1. SCOPE This Guide covers the minimum recommended requirements for marine loading arms for use in liquid hydrocarbon and liquefied hydrocarbon gas services. The requirements for quick connect/disconnect couplers and loading arm control power systems are also covered. 2. PURPOSE The purpose of the Guide is to specify the requirements for marine loading arms and to provide the specific information and guidance required to complete the appended OCIMF data sheets. 3. REFERENCES The following publications form a part of this Guide. Unless otherwise specified herein, use the latest edition.

4. DEFINITIONS For definitions, refer to OCIMF Design and Construction Specification for Marine Loading Arms, Part II, Section 3.1.

GENERAL 5.1 Marine loading arms shall conform to the OCIMF Design and Construction Specification for Marine Loading Arms (in this Guide referred to as the OCIMF specification). 5.2 Suppliers shall comply with the requirements of EGE 00-C-4, as well as the specific requirements of the OCIMF specification. 5.3 All equipment covered by this Guide shall be designed for a minimum 25 year operative life in a totally unprotected marine outdoor installation, with regular maintenance as specified by supplier. 5.4 The OCIMF data sheets appended to this Guide shall be used in the preparation of the marine loading arm specification. 6. MAINTENANCE AND SPARE PARTS 6.1 Marine loading arms proposed by the supplier shall be of field-proven performance quality and require minimum maintenance. 6.2 The suppliers proposal shall include a list of previous users of the type of marine loading arms proposed and contacts with telephone numbers so that customer satisfaction can be verified. 6.3 The supplier shall provide a maintenance manual or equivalent with recommended maintenance intervals. 6.4 The supplier shall include in his proposal a list of recommended spare parts that should be maintained by the user at all times. In addition, the supplier shall furnish a complete list of all the parts, lead time, and the closest source of supply. 6.5 The supplier shall guarantee availability of parts for at least 5 years from the date of supply of the loading arms. 7. MODIFICATIONS TO OCIMF SPECIFICATION PART I The following are clarifications or modifications to the OCIMF Specification Part I and the OCIMF data sheets. The paragraph numbers used in the following pages correspond to numbers used in the OCIMF specification, Part I.

Paragraph 3.2 (Substitution)


Structural design of the marine loading arms shall be based on the latest edition of AISC Manual of Steel Construction.

Paragraph 3.3 (Substitution)


The supplier shall submit to Mobil for approval the General Design and Construction Practices for fabrication of piping, welding, and inspection and testing of materials and equipment. External loads shall be based on Mobil Engineering Guide EGE 00-B-3. Meteorological data used to develop

magnitudes of the loads shall be based on Mobil Engineering Guide EGS 104. However, local codes, where more stringent, shall be used.

Paragraph 3.4.1 (Comment)


Welding shall conform to AWS D-1.1, Welding in Building Construction.

Paragraph 3.4.2 (Comment)


The supplier shall supply full details to Mobil for approval of the following parts, as applicable: Pipe material selection Specification for pressure relief valves, flanges, gaskets, bolting, fittings Operating and maintenance platforms Wire rope Pressure instruments Instrument control panels Instrument wire and cable Protection of electrical equipment in contaminated areas Selection criteria for electrical materials Wiring methods AC motors Switchgear and control centers Electrical equipment installation methods Coating Cathodic protection Testing of electrical equipment and instruments Winterizing Insulation Heat Tracing
OCIMF SECTION 4.0 DESIGN DATA AND REQUIREMENTS

Paragraph 4.2 (Clarification)


The design pressure (see "Des. Press. Bar. Ga.") shall include a value for pressure due to surge effects caused by the closure of the pier, tanker, or loading arm valves as applicable, which shall be so noted.

Paragraph 4.3 (Clarification) Item (d), surge fore; Item (e), surge aft; Item (f), sway These are dependent on the environment and the elasticity of the tanker's mooring system. As a minimum, these dimensions shall be at least 3 m (10 ft).
(NOTE: Indicate that either fore or aft surge and sway occur simultaneously.)

Items (g) and (h), heave at manifold In protected harbors use zero. At exposed berths subject to significant waves, these figures should be determined by physical model or computations. Earthquake values shall be based on EGS 104 or local code requirements, whichever is more stringent.

Paragraphs 4.6.2, 4.6.6, and 4.6.7 (Comment)


Simultaneous arm maneuvering and/or operation is not permitted. Only one arm can be operated at a time when arms are hydraulically operated.

Paragraphs 4.6.4 and 6.2.5 (Comment)


Loading arms shall be counterweighted for the empty condition. They shall be slightly overbalanced to slowly return the arm to the stored position.

Paragraph 4.6.5 (Comment)


Hydraulically controlled arm shall be designed to prevent it from falling on the tanker deck during an emergency release when the arm may be full or partially full of product.

Paragraphs 4.6.8 and 4.6.9 (Comment)


Audible/visual alarms are recommended for all tanker loading arm installations. Alarms should be set to actuate when any arm reaches within 1 m (3 ft) of its envelope limits. An Emergency Release System (ERS) shall be provided on arms serving gas carriers and on berths in exposed locations. The ERS shall be provided with an audible/visual alarm that is set to activate when any arm is within 0.5 m (1.5 ft) of its envelope limits. This provides a second level of alarms prior to triggering release. Field adjustment systems shall be provided with locking means to prevent unauthorized adjustment. Logic systems for valve closure and ERS operations shall have an independent battery supply, because an interrupted power supply can cause actuation of shutdown systems. Depending on conditions at a specific site, the limits suggested above may need to be revised. Installed systems shall be capable of being adjusted in the field to utilize operating experience in setting alarm and release limits.

A vacuum breaker with check valve shall be supplied at the apex when arms are to be drained by gravity or pumped out.

An adjustable jack shall be provided at the outboard swivel to limit the tanker manifold stresses in accordance with Section 6.3.18, unless calculations show this is not required.

Ice buildup of 25 mm (1 in.) shall be included for arms used for cryogenic temperature [ service in the operating and maneuvering modes. 162C ( 260F)]

Paragraph 4.9 (Comment)


Materials shall conform to, or be equal to, those materials specified in Part II, Section 4.9, Table 5.1. Any substitution of materials shall be approved by Mobil.

Paragraphs 4.10.1 and 13.1.1 (Clarification)


For normal temperature [> 0C (32F)] service, all arm assemblies shall be hydrostatically tested in the shop. All fully erected arms shall be hydrostatically tested in place in the field. Suitable vents and bleeders shall be provided to assist in hydrostatic testing.

Paragraph 4.10.2 (Clarification)


Pneumatic testing is required in the field for arms in low-temperature [ 0C (32F)] service.

Paragraphs 4.10.3 and 4.10.4 (Comment)


Shop assembly of arms used for low-temperature [ 0C (32F)] service is required. For arms in normal temperature service, one arm of each size should be shop assembled for a given order. Hydraulics and alarms do not need to be assembled. A performance (envelope) test is required for all assembled arms.

Paragraphs 4.10.5, 4.10.6, and 4.10.7 (Comment)


Swivel tests made in accordance with this specification, and witnessed and certified by a Mobil-approved international classification society, will suffice for the specific design of the swivel to be used, unless otherwise specified by Mobil.

Coupling tests made in accordance with this specification, and witnessed and certified by a Mobil-approved international classification society, will suffice for the specific design of the coupling to be used, unless otherwise specified by Mobil.
OCIMF SECTION 5.0 MATERIALS

Paragraph 5.1 (Substitution)


Materials shall be specified by Mobil or proposed by vendor at Mobils request for Mobil approval.

Paragraph 5.7 (Substitution)


Aluminum shall not be used for any loading arm part, fitting, or spool piece/reducer.

OCIMF SECTION 6.0 DESIGN

Paragraph 6.1 (Addition)


For cryogenic temperature [ 162C ( 260F)] service, where arms are 12 inches in diameter or greater, consideration shall be given to a design in which the product-carrying components are independent of the structural members.

Paragraph 6.2.2 (Comment)


In the stored position, the arm shall be a minimum of 0.6 m (2 ft) behind the loading platform face.

Paragraph 6.2.4 (Addition)


Ladders shall be provided with safety rail and belt for climbing protection.
OCIMF SECTION 8.0 QUICK-CONNECT/DISCONNECT CARGO COUPLERS (QCDC)

Paragraph 8.8 (Comment)


With the apex vacuum breaker open, the flange cover shall be capable of withstanding the hydrostatic head of the loading arm filled with product, without leaking.
OCIMF SECTION 11.0 OPERATING/CONTROL DESIGN
