1. Executive Summary

Kolkata – The Capital of the State of West Bengal (India) is the principal
retail-and-services market to a vast hinterland comprising of the eastern
and north-eastern parts of India. With Multi-Modal Connectivity via Roads,
Railways, Airways, River and Sea, specialized & traditional markets have
existed here for more than a century.

As the State is undergoing an Economic Resurgence and Special


Economic Zones (SEZs) emerging in the proximity, this is set to result in
major demand for modern logistical facilities in this region with centres like
Haldia, Falta, Kulpi, Dankuni, Kharagpur, Bantala, Taratala and Durgapur
are expected to witness substantial logistics activities in the near future.

But there is a dearth of storage spaces of International Standards and


Specifications. Available spaces with the Government Agencies like CWC,
KoPT, FCI are outdated, lack modernization and adequate infrastructure.

Project ‘FreightPORT’ has been conceived, after sensing opportunities in


the Trade-logistics and Warehousing Scenario in Kolkata in the State of
West Bengal.

Project ‘FreightPORT’ is an Integrated Logistics cum Warehousing


Development situated in Howrah District, North-West of Kolkata. The
location of the project is near the strategic junction of NH2 and NH6, just
about 4 kms from the Belghoria-Expressway junction.

This location is just one of the many ‘landing points’ of which witness the
arrival and trans-shipment point of Long-Distance heavy vehicles.
Absence of suitable facilities, results in huge queues of heavy vehicles and
multi-axle trailers causing mile long traffic snarls and accidents.

‘FreightPORT’ is not just a hub for Ground-Shipping but also offers Multi-
Modal Rail, Sea, River, Airway and Road Connectivity.

A number of Businesses have key dependence on Logistics and Storage


and deal in goods & materials in proportions that vary qualitatively and
quantitatively. ‘FreightPORT’ is offering International Standard and
Specification BTS (Built-to-suit) facilities based on the individual clients
requirements which will incorporate manual, semi-automated and
automated access. Environment-Control during storage like Ventiation,
HVAC, Cold Storage can also be incorporated in a modular fashion.

State-of–the Art Infrastructure and facilities ensures that the clientele will
be able to utilize the precise storage environment and handling experience
for its merchandise, matching international standards.

Keeping in mind that the region and land-use is Industrial in nature, a


number of ancillary facilities is being offered for the human resources that
manage/operate/engaged in the activities within the development.

Project ‘FreightPORT’ is promoted by Bengal Anmol South City


Infrastructure Ltd. a PPP (Public Private Partnership) consortium having
business involvements in numerous sectors in the State of West Bengal
for decades. Project ‘FreightPORT’ is an initiative towards creation of
Modern Trade-Logistics Infrastructure, that the State is in need of.

Through this document, interest is enticed from prospective customers


who are looking for strategic Warehousing and Logistic facilities, and/or
looking to relocate such operations from congested areas within Kolkata
City, bringing about efficiencies in operations and cost savings.

2. Regional Dynamics of Kolkata, West Bengal and the Trade-Logistics Scenario

2.1 Strategic Positioning

West Bengal enjoys the unique advantage of being located in a


multi-geographical zone ranging from the Himalayas in the north to
the sea with a coastline of 156 Kms.

With surrounding International boundaries, it is known as the


Gateway to South-East Asia and has historically been a strategic
transit-point for inter-continental trade.

The state has the unique advantage of having six agro climatic
zones and is a leading producer in the Agro and Horticulture
Sector.

2.2 Transportation & Logistics

Situated on the Golden Quadrilateral, Kolkata is well connected to


other major cities of India by road and rail. It is also the gateway to
the northeast Indian markets and a key location for international
trade with China (via Nathu La pass).

There are two airports International & domestic at Kolkata &


Bagdogra and two more airports coming up, one at Andal
(Durgapur) and another one proposed at Malda. With Over 92,023

Kms. of roads including 13 National Highways, the State has one
of the best road networks with a Favourable Road Density of
103.69 Kms. per 100 sq. km as compared to National Average of
74.7 kms per 100 sq. km.

The State has Excellent Railway Connectivity via Eastern & South
Eastern Railway Network and a Dedicated Rail Freight Corridor (Delhi-
Haldia) is on the anvil set to trigger a huge economic mobilisation.

Kolkata is amongst the oldest port cities in the country and accounts for
about 6 per cent of the total container traffic in India. Cargo Handling
Capacity is 2nd highest in India with two all weather ports at Kolkata &
Haldia handling 52.03 mn tons of cargo traffic (2005-06). There is a
proposed Deep Sea Port at Sagar Island and Minor Port at Kulpi that will
further strengthen its maritime forefront. The State also has a navigable
river line.

2.3 Historical Trade-Logistics & Warehousing

Kolkata is the principal retail-and-services market to a vast hinterland


comprising of the eastern and northeastern part of India. Specialized &
traditional markets have existed for more than a century like the:
Burrabazar Market, Bagri Market, China Bazaar, Sir Stuart Hogg Market
etc., some of which even transacted internationally before the Imperial
Ages.

Historically, warehouses have been located in close proximity to primary


markets. However, urban congestion and restriction on movement of
Heavy Vehicles are forcing businesses to realign their supply chain and
move to city peripheries resulting in emerging locations. In the state of
West Bengal, close to 3,500 acres of land is scheduled to be developed
as logistics parks and warehouses, over the next five years.

2.4 Warehousing Scenario in Kolkata

There is a dearth of modern and organised warehousing in Kolkata. Since


the times of the East India Company in Kolkata, a number of warehouses
locations flourished in and around Kolkata. Various locations in West
Bengal are estimated to have vacant warehousing space of about 22
million sq.ft. Most of these are archaic in nature and have small floor plate
areas varying between 15,000 sqft and 25,000 sqft.

Now with rapid urbanization, they have become dilapidated structures as


most of them are more than a century old and lack modernization.
Aggravating the situation are traffic restrictions for heavy vehicles
movement and water-logging which is rendering them useless. Lease
Rents are in the range of Rs. 12 – 15 per sqf/month. Land being scarce, Figure 4. Vacant FCI Godown at Taratala
prices have already become unrealistic, rendering Warehousing Business
unprofitable.

Adding to that, most of the traditional Warehousing Locations are


converted into Residential Condominiums or Mini-Township. For e.g.
Budge Budge, Howrah, Taratala etc. As a result, spaces covering large
floor-plates of up to 1,00,000 sft. and more are rare to find, rendering them
viable for prevailing B2B Businesses.

2.5 Future Trade-Logistics & Warehousing Developments

Ten Special Economic Zones (SEZs) in the proximity of Kolkata have


received in-principal approvals so far. This is set to result in major demand
for logistics in this region. As a result, centres like Haldia, Falta, Kulpi,
Dankuni, Kharagpur, Bantala, Taratala and Durgapur are expected to
witness substantial logistics activities in the near future.

3.6 Build Specifications

A number of Businesses have key dependence on Logistics and


Storage like Agro-Distribution, Fish Meat & Poultry Distribution,
Parcel Services, Shipping Companies, Freight Movement
Corporations, and Consumer Durables. Each one of them handles
goods & materials in proportions that vary qualitatively and
quantitatively.

Therefore, instead of creating pre-fabricated structures


‘FreightPORT’ is offering BTS (Built-to-suit) facilities based on the
individual clients requirements. These will incorporate manual, semi-
automated and automated access. Environment-Control during

3.8 Facility Management

The entire facility being ‘leased’ will be managed by a SPV incorporating SoPs (Standard Operating Procedures). The facility
being ‘Gated’, it will be possible to keep it immuned to external elements, as far as possible. Apart from managing security,
ensuring services continuity, the management will also handle billing of services like Truck Parking, Dry-Docking, usage of
mechanical and automation equipments like crane and forklifts. It will also be ensured that adequate greneery has to be
maintained on a continuous basis to counter any adverse effects, if they emerge.
