Learner IS
Objectives
Timely and accurate data about the learner (thru an LRN) Track the progress of learners

Outcomes
Ensure quality education delivery Determine local education needs Enable planners support national development objectives.

Learner IS
Difficulties
Report consolidation Inaccurate data Fictitious learners, multiple identities 503,683

Indication of
Multiple copies of data related to learners Mishandling and/or mismanagement of data

The LRN
The Learner Reference Number (LRN) is a unique and permanent 12-digit number assigned to a person who enters the Philippines basic education program.

Registry of Learners
The use of the LRN is in fact intended to reference a Registry of Learners which serves as a centralized and authoritative database of all learners.
To date, there are about 20 million learners already in the registry.

LRN Principles
Uniqueness Singularity Persistence
No two learners A learner should not A learner should have should be assigned the be assigned more than the same LRN same LRN one LRN. throughout the entire Basic Education Program.

LRN offers access to learner profiles in the registry and even performance data as he or she completes the program, whether it be in the formal or non-formal mode of learning.
Every piece of knowledge must have a single, unambiguous, authoritative representation within a system.
