Background to study The computer has become an integral part of our daily lives that we may not be able to do without it especially people whose daily activities and means of livelihood depends on the use of computers. Computer devices comes in various forms, ranging from the handheld devices like the mobile phones, palm tops like the PDAs and Organizers, and from the laptop computers to the desktop computers and so on.

The idea is to tap into the enormous use of the computer device the mobile phone to bring about a revolution in the high school of learning to allow students to learn and check their result from anywhere at any time on the spot whenever due without necessarily bothering the ever busy lecturers and professors who hardly have time to attend to these students.

Rosenberg (2001) defines learning as the process by which people acquire new skills or knowledge for the purpose of enhancing their performance. He explains that the perceptions of learning in organizations are undergoing a distinct transformation. He also defines e-learning as a networked phenomenon allowing for instant revisions and distribution

The objectives of this research are to: design a system that delivers e-learning content on mobile phones. design a system that helps student to check their result on their phone whenever the result is ready and wherever they are. implement the above designs.

The promise of e-learning and the enabling technologies is to make learning experiences in all types of setting more effective, efficient, attractive and accessible to all learners (Koper, 2001). In order to make the promise of effective, efficient, attractive and accessible e-learning a reality, it is necessary for educational practitioners to have access to high quality electronic means of delivering e-learning contents.

In Adagunodo and Awodele (2009), an SMS user interface result checking system was proposed, the system was developed to allow the use of mobile phones for delivering examination results via short messaging service (SMS) in a university. The system was limited to only delivering of results and nothing else.

In Awodele et al (2009), an improved SMS user interface result checking system was also developed; the system was an improvement on the previously proposed one by Adagunodo and Awodele. It was concerned on improving the security of the previous proposed system. Similarly, the system was limited to only delivering of examination results.

The Board of Secondary Education in Orissa makes the HSC exam result available via SMS. The examination result is requested by sending the SMS Code: HSCR RollNo (for regular/regular Correspondence Courses) and HSCX Roll-No (for Ex-regular/Ex-regular Correspondence Courses) to 56505 (Deci,2008). The system allows requests from only BSNL Mobile and does not provide any form of security.

Hence, there is a need to maximize the use of mobile phones in delivering contents, thus, bringing about the idea of designing a system that uses mobile technology in delivering elearning contents and results.

Review of relevant literature such as E learning, Mlearning, mobile technologies among others will be carried out. Useful information will be gotten from the internet concerning e-assessment, mobile learning and related technologies like dedicated SIM, SMS gateway

A model of SMS based E-Learning system will be developed using the UML. The model will be implemented using threetier architecture. A suitable web programming language (PHP) will be used for programming on the web server that will act as the middle end, Web Integrated Development Environment tool and graphic tool (Adobe Dreamweaver| adobe fireworks) for the front end and MySQL database will be used to develop the backend.

At the end of the research, an SMSbased E- learning system would have been developed.
