FY2014 STEM Education Reorganization Initiative


The Agencys education efforts will be fundamentally restructured into a consolidated education program funded through the Office of Education to support the Administrations FY 2014 Science, Technology, Engineering, and Mathematics (STEM) Education plan. The Agencys education efforts will use evidence-based competitive processes to fund the best education programs within NASA and coordinate closely with the Department of Education, the National Science Foundation, and the Smithsonian Institution to broaden NASAs capability to inspire and educate. The Agencys STEM education efforts will align its STEM education investments with the federal strategic plans of the National Science and Technology Council (NSTC) Committee on STEM Education (CoSTEM). The STEM Education Reorganization Initiative preserves Space Grant, EPSCoR, MUREP and GLOBE programs at NASA and refocuses $27 million to facilitate the wider application of its best education assets.

FY 2014 Programmatic Goals


Aerospace Research & Career Development (ARCD) - $33M Strengthens the research capacity of the Nations colleges and universities and provides opportunities that attract and prepare increasing numbers of students for NASA-related careers. Serves as a major link in the pipeline for addressing NASAs human capital strategies. The projects build, sustain, and effectively deploy the skilled, knowledgeable, diverse, and high-performing workforce needed to meet the current and emerging needs of NASA and the Nation. Contributes to the research needs of NASAs Mission Directorates and advances the Nations scientific and technology innovation agendas.

FY 2014 Programmatic Goals


STEM Education & Accountability (SEA) - $61.2M
Provides competitive opportunities for universities, schools, NASA centers, visitor centers, institutions of informal education, and other non-profit organizations. Highlights content, workforce, resources and facilities from all NASA mission directorates, and expands the Agency's reach through content imbedded in STEM coordination efforts. Emphasizes undergraduate participation in STEM research and education, preparing future scientists and engineers to enter the STEM workforce. Funds activities and assets that provide educators, learners, institutions or communities with authentic experiences based on NASA's mission. Allows education usage of NASA flight platforms (e.g. ISS, SOFIA, reduced gravity aircraft, EarthKAM, etc.). Ensures broad representation of underserved and underrepresented learners, educators and communities in NASA STEM activities and supports institutions 10 working to increase diversity in STEM fields.

National Space Grant College & Fellowship Project - $24M

Approach
Initiate competitive grant opportunities for consortia in each state, Puerto Rico and D.C. for award in FY 2015. Provide hands-on experiences for students to prepare them for future workforce and/or academic careers. Conduct state-based programs and projects in alignment with the NASA Education Lines of Business.

Experimental Program to Stimulate Competitive Research (EPSCoR) - $9M


$4M - Renewals $5M - New Awards

Approach
In FY 2014, NASA EPSCoR will issue a competitive call for extramural research awards, and will also support the third year (of three) of the projects infrastructure development awards to build NASA connections. The research solicitation will focus on priority research and technology development needs of NASA Mission Directorates and the Office of the Chief Technologist.

Minority University Research & Education Project (MUREP) $12M - Renewals $18M - New Awards
Approach

MUREP will support Historical Black Colleges and Universities (HBCUs), Tribal Colleges and Universities (TCUs), Hispanic Serving Institutions (HSIs) and other Minority Serving Institutions (MSIs).

MUREP will continue to provide services supporting scholarships, internships, mentoring, and tutoring for underserved and underrepresented students in K-12, informal, and higher education settings Consistent with CoSTEM, MUREP will assess and implement activities supporting individuals from groups underrepresented in STEM (women, persons with disabilities, and racial and ethnic minorities).

STEM Education and Accountability (SEA) Project - $31.2M
$4.5 million for the Global Learning and Observations to Benefit the Environment (GLOBE), a worldwide hands-on, primary, and secondary school-based science and education program.
$26.8 million to implement an evidence-based, competitive process that ensures the best application of NASA assets to meet the nations education goals and that supports STEM activities directed by the Department of Education, the National Science Foundation, and the Smithsonian Institution. This includes the infrastructure necessary to support the rigorous collection, evaluation, and dissemination of evidence of NASAs contributions towards the achievement of wider STEM goals. Align SEA investments to CoSTEM education priorities. Continue partnership competitions such as, but not limited, to NASA Visitor Centers and organizations authorized by Public Law 109-155 SEC. 616., i.e. museums and planetariums, to enhance partners programs related to space exploration, aeronautics, space science, earth science, or microgravity.

Approach

Identify innovations in education consistent with CoSTEM using validated practices that can improve STEM education impacts; fund evidenced-based evaluations, data collections, or performance reporting; and further reduce duplication among NASA investments in 13 higher education students.

FY 2014 Education Strategies


Expand partnerships with intergovernmental, academic, industrial, entrepreneurial, and international communities to leverage NASAs investments in STEM to reach a greater number of students and educators. Align Education Portfolio (Office of Education, Mission Directorates and Center activities) with the priorities and strategies in the CoSTEM 5-Year Strategic Plan. All education activities will be aligned within four lines of business: NASA Internships, Fellowships and Scholarships; Institutional Engagement; Educator Professional Development; and STEM Engagement Target resources to competitive opportunities for learners, educators, and institutions Informal, pre- and in-service educator professional development; experiential opportunities, internships, and scholarships students Utilize NASA's unique missions, discoveries, and assets to inspire student achievement and educator teaching ability in STEM fields. Continue Minority University Research and Education Project (MUREP) support to nations Historically Black Colleges and Universities, Hispanic Serving Institutions and Tribal Colleges and Universities through multi-year STEM grants to enhance their research capabilities and STEM curricula. In 2014, pursuant to congressional intent, allocates 67 percent of funds of budget request to three existing projects: EPSCoR, MUREP, and Space Grant.
