Local Cell Configuration

The

local cell ID information should be configured first in RNC, so

that the Iub interface can correctly deliver the corresponding logical
cell data during the establishment of a cell.
Before

configuration, negotiation should be performed on NodeB

side to obtain the local cell ID. By executing ADD LOCELL, the
local cell ID and the relationship between the local cell and NodeB
can be added.

Local Cell Configuration

In actual configuration, merely Local Cell ID and NodeB
Name need to be specified. Local Cell ID is used to identify
the local cell. Local cells are sequentially numbered in
NodeB. To facilitate management, sometimes, they should
be sequentially numbered in UTRAN. NodeB Name is
already configured by executing ADD NODEB. Here, the
input NodeB name should be consistent with the configured
NodeB name.

Load

Congestion Control algorithm

LCC is to avoid call drop or QoS fall due to shortage of downlink

transmit power resources in the cell so as to enhance the cell
stability

The transmit carrier power (TCP) of the cell may increase

abruptly and the system may become overloaded or even
congested in the following cases:
The access admission thresholds are too high and too many UEs
gain access to the cell at one time.
Best Effort (BE) services increase abruptly.
A large number of UEs move away from the NodeB at high speeds.

LCC Configuration
Load

Congestion Control algorithm

LCC judges the downlink load by the ratio of the downlink TPC
to the cell maximum transmit power.

When the downlink load exceeds the congestion start threshold,

LCC considers that congestion occurred. It then limits the BE
services with lower priorities and rejects new access requests
through relevant algorithms until the downlink load drops below
the congestion stop threshold

and UE GPS timing of cell frame for UE positioning.

RNC (Radio Network Controller): It manages and controls the radio

resources in the positioning system, and transfers various positioning

NodeB: It performs common and dedicated positioning measurement. The

common measurement refers to UTRAN GPS Timing of Cell Frame for UE

SMLC (Serving Mobile Location Center): It is the controlling and processing
