The Approach
1. Survey of some slums (2000) shows Only 40% to 60% of the urban poor live in slums or squatter settlements. The rest live on pavements (close to work), overcrowded tenements, or commute daily from peri-urban areas 2. For a slum free India, it is not sufficient to address Existing Slums-

It is as important to tackle the basic reasons behind the creation of slums:


1. Urban land and housing scarcities that make the market

unaffordable, not only to the BPL


2. An unrealistic town planning model that does not recognise poverty and forces more than a quarter of the

urban population into an extra-legal vulnerability

We cannot have inclusion without addressing the causes of exclusion We Need to Take a Whole City Approach

For a slum free country, RAY has to gather:

Preparation of Slum Redevelopment/ Rehabilitation plans, Zonal plans and city level slum free plans of action. 4.1 Analysis of spatial and socioeconomic data to create city level spatial and socio-economic reports to facilitate slum level dialogues for developing slum redevelopment/ rehabilitation plans.
