AREA 493 hectares; encompasses seven barangays (Barangay UP Campus, Krus na Ligas, San Vicente, Old Capitol site, Botocan, Culiat, Pansol) PEOPLE not less than 120,000 people at any given time. Many of the household residents are informal settlers and they outnumber the faculty, students and admin staff/REPS personnel. GATES UPD has 5 gates (Univ Ave, Magsaysay, Ylanan, Velasquez and Jacinto. The Shuster gate is also open during rush hours. OTHERS students and UP personnel have no uniforms; UP campus not enclosed by a fence; UP campus is open to the public at all times; 95% of UPD buildings are 40-60 years old;

PEOPLE:
Students , faculty and staff have no uniforms; hard to distinguish them from outsiders UPD has 23,585 students, 1,539 faculty and thousands of REPS/adm staff UP campus is not enclosed by a fence and access by anyone is easy UP campus is surrounded by major roads that are crime-prone but outside the patrol jurisdiction of UPDP: CP Garcia Ave, Katipunan and Commonwealth Ave.

OFFICE UP DILIMAN COMUNITY SAFETY AND WELFARE COMMITTEE (UPD CSWC)

DUTIES AND RESPONSIBILITIES 1. It is the highest policy making body with respect to campus security, UP Diliman 2. Establishes the minimum standards and policies and formulates the necessary security arrangements to enhance the quality and effectiveness of physical security in UP Diliman. 3. Undertakes a periodic review of the state of security in UP Diliman and evaluates the level of enforcement of the Terms of Reference stipulated in existing secuirty agency contracts. 4. Determines the rules of engagement of security guards and SSB personnel in UP Diliman. 5. Assesses the available techonology and other information systems as a means of providing costeffective improvements to security. 6. Performs other-security related matters.

1 Exercises control and supervision of the UP Diliman security forces 1 Assists the Chancellor in the supervision and control of UPD security forces 2 Co-chairs the UPD Community Safety and Welfare Committee 3 Ensures the enforcement of the terms of reference in the contracts of security agencies 4 Performs other tasks that may be additionally assigned by the Chancellor 5 Manages and supervises day-to-day security operations 6 Evaluates the performance of UPD security forces and recommend such measures needed to enhance their efficiency, discipline, morale and professionalism. 7 Accountable to the UPD Chancellor

CHIEF SECURITY OFFICER

OFFICE UP Diliman Police (UPDP)

DUTIES AND RESPONSIBILITIES 1 Performs basic police tasks: patrol, traffic, investigation and follow-up of cases and suspects. 2 Enforces laws, city ordinances and university policies and regulations to protect life and property, maintain peace and order and prevent and control crimes. 3 Apprehends whose who violate the laws, city ordinances and university policies and regulations. 4 After initial investigation of suspects, turns them over to the appropriate QC police station for further investigation. 5. Submits investigation and other reports to the CSO. 6. Generally performs such tasks similar to those assigned to the PNP members within its area of responsibility. 7.Performs such tasks as may be assigned by the Chancellor and/or the Chief Adm Officer (security).

OFFICE SUPERVISORY TEAM FOR PRIVATE SECURITY (STPS)

DUTIES AND RESPONSIBILITIES 1 Supervises the security guards (SGs) and their respective agencies based on their contract with UPD 2 Submits regular monthly reports to the CSO evaluating the performance of the SGs and their agencies. 3. Recommends issuance of commendation to SGs with commendable performance. 4. Investigates and recommends appropriate action against erring security guards. 5. Performas such tasks relating to to the SGs and their agencies as directed by the Chancellor and/or the Ch8ief Adm Officer (Security).

TASK FORCE ON SQUATTERS, COMMUNITY HOUSING AND UTILITIES (TF SCHU)

DUTIES AND RESPONSIBILITIES


1 Contains the proliferation of illegal structures and illegal settlers consistent with existing university policies. 2 Effects the demolition of illegal structures that have been issued demolition notices. 3 Ensures that the orders of the Housing Office which were coursed to the CSO regarding UP community housing units are strictly enforced. 4 Ensures that the orders of the OVCCA-OCR on self-built units (SBUs) that were coursed to the CSO are strictly enforced. 5 Performs such tasks as directly by the CSO and/or the Chancellor.

SPECIAL SERVICES BRIGADE (SSB)

DUTIES AND RESPONSIBILITIES


1. Secures by preventive patrol the academic oval and such areas as may be assigned by the Chancellor and/or the Chief Adm Officer (Security), 2, Provides support to operating units (e.g., directing traffic at busy intersections and other areas, fixed security to special events and activities, etc). 3. Apprehends crime suspects (citizens arrest) and turns them over to UPDP. 4. Assists in the follow-up of cases and suspects. 5. When warranted, act as checkpoint guards. 6. Performs such tasks as directed by the Chef Adm Officer (Security) and/or the Chancellor.

01. The security forces are under faculty supervision and control. 02. Operating units are under the supervision of UPDP officers. 03. SGs on day shift are not authorized to carry firearms. 04. SGs are recruited by their agencies, not by UP, but they are subject to disciplinary action and control by UPD authorities 05. Security forces have defined areas of responsibilities. If warranted, however, they may be tasked to engage in joint operations. 06. Campus security is continuously enhanced through conduct of relevant training, salary upgrades, hiring of qualified security personnel and use of affordable technology (e.g. barrier grates and CCTV). 07. Arrested suspects in the UPD campus are turned over to Station 9, QC Police District for proper disposition. UP students, if suspects, are handled in coordination with the UPD Office of Student Affairs.

MISSION

The UPD security forces envision the ever-increasing effort of police forces in colleges and universities in the Philippines towards greater professionalism. It will be an active participant, contributor and leader in this effort. To maintain peace and order in the UP Diliman campus by enforcing applicable university rules and regulations, Quezon City ordinances and basic laws.

01. Only qualified personnel can do guarding duties in the campus. 02. No UP sticker, No entry: without a UP-issued sticker, no motorist can enter and exit at any gate except at the University Ave. All gates close at 10 pm and open at 5 am, except the University Ave. 03. Regular rotation of SGs to prevent problems resulting from familiarization. 04. Crime deterrence through maximum police visibility 05. Strict enforcement of maximum tolerance when confronted with mass actions 06. Peace and order maintenance with utmost regard to human rights, due process of law and UP traditions. 07. Outside police forces as well the military can not conduct operations in UPD campus without prior approval of UPD authorities. 08. Maximum collaboration and mutual respect between UPD security forces, barangay authorities and the QC police forces are encouraged.

01. Hiring of new personnel and adjustment of the salary grades of existing personnel commensurate to their qualifications. 02.
