given 'family unit', consisting of a father, mother and unmarried brother(s) / unmarried sister(s), if the applicant is unmarried OR In a given 'family unit', consisting of spouse, unmarried son(s)/ unmarried daughter(s), if the applicant is married as the case may be. None of these individuals would be entitled to a new dealership/distributorship of any Oil Company if any other individual in this 'family unit' already holds a dealership / distributorship or Letter of Intent (LOI) for dealership / distributorship of any Oil Company. Each partner of the applicant partnership firm has to individually satisfy the criteria as applicable for individuals stated above. (II) Relationship Clause for Non Individual entities like Companies Registered under Companies Act 1956, Organized bodies, Charitable Trusts registered with the Charity Commissioner of the respective State Government and Societies Registered under Societies Registration Act 1860 (i) The applicant entity will not be eligible for RO/SKO-LDO dealership / LPG distributorship if any of the RO/SKO-LDO dealership / LPG distributorship is held by the following :a) Any of the Director or his family members (family as defined in the case of multiple dealership norms for individuals) b) The entity itself or its holding company or subsidiary company. c) Any other company or firm where share holders (put together) of the applicant company have controlling stake i.e. 51% or more. (ii) If any individual, partnership firm, company, organized body, trust or society already holding RO/SKO-LDO dealership / LPG distributorship acquire controlling stake in a company having RO/SKO-LDO dealership / LPG distributorship, then the RO/SKO-LDO dealership / LPG distributorship of the acquirer would be liable to be terminated. (iii) Such entities will not be eligible for RO/SKO-LDO dealership / LPG distributorship if any of the RO/SKO-LDO dealership / LPG distributorship is held by the body itself or any of the Member of the Governing Body / Managing Body / Any such other Body or his family members (family as defined in the case of multiple dealership norms for individuals). (iv) Government owned Companies defined as major shareholding with the Government, Public Sector & Joint Sector Units OR Government administered Organization will be exempted from the Multiple Dealership Norms as per prevalent policy. 3. Disqualification (a) Convicted persons for any criminal offence involving moral turpitude / economic offences (other than Freedom Struggle), would not be eligible to apply. (b) Totally paralyzed and or mentally unsound persons (who suffers from insanity) are not eligible to apply under any category (c) Signatories of dealership / distributorship agreements, which were terminated by any Oil Company for proven malpractices / adulteration are NOT eligible to apply. The applicant will have to furnish an affidavit covering point Nos. 2(a), 2(e), 3(a) and 3(c) in this regard as per Appendix A. 4. Partnerships: In case of partnership, each partner should individually meet the specified eligibility criteria and also should submit separate application forms along with separate application fee. However, the applications should be clubbed together. If called for interview, all of them must appear for interview. They also have to submit a copy of the partnership deed. 5. Registered Co-operative Societies / Consumer Co-operative Societies : are eligible to apply under any category provided all the members of the society belong to the category for which the location has been advertised for and also provided that the individual members should meet the non conviction clause including the society as an entity. For any society applying for location reserved for women category, all the members should be women. The members individually and the society as an entity also should not have been a signatory to dealership / distributorship terminated by any Oil Company for proven adulteration / malpractice. The Society has to furnish appropriate resolution to show that the person making the application is empowered to make the same. 6. Organised Bodies like Registered Associations or bodies like bus / truck associations and Corporate houses (Central / State Public Sector Companies as well as companies incorporated under Companies Act 1956) are eligible to apply only under OPEN category provided that the organised body has not been convicted for any criminal offence involving moral turpitude / economic offences. However, Private Limited Companies would be eligible to apply only if they are in existence and also profit making during the previous 3 years prior to date of application for dealership. 7. Evaluation of Candidates (A) For individual candidates including partnerships Each candidate during the interview will be assessed by the Selection Committee broadly under the following parameters: a.Capability to provide land and infrastructure/facilities 35 marks b.Capability to provide finance 25 marks c. Educational qualifications 15 marks d.Capability to generate business 10 marks e.Age 4 marks f. (E) Scheduled caste/Scheduled tribe candidates for locations reserved for them will not be judged under the head " Capability to provide land and infrastructure/facilities" and also "Capability to provide finance". (F) Subject to the application and request, widows and unmarried women above 40 years of age, without earning parents, for locations reserved for women will not be judged under the head "capability to provide infrastructure and facilities" and "capability to provide finance". These applicants will be required to indicate in the application form itself whether they will like to avail the facilities. In case this is not indicated in the application form, it will be construed that such applicants would like to get evaluated in line with other applicants i.e. they should also be assessed under the heads "capability to provide infrastructure and facilities" and "capability to provide finance". For determining the priority to be given to such candidates over other women candidates, the marks secured by other women under these two parameters will be

excluded by the total marks secured by them. (G) Location reserved under DEF and PMP category :- In respect of the candidates securing minimum qualifying marks, the inter-sepriority marks given by the competent authority (max. 40) will be added to the above and accordingly the final merit position decided. (H) In case of those locations where the Retail Outlet is already existing, the candidates will not be evaluated under the parameter "Capability to provide land & infrastructure facilities". 8 . Other terms and conditions: (a) The candidate selected for dealership shall be a working dealer and shall be paying attention towards day to day working of the dealership by personally managing the affairs of the dealership. He/She will not be eligible for taking up any other employment. If the selected person is already employed, before issuance of Letter of Appointment by IOC, should produce the proof of acceptance of his / her resignation by his / her employer. (b) On selection, the candidate will be required to deposit with IOC a security deposit as indicated in the advertisement column no 9. However, the actual amount of security deposit will be decided based on prevailing policy at the time of issuance of Letter of Appointment. Such deposit will have to be made at the time of appointment as dealer. This amount called the Security Deposit is refundable at the time of resignation / termination and will not carry any interest. IOC also reserve its right to adjust any dues to it from this amount at the time of resignation / termination. However, in case such termination is due to proven adulteration / malpractices then the deposit amount will be forfeited. SC/ST allottees and women availing facilities under corpus fund scheme (Explained under para (h) below) will be exempted from payment of such Security Deposit. (c) The applicant on selection should be capable to raise necessary funds for effectively operating the dealership to the satisfaction of IOC. (d) The applicant should possess sound physical and mental health. (e) Other things being equal, Unmarried women above 40 years of age without earning parents and Widows will be given preference over others in locations reserved for women category. Widows have to submit death certificate of her husband and also an affidavit stating that she has not re-married as per Appendix A. (f) Following basic facilities will be provided by each dealer. Drinking water, Free Air*, First Aid Kit with medicines, Toilet*, Pollution under Control Equipment (PUC) wherever it is mandatory*, telephone*, adequate illumination. * Will be provided by IOC to those dealers who are entitled for financial assistance under "Corpus Fund Scheme" (g) In addition, candidates selected for locations against which YES has been marked under col.(6) of the table, will be required to provide the following facilities also at the Retail Outlets as may be required by IOC and as per layout and standards prescribed by IOC at his / her own cost: * Mandatory Facilities: Land & its development, Driveway, Compound wall / Chain Link Fencing (whichever is applicable), Sales Building, Toilet, Yard Lighting, Air & Water Facilities, Fire Fighting Facilities etc. * Additional Facilities (Site specific) : All such facilities required for customer service such as Staff Room cum Change Room, Canopy, Service Station, Rest Room, Restaurant, Telephone Facilities, PUC facilities (if mandatory) and other Facilities as may be specified by IOC from time to time (h) CORPUS FUND SCHEME For those selected under Scheduled Caste/Scheduled Tribe category locations, IOC shall make the provision for the following facilities as per corpus fund scheme :i.
