A
fter an unprecedented
showing last year, the
Nike US Open of Surf-
ing(R) will kick off on July 28th
in Huntington Beach for what has
become one of the most antici-
pated surf, music and lifestyle
events of the year. Title sponsor
Nike -- along with presenting
sponsors Hurley and Converse --
continue to elevate the event
which will attract over three quar-
ters of a million fans and onlook-
ers along a 14-acre stretch of sand
on the south side of Huntington
Beach Pier, showcasing the best in
surf, skate, music, and art.
"The US Open of Surfing is the
epicenter for action sports culture.
This year we will introduce the
biggest stadium in surf and largest
skate contest on the beach as the
top action sports athletes, art and
music talent hit the sand in Hunt-
ington," said Sandy Bodecker,

aikiki - Honolulu's Crystal
Dzigas, 28, has taken first
place in the ROXY Waikiki
Classic, at Kuhio Beach, defeating
reigning world #2 ranked longboard
surfer Kelia Moniz (Hawaii), Natalie
Smith (California), and ROXY pro
surfer Vanina Walsh (Hawaii) respec-
tively in the final.
Saturday's competition featured 24 of
the world's best and was held in velvety
waist-high waves at the iconic Queen's
Surf, in front of the Duke Kahanamoku
bronze statue. With summer in full
swing, a high-energy, festival atmos-
phere surrounds this weekend's
women's-only ROXY Waikiki Classic.
Competition continues tomorrow with
amateur shortboard and longboard divi-
sions for women of all ages and abilities.
Roxy is an action sports and fashion
apparel brand out of Huntington Beach,
California and once again is at the cen-
ter of the action sports local indusry,
Founded in 1990, with its core in board
sports, Roxy is the fashion apparel
brand launched by its brother brand
Quiksilver.
Many Hours of Power to Come
for Area Catholics
T
he Diocese of Orange announced a new
name for the $57+ million Crystal Cathe-
dral: Christ Cathedral. Picked from over
4,000 submissions from all over the world. Sug-
gested names included Christ the King, Cathe-
dral of the Transfiguration and, amusingly, The
Church of What's Happening Now.
The new name is the latest in a series of steps
in the transformation of the evangelical church
to one of the Catholic faith, which began with a
judge approving the diocese's purchase of the
bankrupt Crystal Cathedral for $57.5 million in
November.
Officials at Crystal Cathedral announced last
week that their congregation would be moving
to St. Callistus Catholic Church, about a mile
away, beginning in June 2013.
The congregations at each church will swap
places, a unique move, but one that is seen as es-
sential for the cathedral to move forward.

hat if both the Republican Candidate for
President of the U.S. Mitt Romney and
the Democratic Candidate, Barrack
Obama get exactly 269 Electoral Votes in the Pres-
idential election?
You say unlikely, I say - possible, plausible and
predictable based on the following Red / Blue State,
state of affairs. If incumbent President Obama wins
the popular vote in:
California, Washington, Oregon, Hawaii, Col-
orado, New Mexico, Illinois, Indiana, Michigan,
Ohio, Pennsylvania, New York, Maine, Vermont,
new Hampshire, Massachusetts, Connecticut,
Rhode island, Delaware, New Jersey, Maryland,
Washington D.C. and the balance of the States go
for Mitt -we have a standoff...the absolute cut the
baby down the middle scenario with each candi-
date receiving exactly one half of all possible
Electoral Votes, 269.
OK, constitutional scholars...what happens
then...anyone know without looking it up? The
2nd Amendment provides the most logical, fair,
uncomplicated solution.
The decision then goes to the U.S. House of
Representatives -the place where the people
reside...the branch of government where the
complete cross section of American lives.
Each representative has one vote and majority
rule prevails.
Not over yet in the hearts and minds of our found-
ing Fathers... while to many, the above solution
seems so rationale they did not stop there with their
wisdom. The House picks the President and the U.S.
Senate picks the Vice President...checks and balance,
checks and balance all over the Constitutional repub-
lic's landscape. We owe those men so much for hav-
ing crated the best, most continuously promising
form of government in the world.
Have you come up with the list of States remain-
ing in the above scenario that would go Red for the
Republicans...if not, here they are, and this scenario
is very, very possible: Idaho, Nevada, Arizona,
Alaska, Montana, Wyoming, north Dakota, south
Dakota, Nebraska, Kansas, Oklahoma, Texas, Min-
nesota, Iowa, Wisconsin, Missouri, Arkansas,
Louisiana, Mississippi, Kentucky, Tennessee, Ala-
bama, west Virginia, Virginia, North Carolina, South
Carolina, Georgia, Florida.
What if?
What if it Really Happens
Dear Friends, Detractors and otherwise negative energy people:
1. THE BUZZARD: If you put a buzzard in a pen that is 6
feet by 8 feet and is entirely open at the top, the bird, in
spite of its ability to fly, will be an absolute prisoner.
The reason is That a buzzard always begins a flight
from the ground with a Run of 10 to 12 feet. Without space
to run, as is its habit, It will not even attempt to fly,
but will remain a prisoner for life in a small jail with
no top.
2. THE BAT: The ordinary bat that flies around at night, a re-
markable nimble creature in the air, cannot take off from a level place. If it is
placed on the floor or flat ground, all it can do is
shuffle about helplessly and, no doubt, painfully,
until it reaches some slight elevation from which it can
throw itself into the air. Then, at once, it takes off like a
flash.
3. THE BUMBLEBEE: A bumblebee, if dropped into an open
tumbler, will be there
until it dies, unless it is
taken out. It never sees
the means of escape at the top, but persists in trying to find some way
out through the sides near the bottom.. It will seek a way where none
exists, until it completely destroys itself..
4. PEOPLE: In many ways, we are like the buzzard, the bat, and
the bumblebee. We struggle about with all our problems and frus-
trations, never realizing that all we
have to do is look up! That's the an-
swer, the escape route and the so-
lution to any problem! Just look
up. Sorrow looks back, Worry
looks around, But faith looks up!

care deeply, speak kindly and trust
in what you believe in...I think life
is that simple...it
has gotten me
through the first 60
years, and they say
the first 60 are the
hardest!

Costco Working With
Local Business in HB
T
he nationwide Costco Wholesale Stores arrived in Huntington Beach
in May 2012 and did some of their shopping locally. The new business,
across the street from Old World and next to Bella Terra, contacted Surf
City Store on the historic Huntington Beach Pier to come up with 600 golf
shirts for the Grand Opening.
Costco wanted to help stimulate business inside their new hometown
and we were delighted to assist them said Bud Wescott, co-owner of the
popular Surf City Store. The shirts had special patchesone on the left chest
that featured a surfboard with the stores number (1110), two palm trees
and the official company logo; the other patch was for the right shoulder
and said, Huntington Beach
#1110, May 2, 2012. Bud, who
helped them with the color and
shirt selection, said he thought it
was neat that such a large chain
cared about small businesses in
their new town. They were the
nicest people to work with, said
the impressed, longtime HB Busi-
nessman.

guests started the Summer
with a splash by attending The
Alamitos Heights Improvement As-
sociation's Annual Picnic in The
Park, adjacent to the Colorado La-
goon in Long Beach. There were
old-fashioned egg tosses back and
forth between the participants (if the
egg broke, you and your partner
were out); Musical Chairs, Sack
Races, even a fun Train Ride around
the area. A Fire Truck from Station
8 stopped by, providing excitement
for young and old alike as they got
to see the firefighters and their truck
up-close. Delicious Hamburgers,
Hot Dogs, Rich Datin's Legendary
Shaved Ice, Andi (great niece of our
beloved Father Christian Mondor of
Saint Simon and
Jude Parish in HB)
Schoenbaum's pop-
ular face painting, a
great Balloon
Maker, Live Music
from Country West-
ern Singer/Guitarist
Carmine, and raffle
prizes from local
merchants made for
a most enjoyable
time. The event was
coordinated by Lee
Ostendorf, who
runs many weekly
Certified Harvest
Farmer's Markets, including ours at
Peters Landing every Saturday from
9am to 2pm (Rain/Shine) in HB.
Congratulations to Bill and Shirley
Thomas, who were presented The
Pioneer Award for their hundreds of
hours of volunteering in the Alami-
tos Heights neighborhood. Other
areas can learn from this event the
value of knowing your neighbors,
getting together with their families,
and working together for common
causes.

Sufficiency Foundation will
award $30,000 in scholarships to
Project Self Sufficiency (PSS) par-
ticipants. The June Recognition
Program is the Foundations op-
portunity to recognize
program par-
ticipants

have completed another year of
college while raising families.
This year PSS is delighted to an-
nounce that 11 clients have gradu-
ated with Associates Degrees or
Bachelors Degrees from local
community colleges and universi-
ties. PSS is a program dedicated
to assisting low income, single
parent families living in Hunting-
ton Beach to achieve economic
self-sufficiency. In its 26th year,
PSS has helped more than 500
families reach their goals.

ost of us try to make po-
litical decisions based
on a certain sense of ob-
jectivity, I will admit from the get
go that this subject is highly per-
sonal to me and with that, I know
there is a certain sense of subjec-
tive bias in how I lean. As a "Per-
son With Disabilities" I am
confused by the perception battle
on this issue. Let's look at the
BENEFITS vs. MYTHS of the
"Health Care Reform Act":
BENEFITS
f No more denials for pre-ex-
isting conditions.
f Seniors "Donut Hole" Re-
bate.
f Young adults able to stay on
parent's policy until age 27.
f No lifetime caps.
f New insurance must include
preventative care.
f Patients can no longer be
dropped for getting sick.
f Insurers must reveal how
much is spent on overhead.
f Implementation of patient
appeal process.
f New screening procedures to
protect against fraud.
f Establishes a program to pro-
vide early retiree health benefits
for those ages 55-64
f Small business tax credits.
MYTHS
f You'll have no choice in what
health benefits you receive.
f Rationing for older Medicare
patients.
f Illegal immigrants will get
free health insurance
f Death panels will decide who
lives.
f The government will set doc-
tors' wages.
"Step #2: Require all house-
holds to purchase at least a basic
package of insurance, unless they
are covered by Medicaid,
Medicare, or other government
health programs. All heads of
households would be required by
law to obtain at least a basic
health plan specified by Con-
gress..."
One of the most contentious
and debated aspects of the
"Health Care Reform Act" is the
issue surrounding mandates.
Here are a few quotes from some
unlikely sources regarding "man-
dates".
"Requires each adult individ-
ual to have the opportunity to
purchase a Healthy Americans
Private Insurance Plan (HAPI).
Makes individuals who are not
enrolled in another specified
health plan and who are not op-
posed to coverage for religious
reasons responsible for enrolling
themselves and their dependent
children in a HAPI plan."
"Our experience also demon-
strates that getting every citizen
insured doesnt have to break the
bank. First, we established incen-
tives for those who were unin-
sured to buy insurance. Using tax
penalties, as we did, or tax cred-
its, as others have proposed, en-
courages "free riders" to take
responsibility for themselves
rather than pass their medical
costs on to others. This doesnt
cost the government a single dol-
lar."
Who were the "Radical Liber-
als" behind these quotes?
The first quote comes from the
"Heritage Consumer Choice
Plan" with advocates such as
Orrin Hatch (R-UT), Charles
Grassley (R-IA), Robert Bennett
(R-UT), and Christopher Bond
(R-MO). The second quote
comes from the bi-partisan bill
"Healthy Americans Act." co-
sponsored by 7 Democrats and 9
Republicans. Finally the third
quote is from a 2009 Op-ed piece
written by none other than Mitt
Romney.

A
s elected
Trustees
we are com-
mitted to en-
suring that sound policies and
fiscally responsible practices con-
tinue at our three colleges. During
this time of statewide fiscal uncer-
tainty this has been a daunting
challenge. Despite these chal-
lenges, our colleges continue to
provide educational opportunities
to the communities we are privi-
leged to serve. At this time of year
we are fortunate to harvest the
Fruits of our Labor -- Graduation.
For our students, graduation
marks the end of their studies at
Coastline, Golden West and Or-
ange Coast College. It also marks
the beginning of their university
studies or the start of their career.
For us, it is a time to reflect upon
our contributions to their accom-
plishments. This year, as President
of the Board of Trustees, I was
proud to accept three graduating
classes in traditional ceremonies
recognizing the completion of ca-
reer programs such as Nursing
and programs at the Criminal Jus-
tice Training Academy. All of
these ceremonies happened here,
at our community colleges.
In fact, since 2006 our three col-
leges have awarded over 23,000
degrees and over 5,900 certifi-
cates to students. We have done
this despite crippling budget cuts
and the state's disinvestment in
higher education. The dedication
of our Board, Faculty, Staff and
Administrators has made it possi-
ble in providing quality education
and a fresh start for in excess of
30,000 community members.
Whether they are continuing their
studies or have entered the work-
force, at Coast Colleges we are
proud of their accomplishments.
Our report card is measured in the
number of successful graduates
we send forth.
Semper Excelsius
Together, we will continue to
move forward. I am proud to

Graduates.

n June 13, 2012, Chief Small
had a swearing-in to promote
Sergeant Kelly Rodriguez to
Lieutenant, and Officer Oscar Garcia to
Sergeant.
Sergeant Garcia came to the Hunting-
ton Beach Police Department from the El
Monte Police Department in 2007. Ser-
geant Garcia has worked in Patrol, Beach De-
tail and SWAT. He was also the Arrest and Control
Instructor, and on the Neighbor Enhancement Team, and
most recently worked as a Detective in Narcotics.
Lieutenant Rodriguez came to the Huntington Beach
Police Department from the Orange County Sheriff,
where she was a Deputy working in the maximum secu-
rity jail. She then came to HBPD in 1996 and worked
several assignments, including Patrol, FTO, Vice, School
Resource Officer, Crisis Negotiation Team and Patrol
Rifle Team. Lieutenant Rodriguez was promoted to Ser-
geant in 2008.

ore changes to staffing, hours and
equipment replacement for both the
Police and the Community in Hunt-
ington Beach....
OK. let's cut yet another $1.5 million from
the HBPD's $58.8 million 2011-12 budget
and don't stop there we need more options to
meet an additional $1.1 million in cuts next
fiscal year.
The local constabulary will no longer re-
spond to non-injury traffic accidents. Some
exceptions including accidents in which
drinking and driving is suspected or those that
involve vehicles blocking the roadway, will
continue to be police office assisted. Data
shows that there are about 3,000 traffic acci-
dents in the city annually -about 2,000 of
them are non-injury.
Cuts of another $1.1 million for 2012-13
byJune 30 of this year are being identified.
Minimum levels of staffing could be effected.
TheHBPD went from 212 to 202 sworn em-
ployees this year, that number could be re-
duced, with further cost cutting measures, and
drop below 200 for 2012-13. This is all about
fewer people and that is the reason the cuts
are so significant.
Since 2008, the HBPD has cut 50 positions
from the department. Civilian positions were
reduced early on as well as sworn officers or
positions in which an employee retired but
was never replaced.
The Huntington Beach Police Department
currently operates with a core of
10-officer patrol city-wide.
Police management
and administration are
considering re-
ducing that
minimum to
eight officers. This sort of radical departure
form what has been traditional coverage in
the community would have to be reviewed
and approved by the City Council.
Good thing these cuts were not made a few
years ago when the then City Council did
away with the opening prayer just before
Council Meetings...that combined with these
cuts would have left us vulnerable on two
fronts possibly leaving the community void
of uniformed as well as godly protection...we
need both badges (symbols) available, those
of honor, courage and faith to help continue
the very long tradition of us being one of
the safest cities in American based on our
population.

n June 2, Mothers Against Drunk Driving honored law enforcement
officers from around the state at their 2012 MADD California Hero
Awards banquet. The event took place in Sacramento and recognized
individual officers for their hard work
throughout the year on making our streets
safer from drunk drivers. Officer
Dereszynski was the 2012 award re-
cipient for the Huntington Beach
Police Departments. Officer
Dereszynski has been on the de-
partments DUI Enforcement
team for about two years and
during that time has been re-
sponsible for over 430 DUI re-
lated arrests. His enthusiasm and
dedication to this assignment has
undoubtedly made the streets of
Huntington Beach a safer place to
drive. Captain Bunetta and Sergeant
Haught accompanied Officer
Dereszynski to Sacramento and
celebrated this great achievement
with him.

he verdict is in and Roger Clemens was acquitted on
all six charges of obstruction and lying to Congress.
Surprised? Not me. The governments case relied
primarily on the testimony of an individual, Brian Mc-
Namee, who is every bit as flawed as Clemens himself.
Clemens is a liar, a cheat, and a self-centered egomaniac
who didnt hesitate to throw his wife
under the bus as an HGH user because
he thought it would bolster his case.
Despite the verdict, Im convinced
Roger used PEDs. Im also convinced
he lied to Congress during his testimony
in 2008. But so what? What business is
it of Congress if an athlete uses PEDs?
Thats an issue for the athletes govern-
ing body and at the time Roger and other
baseball players were juicing, neither
MLB nor the players union gave a hoot
about it.
As for being less than truthful to Con-
gress, Congressmen (and women) lie to
the American people on a regular basis
and are rewarded for it by getting re-
elected and by having the best benefits -
medical care and retirement of any worker in the
country. The last thing they should be concerned about
is one of us lying to them.
If youre keeping score, the government is batting
nearly zero in its campaign against athletes using illegal
drugs. After a nearly seven-year witch hunt which cost
taxpayers an estimated $50 million,
Barry Bonds was acquitted of perjury.
However, prosecutors can claim a
moral victory because the jury con-
victed Bonds of one count of obstruc-
tion. That conviction
is currently on ap-
peal.
Earlier this year,
the government
elected to drop its
nearly two-year in-
vestigation of cyclist
Lance Armstrong.
They declined to
give any reason for
the dismissal after spending wasting
millions of our dollars, but it doesnt
take a genius to read between the lines:
The government could hardly afford a
second Bonds-like fiasco.
Unfortunately for the feds, the
Clemens investigation, stemming from a
complaint lodged by Congress, had already passed the
indictment stage by the time the Bonds verdict was ren-
dered and there was no turning back. To do so would
have left the government open to charges of favoritism,
or worse, racism.
So when is enough, enough? How much of our
money has to be wasted on trophy
trials that result in acquittals before
the government changes its foolhardy
ways?
Like Clemens and Bonds, hun-
dreds, perhaps thousands, of players
were juicing during baseballs steroids
era. But that era is over. Theres more
evidence on that than the government
was able to muster during Clemens
seven-week trial. One need only
check individual and team stats over
the past several years. Its time to
move on, in baseball and in the legal
system, something government pros-
ecutors cant seem to understand.

histleblower cases represent one of the
fastest growing areas of consumer litigation
amples of Medicare and Medicaid fraud include:
Billing more than once for the same service;
Charging for services not performed;
Offering free items or services in exchange
for a Medicare or Medicaid number;
Billing for expensive equipment while pro-
viding cheaper equipment ; and
Someone other than the physician completing
the certificate of medical necessity.
The Obama Administration demonstrated
great foresight in advocating for increased
funding for the Department of Jus-
tice to prosecute these cases. USA
Today reports that in 2011, the
federal government brought in a
record $2.3 billion in whistle-
blower settlements and judg-
ments. This amounts to $7 for
each $1 spent by the government
fighting fraud. Steven Kohn, direc-
tor of the non-partisan National Whistleblowers
Center, told USA Today that the law could be
used even more aggressively. He stated:
About 3,500 fraud cases have not been investi-
gated. Why

For every
case they prosecute, they bring in more money.
In many instances, whistleblower cases are
litigated in partnership between the Department
of Justice and the private law firm that initially
filed the case on behalf of the whistleblower
Plaintiff. Most whistleblowers first report fraud
to company managers and are routinely ig-
nored. They then turn to private counsel or law
enforcement when they grow frustrated that the
fraud continues.
Whistleblower suits are filed under seal, and
the government is given an opportunity to inves-
tigate the case and intervene if it chooses to do
so. The government can recover treble damages
under the law, and private Plaintiffs and their
counsel can recoup fees up to 30% of the
amount recovered. We have several lawyers in

aint Bonaventure Catholic School Student Wins $1,000 Schol-
arship with Winning Essay on How Math Plays into Basket-
ball

Williams loves basketball. He also loves math.
Last month he combined the two in a winning
essay for Raytheons MathMovesU contest.
Setting up a fictional interview between him-
self (as a future college basketball coach) and
a reporter, the 8th-grade Huntington Beach
student described in detail the many ways
math contributes to the game through score-
keeping, court and basket measurements, stats
and recruitment. Here is an excerpt:
I can calculate the mean, median, and
mode of all box scores on individual players
and teams. I use historical data that is graphed
(as a scatter plot, bar graph, etc.) to help me
better understand and scout the teams we will
play in a season. This type of data is also
helpful in the recruitment of new players.
Raytheon, headquartered in Waltham, Massachusetts, awarded
$300,000 in scholarships last April to 150 students and schools
across the country. Williams is the only Saint Bonaventure
Catholic School student to receive the award. The award is to be
used for a math, science or technology camp or saved for college.
Saint Bonaventure Catholic School also received a matching grant
from Raytheon.

he Warren Avenue Baptist Church, located at 7360 Warner
Ave. in Huntington Beach, was hit by a pickup truck on Tues-
day, June 5, 2012. The structure sits close to the street and has been
hit by vehicles before, according to the church's pastor.
Red signs that read "unsafe" were pasted on the
doors of the 106-year-old church on the corner of
Warner Avenue and Gothard Street, but Intern Pastor
Kevin Weston said they expect to get clearance to re-
open in time.
Firefighters work to shore up the steeple after the
driver of a Dodge pickup truck crashed into a 106-
year-old Baptist church in Huntington Beach, causing
major damage to the
steeple of the wooden
building and major
injuries to the driver
earlier this week.

ployees and management team are proud of

As a kid, Bob fished off the old pier, sold
sodas in his front yard during the 4th of July
parade, worked at the beach concessions in
the summer during high school and as a

As best we can tell Mandic Motors has
treated our residents for well for over 4
decades. And, if their national awards are any
indication the way they treated us was far and
above the national norm and shines as an ex-
ample of how family owned businesses, in
today's hectic and complicated word, stay in
business.

1. Cover bowls or dishes when cooking in the microwave. Coffee filters make ex-
cellent covers.
2. Clean windows, mirrors, and chrome... Coffee filters are lint-free so they'll leave
windows sparkling.
3. Protect China by separating your good dishes with a coffee filter between each
dish.
4. Filter broken cork from wine. If you break the cork when opening a wine bottle,
filter the wine through a coffee filter.
5. Protect a cast-iron skillet. Place a coffee filter in the skillet
to absorb moisture and prevent rust.
6. Apply shoe polish. Ball up a lint-free coffee filter.
7. Recycle frying oil. After frying, strain oil through
a sieve lined with a coffee filter.
8. Weigh chopped foods. Place chopped ingredi-
ents in a coffee filter on a kitchen scale.
9. Hold tacos. Coffee filters make convenient
wrappers for messy foods.
10. Stop the soil from leaking out of a plant pot. Line
a plant pot with a coffee filter to prevent the soil from
going through the drainage holes.
11. Prevent a Popsicle from dripping. Poke one or two holes
as needed in a coffee filter.
12. Do you think we used expensive strips to wax eyebrows? Use
strips of coffee filters..
13. Put a few in a plate and put your fried bacon, French fries, chicken fingers, etc
on them.. It soaks out all the grease.
14. Keep in the bathroom. They make great "razor nick fixers."
15. As a sewing backing. Use a filter as an easy-to-tear backing for embroidering
or appliqueing soft fabrics.
16. Put baking soda into a coffee filter and insert into shoes or a closet to absorb or
prevent odors.
17. Use them to strain soup stock and to tie fresh herbs in to put in soups and stews.
18. Use a coffee filter to prevent spilling when you add fluids to your car.
19. Use them as a spoon rest while cooking and clean up small counter spills.
20. Can use to hold dry ingredients when baking or when cutting
a piece of fruit or veggies.. Saves on having extra bowls

Talk: The term
sustainable com-
munities gets bantered
around quite a bit today. Could you define it for me?

Kaid Benfield, Sustainable Communities program
director at the Natural Resources Defense Council
(NRDC), uses the term sustainable communities to
describe places where use of re-
sources and emissions of greenhouse
gases and other pollutants are going
down, not up; where the air and wa-
terways are accessible and clean;
where land is used efficiently and
shared parks and public spaces are
plentiful and easily visited; where
people of different ages, income lev-
els and cultural backgrounds share
equally in environmental, social and
cultural benefits; where many needs
of daily life can be met within a 20-
minute walk and all may be met
within a 20-minute transit ride;
where industry and economic oppor-
tunity emphasize healthy, environ-
mentally sound practices.
In his March 2011 NRDC
Switchboard blog post entitled A
Trip to Sustainaville, Benfield lays
out his vision for what a model of
sustainable communities could look like, with neigh-
borhoods sporting healthy amounts of green space
and shared vegetable gardens; mass transit, biking and
walking replacing the majority of automobile traffic;
and mixed use communities where schools, resi-
dences and commercial spaces are near each other and
are powered by solar panels, geothermal heat pumps
or windmills.
According to the Vermont-based Institute for Sus-
tainable Communities (ISC), sustainable communities
are economically, environmentally and socially
healthy and resilient and meet challenges through
integrated solutions rather than through fragmented
approaches. And perhaps more important: Sustain-
able communities take a long-term perspective, focus-
ing on both the present and future, well beyond the
next budget or election cycle so that the needs of the
current as well as
future genera-
tions are met
with adequate re-
sources. ISC
adds that the suc-
cess of a commu-
nitys efforts to
be sustainable
depends on its
members com-
mitment and in-
volvement as
well as leader-
ship that is in-
spiring, effective
and responsive.
Some of the
ways ISC has
worked to further
its goals include
helping teach
leaders from low income U.S. communities along the
Gulf of Mexico how energy efficiency and ecological
restoration can revitalize their otherwise struggling
economies; developing community sustainability ini-
tiatives throughout
war-ravaged parts of Kosovo, Serbia and Macedo-
nia; installing green roofs on residences in the Chi-
nese city of Shenzen as a pilot project to show how
such technologies can yield significant carbon se-
questration and other environmental benefits, and
many more.
Key to any consideration of what makes a commu-
nity sustainable is the acknowledgement that there is
no such thing as perfection. Sustainability is a
process of continuous improvement so communities
constantly evolve and make changes to accomplish
their goals, reports Sustainable Communities Online,
a web-based information and networking clearing-
house started in the 1990s by a broad coalition of sus-
tainability-oriented organizations and managed by the
Washington, DC-based non-profit CONCERN Inc.

Summertime
Means
Chablis
T
he east coast is sweltering. Here in Wash-
ington DC, temperatures are expected to
top 100 degrees today and things arent
expected to cool off anytime soon. So get
your grills and ice chests ready, because Old
Man Summer is knocking at the door.
Ive been in
DC for a num-
ber of years
now, and Ive
seen people use
all sorts of heat-
blocking de-
vices to stay
cool ranging
from the cheap
and silly to the
gaudy and out-
rageous. My
solution to the
heat comes
from just over
4,000 miles
away, from a
sleepy town of 2,580 people.
There live the people of Chablis, who can
ease our summertime sweltering with their
native elixir. Winemakers there battle fierce
winters and worrisome autumns to craft bot-
tles of citrus and mineral-laden potations that
ought to be cracked en masse anytime that
thermometer hits three digits.
Chablis has something for everyone
from its cheap, ready-to-drink Petit Chablis,
to its standard Chablis, to its Premier Cru and
Grand Cru bottlings.
\Chablis is an ethereal place, thanks largely
to the stark white Kimmeridgian soil, on
which the regions finest vineyards sit. This
prized soil is
an amalga-
mation of
chalk, lime-
stone, and
clay where
one can eas-
ily find the
fossilized re-
mains oyster
shells and
marine crea-
tures. The
soil has a
b l e a c h e d
look to it
so much so
that at twi-
light, according to Karen MacNeil, you feel
as though youre on the moon.
The grapes in Chablis need more than just
great soil to thrive, of course. The aspect of
the vineyards is more important here than
perhaps anywhere else in France and pos-
sibly all of Europe, save for a few spots in
Germany. All of the Grand Cru and highly re-
garded Premier Cru vineyards lie north of the
town with a south-
ern exposure, with
eastern exposures
also making fine
wines.
Once upon a
time, the wines of
Chablis were the
top whites for many Parisian restaurants. In
the late 19th century, however, vintners in
Chablis fell on hard times thanks to oidium
and phylloxera. This was compounded when
the Paris Lyon Marseille railway was
built, bypassing Chablis altogether and mak-
ing wines from the Midi cheaper and more
accessible.
Fortunately, Chablis was too unique to fall
completely off the map and today, its ex-
periencing a resurgence of sorts. The regions
more simple wines are firm and refreshing,
and the better bottles leave even the best
palates searching for appropriate descriptors.

the free stuff, because the folks who
are paying for the free stuff can no longer
afford to pay for both the free stuff and their
own stuff.
And, the folks who are paying for the free
stuff want the free stuff to stop.
And the folks who are getting the free
stuff want even more free stuff on top of the
free stuff they are already get-
ting!
Now... the people who are forc-
ing the people who pay for the
free stuff have told the people
who are RECEIVING the free
stuff that the people who are
PAYING for the free stuff are
being mean, prejudiced, and
racist.
So... the people who are GET-
TING the free stuff have been
convinced they need to hate the
people who are paying for the
free stuff by the people who are
forcing some people to pay for
their free stuff and giving them
the free stuff in the first place.
We have let the free stuff giving go on for
so long that there are now more people get-
ting free stuff than paying for the free stuff.
Now understand this. All great democra-
cies have committed financial suicide some-
where between 200 and 250 years after
being founded. The reason?
The voters figured out they could vote
themselves money from the treasury by
electing people who promised to give them
money from the treasury in exchange for
electing them.
The United States officially became a Re-
public in 1776, 236 years ago. The number
of people now getting free stuff outnumbers
the people paying for the free stuff.

In Two Words: Tire Tread
R
oss Kenneth Urken of AOL Autos
states proudly..."Pirelli has distin-
guished itself in the tire market by
creating products for its performance and
racecars with technology that can then be
applied to luxury and general consumer
cars. The brand's renewed foray into For-
mula 1 racing after a 20-year absence has
enhanced the emphasis on its tire technol-
ogy, which hinges on tire tread designs.
In its second straight year of being the
sole supplier for Formula 1 with the 63rd
FIA World Championship at the Yas Ma-
rina circuit in Abu Dhabi, the tires feature
squarer profiles, increased grip, and
softer, more competitive compounds with
consistent degradation.
Pirelli gleans real-time data from tires
based on performance, temperature and
pressure to optimize engineering and pat-
terns. Tire tread pattern technology is an
intricate art that can make all the differ-
ence.
What is it? Tread patterns, quite simply,
are the grooves and contours on a tire that
give the wheel its grip and traction while
allowing for performance capabilities.
"Lugs" are the elevated parts of the tire
that make contact with the road, and
"voids" describe the space between the
lugs that sluice the water through to avoid
slippage.
Tread patterns can appear in symmet-
ric, asymmetric, and directional tread pat-
terns. Symmetric treads, the pattern most
common on wheels (and found in Pirelli's
Scorpion ATR tires), have continuous ribs
or tread blocks where
inboard and outboard
sides match. Asym-
metric tread patterns,
effective in both dry
and slick driving,
vary the groove pat-
tern along the surface
of the tire such that as
it turns, the tire can
deflect water and grip
snow while increas-
ing contact area on
dry roads; a balance
of two worlds; this
pattern is especially
common for all-sea-
son tires. Directional tires have lateral
grooves that form a V-shape across a tire's
center as in Pirelli Winter Carving tires.
The V-shape formation, much like a
snow-plow skiing method, reduces the
hydroplaning potential. Typically, tires
with deeper grooves are better able to
handle wetter conditions.
Indeed, the geometry of the tread
blocks have very dedicated and specific
functions depending on the size and ap-
plication of the tire. Their size and se-
quence contribute not only to the noise
and aquaplaning patterns but are also de-
signed to optimize treadwear depending
on their intended use-such as off-road ap-
plications for (Sc ATR) and high severity
handling with P Zero.
How does it work? Treads maintain
grip while focusing on decreasing rolling
resistance, the physical force that taxes a
vehicle to produce more energy. In fact,
the friction between the tire and road sur-
face has a direct influence on fuel con-
sumption, so the optimal tire tread pattern
maintains safety and performance for a
given road condition while limiting the
resistance.
Achieving optimal rolling resistance
requires a 360 in-depth analysis of the
tire's dynamic performance and materials
used. Specifically regarding the tread pat-
tern (as an integral function of the tire
profile and groove depth), the targets are
to have a very uniform contact pressure
distribution and reduced movement
within the tire's footprint during use. Any
flexing movement
results in friction loss
and thus absorbs en-
ergy. The orientation
of the blocks within
the footprint is a de-
sign tool to help
achieve the reduced
rolling resistance.
The Pirelli Cintu-
rato offers environ-
mentally friendly
performance with in-
novative compounds,
structure, and tread
patterns conducive to
lower consumptions
and carbon dioxide emissions, more dura-
bility, and improved safety in all condi-
tions. By cutting rolling resistance, a tire
can roll more effi-
ciently without
requiring excess
power. More an-
gular profiles
and softer com-
pounds work to
increase per-
formance. The
evolution of the
Pirelli tires has
originated from
r e g u l a t i o n
changes intro-
duced by the FIA
regarding blown
exhausts. This
new measure,
which should re-
sult in a reduction
of aerodynamic downforce acting on each
tire, requires a wider and more even con-
tact patch. As such, the tires have a less
rounded shoulder on each tire and using
softer compounds, which produce better
grip and more extreme performance.
Tires set to be used in 2012 have a
squarer profile in order to improve the
wear rate, by preserving the tire shoulder
by distributing stresses more evenly and
lowering the risk of blistering. Though
these tires have technology helpful for
winning F1 races, the technology is easily
applied to the most powerful sports cars
currently on sale, such as Ferrari, Lam-
borghini, Porsche, Aston Martin and
Bentley.
How is the racing technology applied?
Rally activity has always been an outdoor
laboratory for off-road and M+S tires-in
particular, winter tires-whether studded or
not. Circuit racing and more recently the
Pirelli F1 development has provided
some interesting and useful materials
which in part are transmitted directly to
ultra high performance tyres such as the
P Zero is a perfect example.
Also, another spin off from F1 is from
the sophistication of the predictive mod-
eling and simulation technology used,
that become routine tools to greatly ac-
celerate UHP tire technology and the ap-
plication toward street tire development.
Why would I want it? You'll get more
mileage. The tread compound on Pirelli
tires has been reinforced with specialized
proprietary compounds to extend durabil-
ity without compromising on grip. Turn-
ing on wet surfaces is safer with the right
type of tire treads and can shorten the
braking distance necessary when coming
to a sudden stop. Scorpion Verde, for ex-
ample, is a high-performance tire from
Pirelli that is geared toward eco-con-
scious capabilities for SUVs and
crossovers. Because it is made without
highly aromatic oils, it reduces fuel con-
sumption by up to 3.9% in city driving.
Is there a downside? The initial ex-
pense of a high-quality tire could be an
initial deterrent to purchase, but factor in

he Coroner's Division
of the Orange County
Sheriff's Department is
seeking the public's assistance
in identifying a man who was
found floating in Bolsa Chica
State Beach.
The man was found floating
in the surf on June 9 at the
shoreline near Tower 19 and
transported to Huntington
Beach Hospital where he later
died, according to a release
from the coroner's office.
The man is believed to be of
Latino or Middle Eastern de-
scent. He was between 25 and
35 years old, 6 feet tall, 185
pounds with brown hair and
brown eyes.
Anyone with information is
urged to call the coroner's of-

erence case No. 12-02271-RE.

Public Works continues to aggressively
pursue grant funding from both the Local,
State and Federal levels for the construc-
tion of capital
projects. On
May 7, 2012,
the California
Emergency
Management
Agency in-
formed the
City that a
grant in the amount of $2,250,000 was ap-
proved for the reconstruction of Heil
Pump Station, under the Hazard Mitiga-
tion Grant Program.
The Pump Station is located near Heil
Avenue and Gothard Street and due to its
age and capacity limitations, has reached
its design life. This grant will cover up
to 75% of the construction cost with
Citys local match estimated at $750,000.
Now that construction is funded, staff
will move forward with the project and
plans on constructing the project in fiscal
year 12/13.

nia is now home to 5 new
ChargePoint electric vehi-
cle charging stations located
throughout the city. The infra-
structure was provided free of
charge to Huntington Beach by
Coulomb Technologies Charge-
Point America Program through a
United States Department of En-
ergy grant. Installation was pro-
vided by ABM Electrical
Solutions and all installation costs
were covered by a California En-
ergy Commission (CEC) grant.
To access the stations, EV own-
ers should sign up for a Charge-
Point card at chargepoint.net. On
the website you can locate and re-
serve a station and download the
smartphone app to track usage
and notification of when your car
is fully charged. A ChargePoint
card or credit card is required to
activate each station. How-
ever, use of the station is
free of cost until
December 31, 2013.
Each station serves two reserved
parking spots equipped with
J1772 Level 2 chargers for EV use
only. In the designated parking
spots, there is a 4-hour time limit.

ongress passed the Patriot Act in October of 2001, the major-
ity of Americans agreed it was a good idea. The legislation
was intended to identify foreign and domestic terrorists by
tracking movement of their financials. The bulk of the new regulatory
powers were given to Department of the Treasury. Most thought this
was a good thing since it was intended to only track financial assets
of terrorists.
Most of us at the time didnt realize that the Treasury Department
also oversees all mortgage finance transaction taking place within
the U.S. As a result, certain homeowners are now required to produce
additional documentation when obtaining a mortgage.
Lenders are required to verify that a homeowner has sufficient re-
serves to cover two months worth of mortgage payments. The bank
is required to verify that there is an emergency fund that, should
you fall on tough times theres enough saved to cover the mortgage
payment until you can get back on your feet. The traditional way to
verify this is by producing bank statements showing a balance suffi-
cient to meet long-standing lender requirements.
Usually, providing a bank statement was the end of the story. Under
the Patriot Act there can be much more. The act requires lenders to
verify the source of any and all large deposits
on each financial statement. Most lenders in-
terpret this as meaning any deposit greater
than $500. Whether it was a wedding or
birthday gift, rent check, repayment of a
loan or any other type of deposit. Lenders
are now required to ask homeowners to pro-
vide brief explanations of each deposit, and verify sources, usually,
providing a copy of the cancelled check for each deposit.
The most common homeowner is: Thats none of their business,
and why does it have an impact on my loan? In reality, the
bank itself most likely doesnt care where or how a home-
owner acquired the money. As long as they have sufficient
funds to qualify, the bank would be satisfied and willing to
lend. Under the Patriot Act though thats no longer enough.
Banks are federally regulated and, under Treasury Depart-
ments supervision, they require verification that all funds
used for these transactions are not sourced by terrorist-
backed funds. The only way to accomplish this is to verify
that the funds came from an alternate and legitimate source.
Homeowners who have additional accounts with less ac-
tivity will be able to use those to meet lender requirements
and avoid jumping through all types of hoops. Homeowners
who dont will be required to provide additional documen-
tation or the banks will not be allowed to provide them funds.
Big Brother is watching immediately comes to mind
for anyone whos read George Orwells 1984. And since
President Obama just renewed the Patriot Act for another
four years, Big Brother will continue watching a little
while longer.

location this week. The company began its
entrance into the state with a flagship store in
Anaheim and is now operating in Huntington Beach
at 6491 Edinger Avenue. The Huntington Beach store
is one of 20 Dollar Loan Center plans to open in Cal-
ifornia by the end of the year.

aurie Hill, Senior Payroll Technician,
in the Department of Finance, received
the Mayors Award on
June 18,2012.
Laurie is, according to Di-
rector Lori Ann Farrell, an
outstanding employee. She
joined the City of Huntington
Beach four years ago in July
of 2008. She joined the Citys
ranks as an Accounting Tech-
nician I. Laurie is exemplary
and is the kind of employee
any department head would
love to have, one that takes
the initiative to learn new
processes and procedures,
thinks outside the box to actually improve
long standing policies and procedures and is
always willing to do whatever it takes, for
the betterment of the City, its employees and
its residents.
Her dedication and stellar work perform-
ance led to her promotion to Acting Senior
Payroll Technician in charge of the Citys
payroll. After three short years, she earned
the respect of the Finance Director to take
over the reins of the Citys highly critical and
complex payroll process, where she virtually
single-handedly became responsible for the
processing of the Citys annual payroll total-
ing $131.5 million across All Funds. This
job was performed previously by 3 full-time
employees. For many months, Laurie per-
formed this task with just one other person
working in Payroll on a half time basis. I can
assure you this is no easy task as it involves
making sure the payroll is correct for over
900 full-time employees belonging to seven
different bargaining units, with different cal-
culations based on specific MOU require-
ments and other details. She took on this task
working many, many nights and weekends,
just to get it right. She is our go-to person
for all matters payroll related, including IRS
payroll tax reporting, employee compensa-
tion reporting, CalPERS reporting, leave
payouts, unemployment insurance, deferred
compensation contributions, and so much
more.
Due to her dedication and performance she
was promoted permanently to Senior Payroll
Technician earlier this year. Laurie has
shown her ability and determination to mas-
ter her role as the Senior Payroll Technician,
freeing me up to handle the larger fiscal is-
sues facing the City. She has taken on all of
this responsibility while also training a new
staff member to serve as her backup.
Laurie is also working towards her Bach-
elors Degree in Finance and so her pursuit
of excellence is a notable trait. She has a
great future in her field. Lastly, and this is
her most important role, she is the resident
Finance Comedienne. Seriously, she keeps
us all in stitches and laughing which is a rare
thing finance people are NOT known for
their sense of humor so we are very fortunate
to have her.
