TECHNICAL AND RESOURCE SUPPORT D WORKING DESCRIPTOR: BUDGET ANALYST LOCATION: FINANCE DIVISION (ACCOUNTING) HOURLY SALARY: $30.30 HOURS OF WORK: 7 HOURS PER DAY AVAILABLE: 2011 SEPTEMBER 1 JOB BAND DESCRIPTION: Completion of grade 12 plus up to a graduate level of post-secondary training and up to 6 years or more related experience. Positions within this band perform diverse functions. Work may include developing and monitoring systems and procedures, verifying and audition accounts and/or working with students on life skills development. Liaises with staff and suppliers and/or families and community agencies to provide assistance and resolve problems. Provides information, advice and training to all staff. Plans, assigns and supervises or provides guidance to staff and/or students performing a wide variety of functions. REQUIRED QUALIFICATIONS, KNOWLEDGE, SKILLS, AND ABILITIES: A recognized accounting designation (CA, CGA, or CMA) plus up to 6 years or more related experience or equivalent education and experience. Sound knowledge of the Canadian generally accepted accounting principles (GAAP), Public Sector Accounting Standards, accounting policies, procedures, and accounting systems. Knowledge and experience in the formulation, presentation, and execution of an organization's budget. Strong Microsoft Office (Excel, Word) skills are required and superior Enterprise Financial Management systems skills are an asset (PeopleSoft is desirable).

Skilled in prioritizing and working well under pressure to meet multiple and sometimes conflicting deadlines. Results-oriented individual with strong analytical skills, excellent oral and written communication skills Ability to communicate verbally and in writing on matters relating to financial management or other activities with senior level management or groups. Ability to prepare written memorandums, justifications, reports, or instructions. Ability to handle multiple tasks simultaneously coupled with a strong sense of client focus, responsibility and ownership with regard to completing tasks and projects. Ability to work both independently and within a team environment. SOME EXAMPLE OF DUTIES: The incumbent will participate in all aspects of the budget process including developing projections for key components of the budget, reviewing budget sponsors submissions, analysing and explaining variations, and preparing summary analyses, presentations, and reports for management; Provides information and analysis during the annual budget preparation process for the Board; Prepares annual budget documents and periodic updates (projections) thereto, for Senior Management, Board Committees and the Ministry of Education; Analyses and provides explanations for variances from budgets; Assists in the maintenance and development of budget monitoring system for budgetary control purposes; Performs cash projections and analyses, and assists in cash management functions; Responds in a timely manner to managements requests for information related to non-routine accounting transactions by maintaining an in-depth knowledge of generally accepted accounting principles and being aware of data and procedures of current reporting systems; Communicates with senior executives and management is required to ensure the timely completion and distribution of accounting records, financial data and analyses, budgets and projections; Prepares presentation materials, accounting directives, user manuals, letters, memos, recommendations and other correspondence;
