Reduce current and future vulnerabilities to disasters with community priorities; Advocate for adoption of community solutions on risk reduction incorporated in local development planning process; Establish a clear capacity-building strategy for local government and villagers that reinforces existing systems. Make a connection between the outcomes of community planning and city decision-making process in SEDP

Elements to make a plan work


Ensure quality of communitys participation and functioning agencies response to local planning; Ensure disaster preparedness plans reflecting the results of participatory risk assessment;

Ensure the inclusion of disaster preparedness solutions in local socio-economic plans

There is no single plan that would be suitable to all kinds of


disasters and that could be applied to every area

Challenges
Political commitment to applying VCA & participatory planning approach; Local governments receptive to bottom-up approach need to build their skills and tools Integration of CBAP into SEDP needs more times and effort; Better coordination among involving stakeholders for a comprehensive plan on climate change adaptation Livelihood adaptation priority: long-term perspective; Financing of focal activities in CBAP; Need to establish bridging people with facilitation skills and techniques to work with community and city level; Scale size of the piloting model in each city is it influential to policy makers?

Recommendation
Communication and coordination functions need to be well defined among involving stakeholders City leadership and commitment are required to strengthen participation of community and other stakeholders in CBRDM planning process. Public dialogue forums should be also established for this process; Setting up a clear process of integrating CCA/CBDRM into local SEDP & NTP action plan

Recommendation
Setting up an easily-applicable MEL (monitoring, evaluation and learning) system to measure outcomes of the process Community awareness and capacity development for different stakeholders are crucial and need to be done consistently and comprehensively Institutionalizing good practices of participatory planning process in DRR and CCA initiatives must be linked to community development priorities.
