Govt prepares
bills for debate
at NAs June
session

The government has approved
a number of fundamental
issues and bills at its monthly
meeting from April 23-25, for
submission to the National
Assembly.
National Assembly
members will debate the issues
and bills at the June session.
Chaired by Prime Minister
Thongsing Thammavong, the
meeting approved a report
concerning progress made
under the socio-economic
development and state budget
plans over the past six months,
and set plans for the next six
months and the 2012-13 fscal
year.
The meeting also approved
in principle a draft Law on
Extradition and draft amended
legislation on service fees,
but the sectors involved
were asked to improve the
documents based on the
recommendations of cabinet
members.
The meeting participants
also agreed in principle with
the fndings of a study on
an increase in salaries and
allowances for civil servants,
to keep pace with economic
growth and enable government
offcials to cope with the rising
cost of living and infation.
Cabinet members also
discussed measures to realise
the Resolution of the Politburo
regarding the building
of provinces as strategic
units, districts as units of
comprehensive strength, and
villages as development units.

The Vietnam-Laos relationship
is an invaluable asset of the
two nations which should be
upheld and passed to future
generations, said Vietnamese
Party General Secretary
Nguyen Phu Trong.
He made the comments
at a meeting with Lao
National Assembly President
Pany Yathortou in Hanoi
on Wednesday. The Lao
NA president was in the
Vietnamese capital to attend
a conference on relations
between the Vietnam and Laos
National Assemblies.
Trong affrmed that the
conference was one of the
important events of the year,
which has been designated as
the Vietnam-Laos Friendship
Year, and a vivid manifestation
of the special solidarity
between the two countries.
He said he believed the
Lao people would continue
to gain greater achievements
in the renewal process and
successfully implement the
Resolution of the 9th Party
Congress and its fve-year
socio-economic development
plan.

to work closely, increase
information and experience

be held in Laos in November.
On the same day, Prime
Minister Nguyen Tan Dung
met with Ms Pany. During the
meeting he said Vietnam and
Laos should further strengthen
their comprehensive
cooperation, especially in
economics, investment and
education and training to usher
in new development steps in
the relationship between the
two countries.
Ms Pany said the recent
cooperation between the two
countries continued to see
positive results, especially
in economic felds. She
also noted that Vietnamese
enterprises operating in
Laos have contributed to the
countrys economic growth
and social security.
She stressed the Lao
government will create the
best conditions for Vietnamese
enterprises to invest and do
business in the country, for
the beneft and development
of both nations.
She said she hoped Vietnam
would share experiences in
socio-economic development
with Laos, especially in
economic management,
poverty reduction, foreign
investment attraction and
infrastructure development.
Somsack Pongkhao
The mercury hit 39C in
Vientiane yesterday, recorded
as the hottest day this year,
according to the Meteorology
and Hydrology Department.
The department forecasts
that temperatures in the capital
could soar to as high as 40C
next week, with hot weather
affecting northern and central
areas of Laos. The department
told Vientiane Times yesterday
that temperatures in some
parts of Laos could reach their
highest level in 10 years.

Weather Forecasting
Aeronautical Division, Mr
Bounterm Sisouphanthong,
said the highest temperature
recorded in Laos so far this year
was 39.5C in Luang Prabang
province. But the province
could see temperatures exceed
40C next week.
The highest temperature
recorded in Laos in the last 10
years was also reported in Luang
Prabang province at 42C, in
2003. In Vientiane, the highest
temperature recorded in the last
10 years was 40.5C.
Last year, the highest
temperature recorded in Laos
was 39.5C in Xekong province,
and in 2010 it was 41.3C in
Luang Prabang province.
Doctors recently warned
people to be on the alert to
prevent diarrhoea and other
health problems that typically
occur in times of hot weather.
The Hydrology Department
warned that summer storms
will continue to strike Laos at
least until the end of this month.
Recent storms have blown
off the roofs of hundreds of
houses, and damaged schools,
crops and electricity cables,
as well as other personal and
public property, with whole
trees being uprooted in some
provinces.

150 houses were blown off in
high winds
In March, a storm
destroyed houses and other
property worth 7 billion kip in
Sing district and 200 million
kip in Nalae district, in Luang
Namtha province.
Summer storms bring
swirling winds and heavy
rainfall. They develop quickly
and take people unawares, so
everyone should be alert to the
possibility of a sudden squall.
Overloading the electricity
grid is leading to power
shortages and brown-outs.
Local residents have also been
affected by water shortages
this summer.
The heat has also led to fre
outbreaks in Vientiane, and
the authorities have warned
local residents, government
offces and businesses to be
on their guard.
The Vientiane Fire
Department is running a
campaign to encourage people
to replace old or faulty electrical
equipment, to help prevent
fres. Hotels, guesthouses,
restaurants and entertainment
venues have also been urged
to have their own fre fghting
equipment on site, and to train
their staff to tackle a fre in the
event of an emergency.

Laos is moving closer to
graduating from the list of
Least Developed Countries,
with the aim of reducing the
poverty rate to less than 10
percent of the population by
2015.
Vice President of the
National Leading Committee
for Rural Development
and Poverty Eradication
(NLCRDPE), Mr Savang
Sihavong, made the comment
during a meeting held in
Vientiane yesterday to
disseminate the decree on
poverty and development
standards.
The decree states that
people in rural areas who
earn less than 180,000 kip
per month will be classified
as poor, while in urban areas
people earning less than
240,000 kip per month are
considered to be living in

of its inhabitants have no
access to a primary school,
medical kit or pharmacy, have
no clean water for daily use,

A district is classifed as
poor if more than 51 percent of
its villages are so classifed.
On average, annual per
capita income in 2009 was
5.2 million kip. The target for
2015 is 7.6 million kip.
The meeting was attended
by participants from every
province, who shared their
ideas and experiences in the
feld of poverty eradication.
A survey conducted last
year by NLCRDPE showed
there were a total of 1,053,337
families, 8,654 villages and
143 districts nationwide. Of
these, 198,678 families are
classifed as poor and 3,175
villages are so classifed.
But nationwide the number
of poor families fell from 20.4
percent in 2002-2003 to 18.80
percent in 2011.
Mr Savang said village
development groups will
continue to be set up and
should involve more than 50
percent of all villages.
From 2012-2015, there will
be an emphasis on developing
large villages into small towns
in rural areas.
In line with the Millennium
Development Goals, offcials
nationwide are working
hard to boost agricultural
production and animal
husbandry so that more people
have suffcient food for sale
and consumption.
The government will also
improve infrastructure in
rural areas, particularly the
construction and maintenance
of roads, expansion of
telecommunications, and
access to electricity.

The Vientiane Public Works
and Transport Department is
cooperating with various Lao
and international partners
to improve drainage in the
capital, with a view to better
environmental protection.

government agencies and
international partners
including the Kristianstad
University Sweden (HKR)
and Climate and Development
Knowledge Network
(CDKN) gathered yesterday
in Vientiane to discuss how
to integrate sustainable
urban drainage, resource-
based sanitation, biogas
and food security, under the
CITYBLUES project.
The inception workshop
was intended to initiate
problem solving with a
focusing on systematic
thinking and taking a birds
eye view of the different
cross-sectoral challenges and
opportunities.
The starting point for
this focus was the critical
situation surrounding the poor
state of the water quality of
Vientianes food-protection
drainage channels.
The workshops second
project is to discuss the
available technologies,
advantages and limitations,
identify the points of resistance
and areas that require
clarifcation or quantifcation
before a change in approach
can be considered, and to
establish a framework for
proposals.
The fnal workshop will
fnalise research platforms,
work packages and the
implementation framework,
and the fnancing strategy or
proposals.
CITYBLUES explores and
tests practical strategies that are
presently considered outside
institutionally accepted ones,
to protect Vientianes aquatic
resources, and supports green
development.
The objective is to turn
what is otherwise viewed as
institution-specifc problems
into a unifed resource-based
path to prosperity, adapted
to climate change challenges
and achievable with current
technologies.
The CITYBLUES project
creates a thought-provoking
dialogue amongst policy
makers, practitioners and
scientists to outline phase 1 and
then tests and adjusts phase 2
cross-sectoral interventions.
Phase 1 involves scoping
the integration of Sustainable
Urban Drainage, Resource-
based Sanitation, Biogas and
Food Security, from February
to June 2012, co-fnanced by
CDKN and HKR. Phase 2
involves testing the integration
of these areas, with their
initiation and duration subject
to funding start and scope.
Vientianes economy will
see rapid growth and the city
will double in size from 2020-
2030. We will be confronted
with many challenges in
developing Vientiane into a
clean and civilised city, said
the Deputy Director of the
Vientiane Public Works and
Transport Department, Mr
Nouanta Hompathoum.
Vientiane is rich in water
resources, so it necessary to
manage the water system,
especially drainage, for
environmental protection, and
to protect water quality, he
said.
Environmental protection
is an important issue to which
everyone should contribute and
take on personal responsibility
for garbage management.
Garbage and other waste
materials should be used to
produce renewable energy,
without throwing anything
away.
Fish caught in drains and
irrigation channels pose a
health risk to the people who
eat them because of the dirty
water they live in. Their sale
in markets is a public health
hazard.

Investment in the Savan-
Seno Special Economic
Zone (SSEZ) is booming,
with more than 30 companies
having registered to operate
in the zone, 11 of which are
Lao-owned.
The authoritys Vice
Governor, Mr Thongsay
Sayavongkhamdy, told local
media after the official
opening of the C area
(Savan Park) at the SSEZ
on November 2011 that
investment was booming in
the area because Laos was
promoting and attracting
investment in various ways.
He said a glass
manufacturer from France
Investment in Savan-Seno economic zone booms
had recently signed a contract
to build a factory in the zone
to produce glass products
to sell to international
markets. The factory is
expected to be built within
18 months.
Mr Thongsay said the
SSEZ is currently focusing
on acquiring the necessary
manpower and officials
would soon go to five villages
in Kaysone Phomvihane
district to look for 25
people with the potential to
train overseas in the use of
modern technology. They
would then come back to
Laos to train others here.
Initially, the factory needs
200-300 workers and is
expected to hire more in the
future.
Savannakhet province
is preparing to set up an
Industry Labour Committee
which will ask all sectors at
the provincial and district
levels to supply the necessary
manpower for the needs of
investment projects.
So far, 34 companies
have registered to operate in
the SSEZ, including 11 from
Laos, four from Malaysia,
two from Chinas Hong
Kong, and two from Japan.
The development of the
A and D areas is ongoing,
as is the development of
the B area, for which five
companies have registered.
Mr Thongsay called on
everyone in the province to
broaden their outlook and
knowledge, so they were in
a position to benefit from
investment projects.

hectare site and is set for
completion by the end of
2012.
Road building is also
underway, along with the
installation of electricity and
water connections.
A total of 28 companies
have registered to build
factories and go into

than US$40 million.

Borikhamxay province of

completed the demarcation of
their common border, placing
33 border markers with
another 10 to go.

to review the overall progress
of the border demarcation

standards of education
and transparency in the
examination process, so that
students could progress to a
higher level.

Cooperation Training Centre
in Vientiane yesterday to
celebrate World Intellectual
Property Day.
World Intellectual Property
Day occurs every year on April
26. This year the theme was
that if those with constructive
ideas or inventions are able
to succeed it will change our
lives for the better.
The objective of the day
was to raise awareness of the
norms of intellectual property
throughout the world, and
how the system is supposed
to promote ingenuity by
protecting the commercial
rights of musicians, artists,
inventors and other innovative
people or companies.
Intellectual property rights
confer upon the innovator
exclusive rights to extract
commercial beneft from their
idea, invention or discovery,
which is considered just
reward for their endeavours to
develop something new.
Minister of Science
and Technology Prof. Dr
Boviengkham Vongdara gave
a speech to mark the day. He
said the sphere of intellectual
property continues to expand
in Laos, and it is an ongoing
effort to put management and
enforcement procedures in
place from the central to local
levels.

intellectual property rights.
The Ministry of Science and
Technology was responsible
for developing and drafting the
Law on Intellectual Property
in Laos, he said, which is now
in force.
Laos has more than
25,000 registered industrial
product patents protected
under domestic law. It has
also acknowledged 120
overseas patent rights and
taken measures to penalise
copyright violations on over
60 occasions.
Intellectual property
rights are supposed to protect
inventors from having others
copy their inventions or designs
without having invested the
time, energy or money the
innovator did, and proponents
say it leads to socio-economic
development by creating a
more entrepreneurial society.
Protecting domestic
invention and innovation
will be key to fostering the
development of an industrial
and manufacturing base in
Laos, which will further
economic development and
see the country become less
reliant on agricultural and
extractive industries.
However, state
management in the
intellectual property sector is
still lacking in many areas,
Prof. Dr Boviengkham said,
particularly in relation to the
violation of the Intellectual
Property Law and the
production of substandard or
falsely labeled goods.

watched plays performed
to draw attention to various

The Lao Indochina Group
Public Company Tapioca
Factory will run a test on
tapioca production using
biogas to fuel the process in
the next three or four months,
after the trial was delayed at
the end of last year.
The biogas trial was
postponed because the biogas
plant, the frst in Laos, being
built in Pakngum district,
Vientiane, was not completed
on schedule after three months
of heavy rain last year slowed
construction.
Construction of the
plant is now about 85
percent complete and we
will conduct a trial run using
biogas in July or August,

Sengmaly Sengvatthana said
in an interview at a recent Pi
Mai Lao ceremony.
We expect to begin using
biogas in the manufacture of
tapioca powder during our new
production season this year, in
October, Mr Sengmaly said.
The biogas will replace the
use of coal, and will help to
reduce air pollution.
He said the use of biogas
will create a stable heat for
powder production and will
also help to improve the
quality of the powder. Using
coal, the heat produced
Tapioca factory to use biogas as fuel
is not stable; sometimes
insufficient heat is produced,
which affects the quality of
the end product.
For example, it we want
to end up with 100 tonnes of
powder we may only get 80
tonnes because of the unstable
heat obtained from burning
coal, he said. So in the
future we will stop using coal,
as we consume many tonnes
each year.
Mr Sengmaly said he plans
to stop using charcoal as a fuel
source for the factory because
it creates pollution and its
price fuctuates too wildly.
The biogas is smoke free so it
has no negative impact on the
environment.
The use of biogas will not
create air pollution because
the company will use the
wastewater from powder
production as a source for
biogas production. Then we
will be able to use the treated
water to farm fsh in the
future, he said.
The Thai Biogas Energy
Co Ltd has made an initial
investment of about 33.8
billion kip (US$4 million)
in the biogas plant and will
operate it for 15 years, after
which time ownership will
revert to the Lao Indochina
Group. Gas produced by the
plant will be sold only to the
groups tapioca factory.
The project achieves two
goals. Firstly, it provides a clean
energy source and secondly
it resolves the problem of
foul odours emanating from
the wastewater treatment
reservoirs at the factory.

Savannakhet certifes another village as a
cultural model
About 450 residents of Sivilay village in Atsaphangthong district,
Savannakhet province, gathered this week to celebrate the naming of
their village as a model of culture.
A ceremony to confer the title took place in the village and was
attended by the districts Lao Front for National Constructions
President Mr Bounket Homphamalay. He and provincial Information,
Culture and Tourism offcials cut a ribbon and struck a gong in
recognition of the villages new status.
Sivilay village is home to 449 people in 77 families, most of whom
are farmers. So far, 11 villages in the district have been declared
models of culture. The district authorities plan to confer the title on
two more villages soon. Thirteen villages in the district have also
been declared drug-free communities.
Saravan marks 51st anniversary of Lao Public
Security Force
More than 300 Saravan authority offcials and others recently gathered
to celebrate the 51st anniversary of the founding of the Lao Public
Security Force (April 5, 1961-2012).
A senior offcial briefed attendees on security work conducted over
the past 50 years as well as future plans.
He said the provincial authority, administration offces and sectors at
all levels should raise awareness of the security forces role in socio-
economic development.
The most important task of the security force is to raise its standards,
so offcials can meet the needs of people across the country.
The Lao Peoples Revolutionary Party was established on March 22,
1955, at a time when the nation had many powerful enemies. The
security force was established to protect revolutionary leaders from
enemy attacks while they moved around the country.
Champassak to distribute assistance to food-
affected areas
Champassak provincial Labour and Social Welfare Department
recently announced an invitation to tender for transport companies
interested in distributing food aid to areas affected by last years
foods. Department Deputy Director Mr Chanthong Thipvongxay said
the Ministry of Labour and Social Welfare had a budget of 19 billion
kip to help food-affected households around the country.
Mr Chanthong said Champassak province had received 2.8 billion
from the ministry for the purchase of rice, hardware, clothing and
other essentials.

arrest Mr Duangchai,
whom they discovered
with amphetamines in his
possession. A police offcer
said Mr Duangchai, 23,
of Nongniew village in
Sikhottabong district was
known to police and had
previously been given a one
year prison sentence for theft.
After he was released
in 2011 he began to sell
amphetamines, according
to a report from village
authorities. In February
Mr Duangchai bought
amphetamines in Nongniew
village to sell to others in the
community. On his travels,
traffc police stopped and
searched him and found 403
amphetamine tablets in his
possession. Mr Duangchai
was sent to the drug
control unit pending further
investigations.

Prabang road accidents
over Lao New Year
Two people died and 43
others were injured in road
accidents in Luang Prabang
province over Lao New Year.
According to statistics from
the provincial Traffc Police
Department, there were 20
road accidents throughout
the province during the seven
days from April 11-17.
Most of the victims were
students and the primary
causes of the accidents were
speeding and drink-driving.
There were accidents in eight
districts, with Luang Prabang
recording the highest number
of injuries at 23.

Work begins on Ho Chi
Minh memorial
The construction of a
memorial to President Ho Chi
Minh has begun in Xiengvang
village, Nongbok district, in
Khammuan province.
A recent ground-breaking
ceremony was attended
by Khammuan provincial
Deputy Governor Mr
Somchay Phetsinuon; Mr
Souvandy Sysavath, who
is in charge of the Kaysone
Phomvihane Museum; and
the Director of Vietnams
Ho Chi Minh Museum, Mr
Chu Duc Tnh. The event
was a joint collaboration
between the Ho Chi Minh
Museum in Vietnam and
the Kaysone Phomvihane
Museum of Laos. Speaking at
the ceremony, Mr Souvandy
said although President Ho
Chi Minh has long since
passed away, his goodness
and supreme revolutionary
spirit are still in the minds of
the peace-loving people of
Vietnam and Laos.
He said President Ho Chi
Minh was a great leader
of both the Vietnamese
and Lao people, and the
construction project aimed to
commemorate and pay tribute
to his great contributions to
the revolutionary movement
in Vietnam and Laos.
Mr Chu Duc Tinh said the
memorial will be built on a
1.5 hectare site at a cost of
35 billion Vietnamese dong,
funded with non-refundable
grant aid from the Vietnamese
government. It includes a
memorial and a museum
dedicated to the revolutionary
life of President Ho Chi Minh
as well as his contribution to
the special relations between
Vietnam and Laos.
The buildings are expected
to be completed within one
year to mark the 122nd
anniversary of the birth of
President Ho Chi Minh and
Laos-Vietnam Friendship

Man arrested for
stealing money from
gas station
A man who stole money
from a 24 hour gas station
in Phangheng village
of Naxaithong district,
Vientiane, was arrested after
he crashed his motorbike into
a pile of soil while trying to
escape.
The incident happened
at around 3am on March
25 when a man rode his
motorbike into the service
station to fll up with fuel.
The man then walked into
the offce and grabbed some
money and a bag. Ms Noi, the
attendant on duty, woke up at
this stage, but he threatened
her before feeing the station.
Police were able to track
down and arrest a man
identifed as Mr Phonpaseth,
40, of Vat Chan village in
Chanthabouly district.
Mr Phonpaseth told police
before the incident he had
borrowed 420,000 kip from
his daughter and gone to the
Nokkeo resort in Elai Neua
village, Naxaithong district.
When he came back, he
stopped in Phangheng village
to fll up with fuel. He tried
to wake the attendant but she
didnt stir so he decided to steal
the money and escape.
Mr Phonpaseth said he rode his
motorbike away from the scene
at high speed. He then crashed
into a pile of soil, knocking
himself unconscious. When he
woke up, he was in hospital.
Mr Phonpaseth was charged
with theft and will be given
a prison sentence. Police
recovered the stolen items and
returned them to the owner.

Xieng Khuang provincial
police arrested four people on
suspicion of being involved in
the weapons trade.
Provincial police recently
assigned a special unit to
solve incidences of political
unrest in Sanluang focal area

Siem focal area of Phaxay
district. After the raid, police
arrested four people for arms
trading. They confscated
10 kinds of weapon, and a
large amount of ammunition
including 400 rounds of M79

Savannakhet eyes GDP
growth of 11 percent
Although Savannakhet
province has faced various
challenges over the past
year, it has still been able
to maintain political and
economic stability.
Despite being hit by fooding
and the fow-on effects of the
global fnancial slowdown,
the economy has continued
to grow, contributing to
development in the education,
health and social sectors.
Provincial Deputy
Governor Mr Kaysone
Khounlatsouvanh said that
in 2011-2012, the province
is eyeing 11 percent GDP
growth, which is a little less
than originally hoped for due
to the effects of fooding.
The agricultural sector grew
by 7.43 percent, industry
grew by 17.56 percent, and
the service sector by 16.31
percent. The average income
per capita in the province is
now about US$1,000.
This years revenue collection
is expected to exceed 845
billion kip while the value
of exports is expected to
exceed US$1 billion kip, with
imports estimated to be worth
around US$400 million.
In terms of business ventures,
there are currently 234 state-
funded projects worth 66
billion kip and 114 foreign
investment projects.
The province plans to
continue to assist farmers to
harvest their dry rice season
and prepare to plant their
wet season rice, promote
livestock breeding, and also
the one district, one product
initiative. They also plan to
encourage more economic
development and create
special economic zones by
allocating land for investment
and relocating people from
potential construction sites to
attract more investors to the
province.

Three men arrested for
motorbike theft
Three men have been
arrested after unsuccessfully
attempting to steal a
motorbike in Nakham village,
Sikhottabong district.
The men were identifed as
Mr Addy, Mr Ae and Mr
King, all from Pakthang
village in Sikhottabong
district. During police
questioning, Mr Addy said
he colluded with Mr Ae and
Mr King to steal motorbikes in
Vientiane and sell them on to
fencing operations.
He said after receiving payment
for the stolen bikes, the group
split up the money between the
three of them.
Mr Addy said they would
ride around and if they saw a
motorbike parked outside a
house, they would try to steal
it. They often used sets of
keys to open the locks and
sometimes bolt cutters to cut
the locks, typically taking
only two minutes to steal a
bike. They would often move
around and rent rooms in
different areas to avoid the
scrutiny of the police. Police
have so far been able to
recover some of the bikes and
return them to their owners.

1. Background

BaSIC fUNCTION Of pOSITION:

all diplomatic and commercial shipments intended for use on the project. He/she also assists with resolving any customs clearance

QUalIfICaTIONS rEQUIrEd:
1. Education: Completion of Secondary School is required.
2. Prior Work Experience: Two years experience in managing logistics, freight forwarding, and customs clearance for a
major corporation or government entity is required.
3. Language Profciency: Level III (good working knowledge) of English and level IV (fuent) Lao.
4. Knowledge: Must develop knowledge of the Department of State regulations and procedures governing the shipment
of household and personal effects, POV, and other private property, US Embassy Construction Materials, and U.S.
Government property. Must have detailed knowledge of the Lao governments custom clearance, immigration and border
regulations and procedures. Must have knowledge of the abilities, general procedures, and quality of work of local shipping
carriers and transfer companies. Should have knowledge in design and construction practices, preparation of engineering

5. Skills and Abilities: Must have a valid Lao drivers license. Must have good organizational and interpersonal skills. Must
be tactful, yet effective, in dealing with host country customs, immigration, border and other offcials, and with offcials
of shipping, packing, and transfer companies, and with US Embassy and other project personnel. Ability to negotiate best

Speaking in a press briefng
to conclude the trip, Margareta
described her maiden visit to
Cambodia as very positive
and successful, where she had
met with Cambodian senior
government offcials, food-
affected people, civil society
and development partners to
study the impacts of the 2011
foods and to discuss ways
to better protect Cambodian
communities against weather
related disasters in the medium
and long-term period.
Last year, the country had
suffered the worst fooding from
August to October, leaving
at least 250 people dead
and estimated 1.4 million
people affected. Moreover,
some 3,000 kilometres of

were damaged, according
to the National Committee
for Disaster Management
(NCDM), estimating an

SITE COOrdINaTOr
Contract up to 12 months (renewable)
Purpose: The Wildlife Conservation Society (WCS) has a MoU with the Government of Lao PDR
to provide technical assistance to the Nam Et-Phou Louey National Protected Area (NEPL NPA) in
northern Laos. The Site Coordinator will be the WCS on-site liaison between WCS, the NEPL NPA
and other government organizations, and will build capacity of government and non-government staff
working in the NPA Management Unit offce to effectively administer daily protected area operations,
information systems and logistics in the NEPL NPA.
duties:
Work with and provide training for a dynamic team of government and non-government staff to
coordinate the management of on-site operations of the NEPL NPA that includes:
o Regular planning, implementing and reporting on protected area activities that encompasses forest
protection, conservation education, land use planning, ecotourism, research and monitoring;
o Coordination with village, district and provincial government organizations to facilitate protected
area activities;
o Design and maintenance of information management systems for recording, tracking and reporting
on protected area activities conducted in several districts and villages around the NPA;
o Design and maintenance of systems to manage and track use and repair of NPA vehicles and
equipment by feld teams across several districts;
o Management and maintenance of computers, software, internet and IT system at the NPA offce;
o Implementation of documented procedures and processes for managing and reporting on all
expenses charged against donor funding for the NPA;
o Contribute to the prparation of funding proposals for future activities of the NPA.
Qualifcations:
Extensive work experience in project management, with an understanding of protected area
management and operations;
Preferred candidate will have experience in protected area management with some experience in
managing a forest protection system.
Experienced in informal education of adults, including training, capacity-building and team building
techniques;
experience working with a diverse multi-cultural team;
Cooperative attitude, reliable, well-organized and honest;
Ability to work effectively and achieve objectives at a remote location with limited supervision;
Ability to live in rural and relatively remote conditions, with good health and ftness;
Applied practical and creative skills in problem solving;
Good spoken and written English language skills; Lao language skills desirable
Computer literacy in Word, Excel, Access and Powerpoint;
Dedication to wildlife conservation and the mission of the Wildlife Conservation Society.
Experience with management and development of budgets and expense reporting.
Ideally the position is based in Viengthong District, Houaphan Province with frequent travel to

have to pay 15,000 kip for
a songthaew but if public
buses were operating on
the route, I would probably
have to pay less. With newer
buses, reasonable prices and
good service, I am sure that
more passengers would use
public transport, helping the
authorities to ease traffc
congestion in Vientiane.

transport users, especially
regular passengers. It will
improve the image of public
transport in Vientiane and
attract more passengers.
Nowadays the increasing

problems in terms of traffc
congestion, so the new
buses will be helpful in that
regard. I think bus operators
should have designated bus
stops to make operations
smoother. At the moment
buses stop anywhere and
everywhere, causing some
passengers to become
frustrated and less likely to
use a bus next time around.
Good service, a pleasant
atmosphere and cheaper fares
are key elements in terms of
encouraging more commuters
to use public transport.
Passengers should also
cooperate with drivers and
keep the buses clean by not
throwing their rubbish on the
foor or out of the window.

on buying petrol. We just pay

the bus fare. Public buses
offer their passengers a direct
destination; for example, a

Passengers dont have to hire
another tuk tuk or songthaew
to get to the most popular
places in town, so they are
very helpful in that sense.
We need a new bus to replace
the old one that runs from
Pakchaeng to the Morning
Market and in the return
direction because the current
bus is very old and antiquated.
Apart from this route, there
are others that need new buses
because all of them are quite
outdated. I believe that if we
use a card instead of cash to
pay, it will be much easier and

hiew is aged 17 and
is married to a boy
of a similar age. The
couple live in a rural
area of Baeng district in
Oudomxay province. Neither
of them knows anything about
pregnancy and they have not
received any information on
the subject.
The couple did not use
any form of contraception
and last year Phiew became
pregnant. She said she knew
nothing about methods of birth
control.
Now six months pregnant,
Phiew says she is playing a new
role of motherhood instead of
going to school and enjoying
her youth.
I live in a rural area, and I
barely know how to take birth
control pills or use a condom,
she said shyly. She also didnt
know how to go about visiting
a doctor before having a
baby.
Phiew represents the
many young mothers who
lack health information in
Baeng district. In the absence
of such information, they run
an increased risk of health
problems during pregnancy.
A doctor says Phiew may
face family problems if she has
any more children because of
her lack of knowledge.
Phiew says she hasnt
been to see a doctor very often
during her pregnancy because
her family doesnt have much
money. Her husband is a
labourer who has to work hard
to support his family, so he
doesnt have much time to take
her to the hospital.
She also couldnt afford
to buy any special health
products, eating only local food
and drinking coconut juice.
Phiew admits that she and
other pregnant women in the
village dont know how to
take care of themselves during
pregnancy, but she did go
for an antenatal check at the
hospital when she realised she
was pregnant, as her mother
advised.
She said the doctors advised
her to be careful because she
was so young.
Her husband also looked
after her and took good care of
her.
I was afraid when I
heard a medical worker at
the hospital say that young
women are more likely to
lose their baby or even to die
during childbirth because they
rarely have access to essential
healthcare services during
pregnancy. I dont want this
to happen to me or my child,
she said.
Phiew came to realise the
importance of monitoring her
health after having a recent
check-up under a project that
provided free health checks for
pregnant women, and children
under the age of fve.
The project is a collaborative
effort between the Health and
Prevention Department of the
Ministry of Health and the
Development Department of
the Lao Womens Union.
The initiative seeks to
improve awareness amongst
married men and women of the
importance of family planning
and proper birth control,
and targets the provinces of
Oudomxay, Phongsaly, Luang
Namtha, and Savannakhet.
The project is supported by
the United Nations Population
Fund (UNFPA), and aims to
encourage children, young
people and women in rural
areas to access health care.
Phiew suggested the
programme should do more to
help at the community level,
because there are many health
issues affecting pregnant
women, newborn children and
young people.

women and children in rural
areas have no access to essential
healthcare services, especially
women of reproductive age.
The UNFPA project
encourages young pregnant
women to learn about family
planning and understand the
importance of taking care
of their health and that of
their children. The project
and government policy also
encourage men to help their
wives when they are pregnant,
to reduce mother and child
death rates during and shortly
after childbirth.
Meeting the existing
demand for family planning
services would reduce maternal
deaths and injuries by 25
percent or more.
According to the UNFPA,
every day more than two Lao
women die of complications
related to pregnancy and
childbirth.
More than 50 percent of
pregnancies are unplanned and
many of these are unwanted.
Only 35 percent of married
women practice family
planning.
According to a survey
conducted by the Reproductive
Health Initiative for Young
People in Asia Programme
in 2006, in Vientiane and
three southern Lao provinces,
16.8 percent of all women
(married or unmarried) started
childbearing between the ages
of 15-19, and 37.3 percent of
married women delivered their
frst child before the age of 18.
Some 29 percent of all frst
pregnancies and 30 percent of
last pregnancies are unplanned,
according to a Burnet study
conducted in Vientiane in
2008.
Among Vientiane
respondents, 32 percent of frst
pregnancies did not result in
a live birth but instead were
intentionally aborted.
Six percent of the entire
study sample reported having
an abortion.
Treatment for abortion-
related complications is
common at provincial hospitals,
and most are related to induced
abortions. There are frequent
instances where women are
admitted for infection related
to induced abortions, but
abortion-related complications
are not noted in most of the
registries at the various health
facilities.
Laos has one of the
highest maternal mortality
rates in Southeast Asia - 450
out of every 100,000 live
births. The leading cause of
death among girls aged 15-
19 is complications during
pregnancy and childbearing.

THE PHILIPPINES (Philip-

On my frst night in Lumbini,
I woke up before dawn to the
measured, deep sound of bells
from the Tibetan monastery
down the road, calling monks
to early morning meditation.
Following soon after came
the distant sound of a single
drum, becoming louder as it
approached my window, until
I saw a solitary monk in yellow
robes beating his fat, paddle-
shaped drum in cadence with
his measured steps.
I met a wandering monk
on a previous trip here who
told me his sect vowed to
give up a permanent home in
exchange of wandering the
world on foot, beating their
drums while walking in search
of enlightenment.
Despite the sound of
jackals piercing the early
morning silence, the stillness of
Lumbini makes some pilgrims
feel that enlightenment could
be within reach. However
in the villages outside the
shrine, the local community
has different priorities as it
struggles to survive from day
to day.
Lumbini is a place between
two worlds, of Buddhist
serenity clashing with the
poverty of everyday life on
this dust-covered corner in
rural Nepal, where there are
only two small general stores,
one restaurant, and an irregular
bus that picks up passengers
for Bhairahawa, the closest
town half an hour away, where
all supplies come from.
In Nepal, power shedding
means four to six hours
without power each day. Our
offce genset had not yet been
delivered, so we sweated it out,
worked in dim light, stopped
work when our laptop batteries
discharged, and reconnected
with the outside world when
our WiFi snapped back to its
intermittent life after power
returned.
It was useless to complain;
the only thing to do was to
simply accept whatever came.
The hallmark of Lumbini
is its aura of benevolent
neglect. Everything, despite its
incremental development, has
stood still for a very long time.
Lumbini Centre is at the
intersection of the Siddhartha
Nagar-Taulihawa Road, which
is expected to be the principal
approach route to Lumbini
Garden, says the pile of
reports on my desk. That is
just what it is, a crossroads and
nothing else.
Nothing that you see from
that crossroads even hints
at having arrived anywhere,
much less to a sacred place.
World Heritage list
The intersection, the
only route to the Lumbini
Garden, is nothing more than
a dusty crossing that looks
as if it leads from nowhere
going toward anywhere.
There stands a skeleton of
a village, a loose cluster of
low mud structures under
the scorching sun.
A bit farther down the road
is the even dustier entrance
to the Lumbini Garden, a
1- x 3-mile protected area
whose heart is the Sacred
Garden, birthplace of the
Lord Buddha, inscribed on the
World Heritage List.
A stone pillar erected
in 249 BC by the Mauryan
emperor Ashoka still stands
in the Sacred Garden. An
inscription on the pillar attests
to its being the birthplace of
the Buddha.
Centuries later, an
archaeological dig revealed
the well-worn stone a few
paces away from the pillar that
marks the exact spot where the
Buddha was born.
Lumbini is one of the four
holiest places in the Buddhist
ambit that draws pilgrims
from the Buddhist world. The
other three holy shrines are in
India. Mahabodhi temple in
Bodh Gaya shelters the sacred
bodhi tree where the Buddha
attained enlightenment.
Shortly afterward he preached
his frst sermon in Saranath,
and ultimately passed into
nirvana at Kushinagar, where
he was cremated.
At the Indian Buddhist
shrines, pilgrims fock to
massive temples and stupas.
The Lumbini experience is
different.
Zen experience
Situated in the fat, rural
Terai Plains of Nepal only
9km from the Indian border,
here pilgrims have no temple
to pray in, arriving instead at
an open space surrounding
the birthplace of Lord
Buddha overlooking broad,
fat agricultural felds that
stretch to the snow-capped
Himalayas on the horizon. It
is a Zen experience, arriving
to nothingness.
In 1978, the United Nations
commissioned the renowned
Japanese architect Kenzo
Tange to prepare a master
plan for the Lumbini Garden.
Tange carved out a 1- x 3-mile
rectangular area, divided it
into three equal sectors of 1 sq
mile each.
The northernmost sector
is the New Lumbini Centre,
where the museum, auditorium
and Lumbini International
Research Center are located in
imposing all-brick structures,
vaulted buildings designed by
Tange in the 1980s.
In this sector the everyday
facilities are to be located
hotels, hospital, administration
offce, visitor information
center and facilities such as
ticket booths, shops, toilets,
restaurants and banks, bus
terminals and parking lots.
Not much of this sector
has been constructed, only the
research center and museum
stand today.
The central sector is
the Monastic Zone, where
Buddhist countries have
constructed monasteries which
shelter their pilgrimsSri
Lanka, Thailand, Myanmar,
Japan, China, Korea, Tibet
and, coming from a continent
away, Germany and France.
At the southernmost sector
is the Sacred Garden, the
birthplace of the Lord Buddha,
whose archaeological remains
and Ashoka pillar are left
untouched.
An enormous levee, a
circular embankment enclosing
an artifcial lake, forms a
protective layer around the
sacred archaeological remains
where pilgrims sit outdoors on
meditation terraces.
It could be the way of the
Buddha, that to reach stillness
at the Sacred Garden one must
learn to give up what one has
taken for granted, like the
comforts of home, power 24
hours a day, and just focus on
the essentials that Lumbini
can bring.

MINIMUM REQUIREMENTS
Candidates should meet the following:
Education:
University degree in agriculture, agricultural economics, forestry, fsheries, or in any other feld related to the work of the
Organization.
Work Experience:
Minimum of fve years of professional experience in agricultural development and/or project implementation in an area of

Languages:

Ounkham Pimmata
It isnt often that visitors can
see artworks produced by the
women of Vientianes National
Institute of Fine Arts, but from
April 26-May 10 some 320
pieces created by women will
be on display.
The creators are students
and teachers at the Institute in
Chao Anou village, opposite
the Night Plaza Market, and
this is their sixth exhibition.
The pieces on display
include 53 items of pottery and
150 other forms of handicraft.
They refect the life of women
both in the past and present,
as well as demonstrating the
talents and activities of women
in their daily life.
Some of the paintings
illustrate womens ability to
be alluring without wearing
skimpy clothing. Instead, they
are clothed in traditional dress
and appear to display great
composure and confdence in
their ability and achievements.
They are paintings that can
convey beauty to any mans
eye.
Dressed in the costumes
traditionally worn by various
Lao ethnic groups, the portraits
convey an awareness of their
female enchantment.
Images of nature, the
everyday lifestyle of women,
and even drawings of
Buddha, serve to depict the
achievements of women.
The handicrafts and pottery
items hint at womens role in
the household, their style of
dress, and their status within
the family.
Speaking at the opening of
the exhibition, a representative
of the Institutes Womens
Union, Ms Keomani
Souvanalath, said the
theme of Art in Womens
Exhibition puts female
lifestyle on display

who are staging a series of
protests against US pop star
Lady Gaga, accusing her of
advocating homosexuality
and pornography.
Some churches in Seoul
held group prayers or services
against Lady Gaga, one of
todays most infuential artists,
while others are holding
protests in front of the Hyundai
Card head offce building,
calling on the company, the
offcial sponsor of the concert,
to cancel it.
This clearly shows how
Korean society still lacks cultural
tolerance and how we are not
ready to recognise cultural and
social diversity yet, culture
critic Seo Jung Min-gaph told
The Korea Herald.
Seo Jung pointed out that
those Christian groups seem
to believe that their religious
value is greater than ones
freedom of expression. This,
he said, is very wrong.
They also have the right
to voice their own ideas. But
they have failed to respect
others. In fact, it is really
hard to say that Lady Gaga

homosexuality or decadent

Clarke hopes he can start a new
chapter in his colourful life when
the Ballantines Championship
gets under way at Blackstone
Golf Club on Thursday.
Clarke is looking to end
a run of poor form since his
victory last summer in the
British Open.
In European Tour events his
best fnish was 20th at the Volvo
Champions in South Africa
in January, and in his only US
PGA Tour event this year, the
Honda Classic, Clarke missed
the cut.
However, after marrying a
former Miss Northern Ireland,

beach this month he is looking
to improve his results on the
course. I dont know how I am
going to play, Clarke said. I
have been frustrated for quite

in the ring.
Bounphisit represented
Vientiane at the National
Games and received a bronze
medal in the muay lao event.
While Bounphisit is
relatively new to the sport, he
is powerful and taller than his
opponent, Laiphetnoy. He will
use his strength and height to
his advantage. However, it will
be a diffcult challenge to defeat
the more skilled fghter.
Laiphetnoy hails from
Champassak province and
works at the Ministry of
Public Security. He won a
gold medal at the 25th SEA
Games in 2009 and another
gold medal at the National
Games last year.
Today, he is Laos best
fghter in the 57kg division
and will soon fght in an
international level tournament
in Ho Chi Minh City, Vietnam,
from June 21-27. He will also
represent Laos at the 27th SEA
Games in Myanmar.
He has vastly more
experience than Bounphisit
and has taken on several Thai
kick-boxers in the past.
The Muay Lao Association
wants to test Laiphetnoys
skills at the national level and
is also on the lookout for new
talent.
The association is fnancing
the muay lao competition and is
looking for a main sponsor to
assist in supporting the event.
Three weeks ago, the
association organised a contest
between Lao kick-boxers and
Thai fghters.
Before the June event in
Vietnam, the association will
invite the best fghters from
popular camps in Thailand
to take on Lao kick-boxers
in another friendly event in
Vientiane.

The government will hold

Wednesday. Local and foreign
investors bids will be treated
equally, he said.
A rally in Asian equity
markets this year, including
an 8 percent gain in South
Koreas 60-member Kospi
fnancial index, may signal a
rebound in investor appetite
for the companys assets.

earlier attempts to sell the
governments stake failed
to attract bidders as global
markets were recovering from
fnancial crises in the US and
Europe.
Although we failed in
last years sale due to the
unfavorable international
fnancial market environment,
circumstances have improved
and the businesses at Woori
are also in much better
shape, Kim said. I think the
environment is mature for the
sale now.
Lee, as part of a 2007
election pledge, is seeking

The state abandoned
an attempt to sell its Woori
stake in August last year after
receiving only one bid, led by

for Woori in this round of

The government plans to
maintain strong economic
growth next fscal year despite
facing a number of internal and
external challenges.
The Ministry of Planning
and Investment has completed
a draft of the National Socio-
Economic Development Plan
for the 2012/2013 fscal year,
and plans to submit it to the
cabinet and National Assembly
for consideration and approval
in June.
Under the proposed
development plan, the
government is targeting GDP
of 80,500 billion kip (US$10.6
billion) in the 2012/2013 fscal
year, an increase of about 8
percent compared to the current
fscal year.
GDP is on track to reach
70,600 billion kip (US$8.8
billion) this fscal year - an 8
percent increase compared to
the previous year. The economic
growth rate in 2011/2012 was
down 0.3 percent on the plan
due to widespread fooding.
To achieve 8 percent GDP
growth next fscal year, the
government plans to mobilise
total investment funding of
25,800 billion kip (US$3.2
billion), accounting for 32
percent of GDP.
Of this amount, state
investment funding including
offcial development assistance
(ODA) is expected to contribute
8,772 billion kip, while the
private sector is expected to
contribute 14,190 billion kip,
and bank credit is expected to
contribute 2,823 billion kip.
Economists forecast that
investment capital will result
in 3 percent growth in the
agriculture and forestry sector,
accounting for 26 percent of
the total GDP value, while the
industry and service sectors are
expected to see 15.5 percent
and 6.5 percent growth to
account for 31 and 37.2 percent
of GDP value respectively.
They said one of the major
challenges Laos is expected
to face in the 2012/2013
fscal year is the European
debt crisis, which could have
a negative impact on Lao
exports, especially garments.
The European Union is one
of the major importers of Lao
garment products.
The European debt crisis
may also have a negative
impact on ODA because the
EU is a major donor. The
government plans to hold talks
with EU offcials in the near
future over the potential impact
the ongoing fnancial crisis
could have on development in
Laos.
Unpredictable natural
disasters can also pose major
challenges for economic
growth. In the past two
years, Laos suffered serious
fooding, causing widespread
damage to agricultural and
industrial production bases.
Prime Minister Thongsing
Thammavong has called on
the sectors concerned to be
ready to deal with further
natural disasters this coming
wet season.
On the positive side,
economists say Laos will
be able to maintain political
stability, which will create
confdence among potential
investors. A large percentage
of the Lao population is young
and of working age, and can
provide a strong workforce
for growing investment and
industry in the country.

the frst session and 10K in the second close. EDL-Gen yesterday lost an insignifcant 50
kip and BCEL 100 kip but on extremely low volumes and both trades were no real market
sentiment indicator. The stock volumes and price value in the past 2 weeks have been all
bullish but the past 2 days has tapered off. BCEL trades only occurred in the closing session.
Strong support exists for EDL-Gen which has remained bullishly above 4,800 kip. BCEL will
get a surge but it will require larger parcels to entice buyers at a higher price, otherwise its

SINGAPORE (AP) -- Oil prices hovered above US$104 a barrel on Thursday in Asia after
the US central bank boosted its outlook for economic growth and employment.
Benchmark oil for June delivery was up 3 cents to US$104.15 a barrel at midday Singapore
time in electronic trading on the New York Mercantile Exchange. The contract rose 57
cents to settle at US$104.12 in New York on Wednesday. Brent crude for June delivery was
steady at US$119.12 per barrel in London.
Peugeot Citroen 1st quarter sales slump 7 percent
PARIS (AP) -- Peugeot Citroen says it sales slumped in the frst quarter as Europes
recession-hit markets caused car sales to collapse across the regions southern fank. The Paris-
based car maker says it made 15.4 billion (US$20.3 billion) in the frst quarter, down 7 percent

Sales of handset arm lifts Swedens Ericsson in QI
STOCKHOLM (AP) -- LM Ericsson, the world-leading wireless equipment maker in terms
of market share, has more than doubled its frst-quarter profts, largely because of the sale
of its stake in handset maker Sony Ericsson. Wednesdays report shows a net proft of 8.95
billion kronor (US$1.33 billion), up from the 4.1 billion kronor earned in the same period
last year. The picture elsewhere was less healthy with sales down 4 percent at 50.97 billion
kronor. Gross margin also shrank, to 33.3 percent from a pervious 38.5 percent.
HANOI, Vietnam (VNS) --

likely recommend a proposal
to slash the value added tax
(VAT) by 50 percent in a move
to support businesses during
the economic slowdown, said
fnance minister Vuong Dinh
Hue.
Hue said that the ministry
was investigating the
diffculties facing enterprises
in order to accurately assess
businesses health. The
ministry will then consider
whether it should ask the
Government to enact more
fnancial measures, such as the
VAT reduction, at the annual
meeting early next month.
Hue admitted that the
economic slowdown had
caused frms major challenges.
According to a report from the
Government, between January
1 and March 21 at least 2,217
enterprises closed and 9,726
enterprises halted operations
ahead of schedule, an increase
of 6 percent compared with
the same period last year. In
previous years, the country
saw roughly 5,000 frms on
average shut their doors.
Domestic industrial
production has also faced
many problems. According to
the General Statistic Offce,
as of March 1 the inventory
index of processing and
manufacturing industries was
up 34.9 percent over the same
period in 2011. However, the
consumption index increased
only 0.5 percent over the same
period last year.
Some sectors, including
production of fertiliser, iron and
steel, tobacco products, cement,
and lime and plaster saw high
inventory indices from 55
percent to 87.2 percent.
The government has
already tried strategies to
help companies survive the
prolonged economic crisis,
including allowing businesses
to pay their corporate income
tax in increments and reducing
interest rates.

should adopt policies that
provide incentives for
businesses, like reducing the
corporate tax from the current
25 percent to 20 percent,

In Lao PDR, WSP focuses on two of its business areas: i) Scaling Up Rural Sanitation and Hygiene, and ii) Supporting poor-inclusive
water supply and sanitation sector reform. Since 2008 it has been supporting Nam Saat, the National Centre for Environmental Health
and Water Supply in the Ministry of Health, in the piloting of Community-Led Total Sanitation (CLTS) in Champasak and Sekong
Provinces, and a small number of international NGOs are also supporting CLTS pilots in other locations. The program is now being
expanded to ensure that demand for sanitation via CLTS is matched by the supply of affordable latrines, fostered by an enabling
environment at national and decentralized government levels. This integrated program will also incorporate the promotion of essential
hygiene behaviours, particularly hand-washing with soap at critical times.
To support implementation of this program, the WSP Lao Team is now seeking to hire a Community Development Consultant to
strengthen its team on providing technical advice and supervision of feld work activities on rural sanitation in the two provinces.
prIMary OBJECTIVES
a. Provide technical support and inputs to the design, development and adaptation of tools, training resources, and the provision of
training, in close collaboration with other trainers such as CLTS facilitators and community development outreach, etc;
b. Provide support on effective project implementation, monitoring and evaluation through enhancement of local government
partners focusing on planning, advocacy and promotion, supervision, and coordination at provincial and district levels;
c. Periodically follow-up on the tasks performed by WSP contracted agencies in the two provinces, where the rural scaling up
program is under implementation;
d. Facilitate and participate in studies, and assessments and researches as well as in facilitation on developing Behavior Change
Communications (BCC) materials;
e. Regularly coordinate and build effective partnerships with government partners at all levels and with other relevant development
partners, NGOs, or other large-scale rural development programs nationally;
The Water and Sanitation Consultant will be based at the WSP Lao PDR Country Offce. Frequent travels within Lao PDR and the East
Asia region will be required to accomplish the responsibilities under this assignment.
GENEralQUalIfICaTIONS
A Masters Degree or higher level degree in a relevant feld, such as public health, economics, social sciences or
communications;
Extensive knowledge of the issues and challenges involved in promoting sanitation and hygiene in low-income rural
community;
Minimum working experience of fve years in Participatory Rural Appraisal (PRA) or similar participatory approaches.
Demonstrated ability to effectively work with governments at various levels and experience with capacity building for government
agencies;
Excellent oral and written communication and presentational skills in English and Lao;
Strong computer skills; ability to use standard MS Offce programs;
Strong interpersonal skills and demonstrated capacity to work effectively in teams with dispersed members, and with colleagues
from government and civil society, will be essential;
Good understanding of and sensitivity to the multi-disciplinary character of the water sector and the importance of institutional,
economic, and socio-political factors in policy formulation and implementation, and demand-responsive project design.

1. BACKGROUND
Early childhood school readiness programs for children under 5 years of age, which assist in the development of learning capacities for
children in the areas of physical health and ftness, language and communication, intellectual knowledge, emotional and social development,
greatly enhance the success rate for children to remain in school and participate fully in the primary education programs.
Young children in poor communities and vulnerable ethnic groups have limited access to early childhood development programs.
Although MoES has successfully implemented preschool and kindergarten educational programs throughout Lao PDR with the
enrolment rate of children under 5 years of age at 40.3%, , MOES has found that 59.7% of children under 5 years still have no access
to such services. It is felt that early childhood development school readiness programs for children under 5 years play a crucial role
in helping children be successful in primary school and ultimately reduces repetition rates in grades 1 to 3.
Therefore, MOES has determined that the establishment of community based play groups within the community is one form of
a school readiness program that can offer vital opportunities to children under 5 years within villages where there is no exisiting
kindergarten or primary school available. These community based play groups will help prepare village children to be ready for
entering into primary school education and increase the success rates for these children to remain in school.
2. TERMS OF REFERENCE AND EXPECTED OUTPUTS
The consultant will strengthen the capacity of the Ministry of Education and Sports to develop, produce and use child-centered
teaching and learning materials for community-based school readiness play groups (CBSR).
Task 1: Carry out a desk review of existing MoES teaching and learning materials for pre-school and pre-primary education,
including the recently developed CBSR curriculum, facilitators guide, and teaching and learning materials. MoES will
provide all materials to the consultant for review. Translation of some materials into English may need to be done before
consultancy starts
Output 1: Analysis of existing teaching and learning materials with a focus on how they could be utilised in the CBSR
Task 2: Facilitate a series of ten capacity development workshops (two five-day workshops and eight one-day workshops) t o
strengthen the knowledge, skills and ability of a core team to lead the development, production and effective use of teaching
and learning materials for the CBSR. The capacity development workshops will include both theory and practice and use
the CBSR curriculum, and in particular the Scope of General Knowledge in each Teaching Unit of the Curriculum as a
reference to guide the content of the capacity development workshops.
The initial fve-day workshop will strengthen the core teams understanding of the concept of child-centered learning and how this directly
links with the use of hands-on classroom learning materials. The core team will have a deeper understanding of how learning materials can be
used not only by teachers to instruct students, but also as learning materials used directly by students to engage in their own learning.
Each of the bi-weekly one-day workshops will focus one of the eight CBSR curriculum consultant teaching unit. The workshops
will combine theory and practice to enable the core team to guide educational material companies, teachers and local communities to
develop and produce appropriate hands-on learning materials for the CBSR program.
During the fnal fve-day work shop the existing CBSR facilitators guide will be revised to include additional teaching and learning
materials within each of the eight teaching units of the CBSR curriculum based on the knowledge and skills learned during the
previous nine workshops.
Output 2: Ten workshops facilitated and a draft of the revised CBSR facilitators guide developed

The Ministry of Planning and Investment (MPI) has initiated preparation of a Technical
Assistance (TA) in the amount of US$2.7 million, which is supported by the World Bank
who is acting as administrator of grant funds provided by Japan under the Japan Policy and

support to FM team at MPWT and Department of Irrigation. He/She would work in close
cooperation with the projects international consultant team leader, and would be responsible
for the following specifc tasks:
Project Financial Management:
Maintain an update to date Project Financial Information System.
Work closely with accounting software provider to design appropriate chart of
accounts and reporting format to ensure the projects fnancial reporting requirements/
needs are met.
Ensure a proper internal control system is in place to achieve accountability at all
levels.
Prepare fnancial management manual to be approved by the World Bank.
Compile and review fnancial proposals by participating Implementation Units for
preparation of budget and fnancial reports in accordance with required formats by
World Bank.
Understand funds fows arrangements between from MPI, MAF and MPWT to ensure
timely budget planning in each period.
Assist the Project manager to prepare and updated budget based on work plans and
prepare any proposals for fund re-allocation as needed.
Monitoring disbursements from various accounts. Managing and maintaining
project bank accounts and its reimbursement to ensure project liquidity and smooth
implementation of project activities.
Prepare all withdrawal applications and required supporting documents. Perform a
follow up as necessary.
Monitor cash advances (including making necessary follow-up on long-outstanding
advances) and contract management.
Liaise with the National Treasury, the Bank of Lao and External Finance Department
of the Ministry of Finance for payment/replenishment requests.
Work closely with the Finance Department or designated fnance offcer of Line
Agencies.
Prepare annual fnancial report for auditing, and coordinate with and facilitate the work of
auditors when needed. In consultation with project management, prepare an action plan
and monitor the implementation of recommendations arising from annual audit.
Prepare, maintain and update from time to time the inventory management system for
all projects assets. .
Prepare monthly, quarterly, semi-annual and annual fnancial reports for the Project
Manager.
Coordinate with relevant implementing units, compile and prepare the projects
Interim Unaudited Financial Report (IFR) in the form and format acceptable to the
World Bank and ensure timely submission of such report to the World Bank
Prepare and process all invoices for payments
Be available to travel occasionally to the provinces and districts, including provide
training and other capacity building support as needed.
Provide information of necessary taxation-related documents, including taxes on
project personnel.
Analysis and reporting of fnancial performance of actual expenditure against
approved budget
Provide fnancial information to various regulatory Authorities as required.
Perform other duties as may be reasonably requested by the Project Director.
Qualifcations:
At least a bachelor degree in relevant feld such as: accounting and fnance. Post
graduate qualifcation in relevant feld e.g. Master Degree or hold a professional
qualifcation in fnance and accounting are highly desirable
A sound knowledge in accounting and fnancial reporting, including at least 5 years
of professional experience.
Experience with the World Bank projects or other major donors are an advantage.
Good PC/systems literacy, including strong Excel skills. Skills in using computerized
accounting software is an advantage
Fluency of Lao and English (strong written and spoken skills)
Able to work in a team, with close cooperation and coordination with key line
Ministries, World Bank team and other counterparts.
Good understanding of Government institutional and budgetary structures and ability
to work with a range of agencies at national, provincial, and local level.
Reliable, independent and dynamic worker with high social competence and good
team spirit
Good interpersonal skills and result orientation.
duration of assignment:
The indicative estimated inputs for this assignment are 12 person months on a full time basis,
with a possibility for extension of year by year based on performance. Expected start date is
Middle-May 2012.
