The Approach
1. Survey of some slums (2000) shows Only 40% to 60% of the urban poor live in slums or squatter settlements. The rest live on pavements (close to work), overcrowded tenements, or commute daily from peri-urban areas 2. For a slum free India, it is not sufficient to address Existing Slums-
We cannot have inclusion without addressing the causes of exclusion We Need to Take a Whole City Approach
THE APPROACH
For a slum free country, RAY has to gather:
1. Multiple Partners 2. Institutional Funds 3. State Government Commitment 4. Community Participation
Slum Survey & Management Information System (MIS) 1. Formation of Slum Survey Teams & Supervisory Teams, Conduct of Training Programmes involving NSSO, CSO, State Statistics/Municipal Departments etc. for Slum Survey Operations
3. Biometric survey of Slum Dwellers 4. Development of web-enabled MIS, entry of data from Slum Surveys in MIS, compilation and collation of data, preparation of Slum Profiles, City/Zone and State Slum Database and Baseline Reports. The MIS is to be based on Open Source and will conform to the stipulations by Unique Identity Authority of India 5. Training of MIS Users 6. Socio-economic Analysis of Data accumulated through Slum MIS.

a) Establishment of Slum-free City/Technical Cells in Ministry, States and Select Cities for guiding the preparation and implementation of Slum-free State/City Plans Support proposed to be extended for 5 years

Reputed consultant team to be selected through a transparent process. Reputed NGOs/CBOs Social Mobilization Team to guide and anchor community mobilization for slumfree cities in the select pilots. Hardware & Software Procurement of Hardware and Software at Central,
Slum Development/Slum-free City and Slum-free State Planning, Project Management, Third Party Monitoring, Propoor Reforms, Municipal Strengthening, Community Mobilization, Social Audit etc. with the involvement of National Technical Institutions and National Network of Resource Centres coordinated by CGG in association with NRSC.
2. Other Technical Support inputs to States/ Urban Local Bodies for Slum-free State/City Planning as needed 3. Periodic Workshops to arrive at consensus on guidelines, slum free city planning and exchange of best practices and successful tools and techniques.

3.3 Conducting total station survey, contour survey, plan table survey & creation of geo-referenced digitized maps for all identified slum pockets and vacant lands in the city (including mapping of basic infrastructure network- in & around slum pockets & plot boundaries based on land titles). This will include cost of engaging technical agency (ies), training of ULB survey personnel engaged in directing of slum spatial survey, activities for community mobilization or involvement of facilities spatial surveys, etc.
Estimate based on cumulative area of all slum pockets and vacant lands identified (considering slum densities for high density slums where multiple types of survey techniques might have to be employed)

Preparation of Slum Redevelopment/ Rehabilitation plans, Zonal plans and city level slum free plans of action. 4.1 Analysis of spatial and socioeconomic data to create city level spatial and socio-economic reports to facilitate slum level dialogues for developing slum redevelopment/ rehabilitation plans. These works are to be undertaken by reputed consultants in partnership with lead NGOs all to be selected through a transparent process. Based on aggregate slum population and number of thematic layers to be created for each slum, zone or city.
