After determining the unique MBCCH frequencies of 1800 and 900 Macro, Micro and Pico layer, we
have arrived at a set of frequencies that will be used for BAL Rotation.

Measurements needed by BAL Rotation


The following measurements must be activated before starting BAL Rotation. These are:
1.) Channel Finder
2.) Defined Adjacent Cell (DAC)
During dedicated mode, the mobile reports 6 strongest BCCH carriers that can be found on the
serving cells BA List (BAL).
If the measured BCCH carrier does not belong to the serving cells adjacency list, the
measurement report will go to PM datas Channel Finder table.
If the measured BCCH carrier belongs to the serving cells adjacency list, the measurement
report will go to PM datas Defined Adjacent Cell table.

How measurement reports are classified


Measurement reports are stored as I / C values (ICR) into 3 different classifications depending on
the thresholds set.
Below is an example on how I / C is computed assuming that all BSIC are decoded.
Serving cell is 10979 and mobile is camped on
BCCH channel 639.

Top 6 strongest BAL BCCH carriers ( I ):

The I / C value (ICR) would be the following:
10979 > 30314 -75 - -80 = +5dB
10979 > 20314 -88 - -80 = -8 dB

10979 > 30912 -92 - -80 = -12 dB
10979 > 10912 -94 - -80 = -14 dB
10979 > 20912 -98 - -80 = -18 dB

How measurement reports are classified


The BSC allocates or stores the measured ICR values as shown below

DB2

DB1 and DB2 are threshold parameters when activating the channel finder and defined adjacent
cell measurements. The current values that we used for DB1 is -15dB and for DB2, it is 0dB.
Only n2 and n3 column values are considered to have influence on serving cells BCCH carriers.
Going back to the previous example,
10979 > 30314 -75 - -80 = +5dB
10979 > 20314 -88 - -80 = -8 dB
10979 > 10314 -90 - -80 = -10 dB
10979 > 30912 -92 - -80 = -12 dB
10979 > 10912 -94 - -80 = -14 dB
10979 > 20912 -98 - -80 = -18 dB
Antenna or radiation pattern of Cell ID 20912 does not affect 10979s because its ICR value falls
on column n1. Antenna of 30314 has the greatest effect on 10979s antenna therefore cochannel frequency assignment must be avoided.

Blind spots
There are cases that the BSIC cannot be decoded because of interference. In this case, a
simple prediction must be made to determine the real source of interference. Distance and theta
angle is considered.
In this example, the mobile cannot
determine where channel 636 is coming
from and what cell it belongs to. By
making simple prediction, it can be
determined that cell id 30314 is the real
source of interference because of its angle
and distance from 10979.
