needs.
Many confusing options that dont answer

all the requirements


Complex issues that cloud the best interests

and maximum returns


No need to rush into a quick answer

consider the long range implications and


uses of such a parcel

Consideration for Casino, Performing Arts

Center, Open Space for summer concerts,


office space, condominiums, restaurant,
possible five star hotel facility, observation
deck.
A green space for Summer Festivals
A parcel that would reflect the citys growth

potential, and a reason to continue to build


the city.

Can the Complex answer


all the questions?
Certainly not !
But it may be able to answer some of the more

business and recreational requirements


The question of the casino seems to be off the table
The need for a Fringe Festival and Xerox Jazz

Why not make a statement for the 21 st century
Design a multi story -21 story building which will be a

beacon for the city with underground parking for


events and business
Create a glass and steel structure that will be the new

hallmark for the city


A high-end corporate office location, five start luxury

hotel, a national Michelin designated restaurant


Observation deck, bar and small entertainment area
Possible one floor Rochester Optics Museum

Provide Tax Revenue


You want to be able to use the space as a

multi- functional mix of business


enterprises and an entertainment venue
with 3000+ seating capacity.
Generating Tax Revenue for such a facility

should be a necessary requirement.


Using the green space area, does nothing to

provide tax revenue

Considerations
Putting up a square shaped multi story office

tower does not represent a unique opportunity to


showcase downtown Rochester
There may arise the potential of the green area

park as a protesters, indigent and gang meeting


place which would require constant supervision
The Green Area while necessary for Summer

Shows, there needs, as a strategic plan, an area


rather than a fix because of the possible
elimination of Block F.

Opportunities
Along with the other building sites of the Fringe

Festival and the Xerox Jazz Festival, consideration


ought to be given to making a long range commitment
to provide space in the newly enclosed Inner Loop for
such venues.
A requirement for outside summer entertainment

could be housed in temporarily positioned tents


until a more satisfactory decision may be made.
A master plan is needed for this growing huge potential

need for Rochester, known for its musical capabilities


world-wide
We cant have band-aid fixes each year- the music is
here to stay and grow.

and Street floor is entry to the 4 story 3000 seat PERFORMING
ARTS CENTER .
The tower houses Executive Offices, Luxury Condos, Conference
Center, Museum,
Sky Garden with Observatory, Breakout Rooms/ Boutique
Restaurant.
The design had to house a 4 story column free Arts Center and
so we looked to
one of the most famous buildings in the world; the Eiffel Tower in
France.
The Eiffel Tower can house a city block under it by using huge
transfer trusses at
it's base. We employed the same type of design.
The tower straddles the two streets on each side of the base and
Rises up with sloping sides containing extended floors projecting
out which then provides a structure

The tower including the performing arts center accounts for the
initial design for the purpose of presentation a total of 610,000
sq feet.
The square footage can be reduced either by eliminating stories or
rather by shortening the length of the building but of course
that requires a study as it changes elevator and stair locations.
At the 600,000 square feet in today's market of construction costs
the estimated cost would be in the range of 156 million USD to
159, million USD.

converted it into more detailed sketch seen in the

Ron Broida then captured Dewolff sketch and digitally


placed it in Parcel 5 and we were pleased that the shape
did not over power
