PERTAINING TO BOMB THREAT

What is the bomb threat or bomb hoax ?

- A telephone call received from someone or unknown person
saying
that there is a bomb in the building.

Who normally would receive the bomb call ?

- Telephone Operation or those who are using a direct telephone
line.

What are the reasons for them to make a bomb call ?

- Jealously, political malice, business competitor, like to see riot or
havoc and taking advantage of the current worlds crisis.

What would you do when received a bomb call ?

- Treat every incident as the real thing until proven otherwise.

Who are their targets ?

- A famous building or premise in the world or country.
- Political party or government.

When they would make a bomb call ?

- There is no specific time.

Who are they actually ?

- Terrorist
- Opposition party.
- Individual or group who has heart feeling against someone or
organization.

What types of bomb normally planted in the building ?

- Remote control bomb.
- Timer bomb.
- Booby trap.

SEARCH PROCEDURES

A search of entire buildings by management and supervisory

personnel
A search carried out by the Emergency Control Personnel within
our organization
There is no time for total search and partial or full evacuation
must be ordered

WHAT TO LOOK FOR

A package is labeled suspiciously

The package appears similar to that described in the original
report
The physical characteristics are suspicious in size, shape,
volume and sound
Signs of forced entry, footprints, scrapes or fresh diggings
Presence of tape, wire, string or explosive wrappings
Any signs of tampering with electrical installations

DISCOVERY OF SUSPECT OBJECT

Do not touch the package

Clear everybody from the vicinity

Immediately notify the Security & Safety

Manager

Descript the package and precise location

EVACUATION PROCEDURES

Trigger the Emergency Alarm

Take out all personal belonging

Left all doors opened

PREVENTIVE MEASURES

Good Housekeeping and Security aspects should be practiced

Remove rubbish, waste and unwanted packing on a regular basis
Ensure that emergency doors, exits and walkways are free of
obstructions

SECURITY MEASURES

Develop an inspection procedure for all incoming packages

Determine likely locations for the placement of such devices
Lock or secure rooms and closets in public areas when not in
use
Control access to critical areas
Consider photographic surveillance and intruder surveillance
Ensure there is adequate interior and exterior security lighting
Report the unusual and challenge unescorted strangers

ROLES PLAY OF HOTEL EMPLOYEES

IN PREVENTING THE BOMB TRAGEDY
FRONT OFFICE

Concierge and reception staff are instructed not to accept any parcel for guest whose
name is not registered and to call guest immediately upon receiving parcel. To alert
Security Department on any suspicious item left on the floor.

Doorman must ensure that no car is allowed to park in the front without identifying the
guest and the car owner must inform doorman the purpose and the whereabouts of
his visit in the hotel. Doorman also must inform security of any suspicious characters.

Front Office Department and Security Officers briefed on handling parcels and other
items.

Monitor house guest who pay by cash.

Pay close attention to all activities in the lobby.

Pay particular attention to nationality of guests and country of origin

Pay particular attention to photograph on passport to see it tallies.

Pay special attention to suspicious bags, parcels and luggage that may be laying
unattended.

Monitor all in-coming deliveries that may be suspect.

Monitor any situation, actions of persons that seem out of character.

Pay attention to unauthorized vehicles parked along the hotel driveway for unduly
long periods.

Check guest profile from high risk countries more thoroughly.

Staff must ensure that no suspicious persons loitering anywhere in the building at
lengthy period without being checked.

Group movement at lobby to be properly marshaled at a designated area of the lobby.

Guest bags / suitcases / parcels should be claimed or kept near the owner.

The same bags / suitcases / parcels should not be left unattended.

Staff to treat suspicious parcels / bags / bags with caution and get advise from
Assistant Manager, Security or Police.

Doorman / Concierge must monitor car movements and car parked in the parking lots
in front of the hotel, as well as keeping a close lookout for any suspicious package /
item left unattended either in front of the hotel, in the public areas of the hotel and / or
in the back-alley behind the hotel.

Any long-term guests who stay in the hotel for a week and upon check-out, settle their
payment by cash, Security must be informed and guests particulars will be put on
trace.

To be vigilant of suspicious people handing over removable items to the Front Office
Information Counter or Business Centre.

Reviewing of the Bomb Threats procedures with Telephone Operators.

Reinforced security both at the front driveway and maintain access control at the
loading bay with the help of Concierge.

Butlers, Room Attendants and Supervisors doubling up and are on the lookout for
activities on guest floors and to report suspicious activities.

All telephone calls to guestrooms are screened after midnight before they are being
put through or as and when requested by the in-house guests.

All Telephone Operators to be briefed and trained in bomb hoax and emergency
situations.
