Community Rights and Welfare Committee


Personal Profile and Intrinsic Worth
The proponent is an incoming 3rd year BS Community Development. In the past 2 years, he became an active member of the following organizations: Student Alliance for the Advancement of Democratic Rights in UP (2010 present) o An alliance that upholds the democratic rights and welfare of the students in the University. In its 15 years of existence, the alliance fights not only the issues encountered by the students but also the pressing issues of communities (e.g., demolitions, contractualization, and oil deregulation, among others) moored, of course, in its ideals of Serve the People! UP Community Development Circle (2010 present) o A 3 years old organization based on the College of Social Work and Community Development (CSWCD) that is organized to pursue academic excellence in service of the nation and the global community. Moreover, it aids projects and programs for the students and outside the University. UP Repertory Company (2011 present) o In its 39 years of existence, it mounts productions that anchors in RPN (Repleksyon ng pangangailangan ng nakararami). During Martial Law, they went out in the streets to do the classic TDs (Tula-Dula) to expose the evil spirit of the Marcos Regime. Anakbayan-UP Diliman (2012 present) o A mass organization of the youth sector for genuine national democracy. Through the years, it has given adamant services and is continuously upholding the rights and welfare of the youth. The Committee requires a leader that is knowledgeable in community organizing and forging alliances. The proponent believes that he fulfilled the qualifications set by the said Committee because of his stay in the progressive academic institution of CSWCD.

Rationale
The University of the Philippines is not just a home for academicians but also for the various sectors of the community. These sectors helped enrich the progressive history of the University.

In addition, these communities are of importance because this is where we, the Iskolar ng Bayan, feel that we belong and is part of one progressive community. These sectors, however, experience problems that are not separated to the problems experienced by us, the students. The demolitions of houses, the contractualization of UP personnel (i.e., janitors, security guards, and reps/staff, among others), the inconvenience of the maninindas, and subjugation encountered by the jeepney drivers like oil price hikes, are some of the issues and threats of the UP community. Since we are one with these communities, we should be one with the sectors of the communities to address and solve their problems. The Iskolar ng Bayan have the supremacy to be heard by the authorities unlike the marginalized yet progressive sectors in the University. We have all the means to carry the problems and, eventually, answer the communities difficulties. With the numerous problems cited above, a particular Committee led by an Iskolar ng Bayan should be institutionalized. This Committee will be projected to serve the interest of the communities and sectors around the University. Hence, the Community Rights and Welfare Committee (hereinafter referred to as CRAW) aims to be the vanguard of the sectors of the communities democratic rights and welfare.

Mission
CRAW commits itself to the quality formation of integral UP community in the noble principle of Serving the People. Specifically, the Committee will: Nurture the students awareness to the burning issues of the communities; Start campaigns that will benefit to the communities; Unite the students, as Iskolar ng Bayan, to be one with the sectors and communities in UP; and Promote a nationalist, scientific, and mass-oriented UP community.

Vision
CRAW envisions a UP community that is empowered, educated, active, and responsive to the pressing issues affecting both the studentry and the communities.

Goals and Objectives


CRAW aims to connect the students to the communities and sectors nearby them. Specifically, CRAW will be the center on the development of progressive sectors of the communities to combat the Governments attempt to undermine the will of UP community.

As its legacy, CRAW aspires that the Iskolar ng Bayan will live their future looking back to the communities that, once in their life, have helped them to cope in their not-so-ordinary UP life.

General Plan of Actions and Specific Programs of Actions


CRAW shall serve as the core of the University Student Council in promoting the relationship of development and praxis that is using the knowledge of Iskolar ng Bayan to the advancement of democratic rights and welfare of the UP community. In this light, the CRAW Committee will bring you to the KOMYU!

Keeping the bonds of UP students and the community nearby them


BMI Galore CRAW will coordinate with CWTS Instructors and/or Professors to hold a Basic Masses Integration (BMI) in rural areas or in an urban poor community to feel what it is like to live in an oppressed community. (In coordination with NSTP Coordinators and NNARA-Youth) Komyu Fair A community fair that will be launch by local Student Councils, Organization, Fraternities, and Sororities to serve the community. (In coordination with COFS and LCC) IskoOperation USC will gather goods to be distributed in areas that are affected by natural catastrophe. (In cooperation with LCC and UP Organizations) Christmas Party in the Community USC through CRAW will bring the Christmas spirit in the community. Cult Night sa Komyu This will showcase UP students talents while creating ties with the communities. (In coordination with CCA) Freshie Start CRAW invites the Freshies to become involved in community fairs. (In cooperation with FreshieComm and UFC) Kalusugan sa Pamayanan Putting up Medical Missions in the communities that provide cheap fees. (In cooperation with SpoHFi, UHS, and Pre-Med Organizations) Green UP A community clean-up participated by the students and all of the sectors of the communities. (In cooperation with EnviComm, Environmental Organizations, and NSTP Coordinators)

Operationalizing channels of communication


Tik-Tak-TALK! CRAW will launch its talks and consultations with the UP sectors (i.e., staff, maninindas, drivers, and barangay communities, among others) in order to address their problems. IsKomyuniti GA This will serve as a great venue for the UP sectors to air their problems. Multi-Sectoral Alliance This will institutionalize the structure of the UP sectors for more recognition.

Making UP cognizant of the community around it


Talakayan sa Pamantasan putting up educational discussions, focus group discussions, room-to-room broadcasting to arouse the students and soon organize and mobilize them for people struggle. (In coordination with EdRes, PeopStrugg, and Mass Organizations) iSupport USC will support All-UP Workers Union, All-UP Women Solidarity, All-UP Academic Union, Samahan ng nga Manininda sa UP Campus, and other community and sectoral formations in their cause.

Yearning for a democratic struggle for anti-peoples issues


UNSECURE-ity A forum on Campus security in response to the continuing number crimes inside the University. (In coordination with the UPDP) DEMO-lisyon A discussion on the demoralizing issue of demolition. (In connection with PeopStrugg) KONTRA Kontraktwalisasyon A forum to raise the awareness of UP students to the burning issue of contractualization. (In coordination with PeopStrugg) In-Fare-ness A forum on fare hikes due to oil price hikes. (In connection with PeopStrugg) ED in the Community This will further arouse the communities and sectors on the situations we have right now. (In cooperation with EdRes and Mass Organizations)

Upholding the democratic rights and welfare of the UP community


Connect ka diyan! Linking of CRAW to the Office of the Vice Chancellor for Community Affairs particularly to the Office of Community Relations for further treaties. Pa-sign po! Accommodation and distribution of signature campaigns to fight the antipeople policies of the Government (be it national or local units). Special Power of Attorney USC will institutionalize legal desks to answer and help the UP sectors in their legal cases. (In coordination with SLAAC, NUPL, and Karapatan) Abante Babae! Initiate forums in advancing the rights and welfare of women in the community. (In coordination with Gender Committee, Gabriela-Youth, and Center for Women Studies)

Powers, Functions, and Duties of CRAW Committee Officers: Committee Head 1. Preside all the meetings of the Committee. 2. Exercise supervision over the Committee. 3. Represent the Committee in his capacity where the USC needs representation. 4. Assure the participation among his Committee and volunteer corps. 5. Coordinate the Heads of all existing Committees within the USC for unification of plans. 6. Sign all resolutions, communication, and papers of the Committee. 7. Perform other functions as may be delegated by USC Chairperson. Assistant Head 1. Assume the function of the Committee Head in the event of the latters absence or incapacity. 2. Assist the Committee Head in all matters where his or her assistance is required. 3. Perform other functions as may be delegated by the Committee. Secretary 1. Keep the minutes of Committees meeting which will be given to Secretariat Committee if the Committee needs it. 2. Keep all pertinent documents, papers, and correspondence. 3. Note all the transactions or communications released or accepted by the Committee. 4. Handle the volunteer corps. 5. Perform other functions as may be delegated by the Committee. Finance Officer 1. Act as the custodian of the funds of the Committee. 2. Keep track of the expenses of the Committee. 3. Submit and present a monthly financial report to the Finance Committee. 4. Request funds for the budget needed by the Committee. 5. Perform other functions as may be delegated by the Committee. Publicity Officer 1. Ensure that activities of the Committee are made known to the student body and the USC. 2. Ensure the dissemination of information within the Committee and coordinate with the Mass Media Committee. 3. Perform other functions as may be delegated by the Committee. Sectoral Liaison 1. Provides updates from UP sectors (i.e., reps/staff, maninindas, drivers, and barangay communities) regarding certain issues and activities. 2. Act as a means for the Committee to communicate with the UP sectors. 3. Perform other functions as may be delegated by the Committee.
