PROJECT ENVIRONMENTAL MONITORING

AND AUDIT PRIORITIZATION SCHEME

(PEMAPS)
- is a simplified, semi-quantitative
environmental risk assessment (ERA)
that can be applied by non-ERA experts
mainly for planning purposes

PROJECT ENVIRONMENTAL MONITORING

AND AUDIT PRIORITIZATION SCHEME
(PEMAPS)
1. Conceptual Basis
2. Scoring Guidelines

PEMAPS
Adapted from the risk-based

methodology called National/Regional

Industry Prioritization Scheme (NRIPS)
developed by EMB-USAIDs Industrial
Environmental Management Project
(IEMP)
Uses Environmental Risk Assessment
(ERA) technique

ELEMENTS OF ENVIRONMENTAL RISK

ASSESSMENT
1. SOURCE/STRESSORS
- environmental aspects of the facility or activity or
environment which can cause impacts on vulnerable
receptors, directly or indirectly if transported through
certain pathways.
2. PATHWAYS/FATE
- environmental media such as air for air pollutants and
water bodies for water-borne contaminants
3. RECEIVING MEDIA & RECEPTORS/VULNERABLE
VICTIMS
- human beings, flora, fauna, ecosystems or ecological
services and life support systems

PEMAPS Scoring Guidelines

Instructs the scorer on how to determine the
number of priority points to assign to a project or
undertaking or facility covered by the PEIS and
issued an ECC
Helps the scorer decide when an assumption
must be made when relevant information is
insufficient or lacking

Risk Criteria and Points for PEMAPS

Scoring
1. Project Considerations (20)
a. Industry Factors
b. Waste Generation & Management
c. Pollution Control Systems (PCS)

2. Pathways/Transport of a Contaminant
(6)
a. Prevailing wind direction
b. Rainfall
c. Terrain
d. Depth to groundwater

Risk Criteria and Points for

PEMAPS Scoring
3. Receiving Media/Receptors (38 pts.)
- Determines the relative potential risk of a facility

4. Environmental Performance (34 pts.)

- Compliance (RA 8749, RA 9275, RA 6969, PD
1586, RA 9003)
- Complaints

5. Regional Priorities & Thrusts (2 pts.)

TOTAL PEMAPS SCORE = 100 PTS.

Prioritization of PEMAPS Score

1. Project Risk Categorization
- Sub-total points from project considerations,
pathways, receiving media, environmental
performance are added.
- Sum of points are then categorized to:
* high risk (70-100 pts.)
* medium risk (40-69 pts.)
* low risk (0-39 pts.)
