Evolution from Marketing and Sales Org in 2000 to DEPO, still
adhoc organization, yearly extension sought from PM
Frequent visits by foreign dignitaries to DEPO Display Centre
Re-location to Islamabad in 2009, dismantling of Display Centre

RAISING OF DEPO
Decision of JCSC Meeting on13 Jan 2001
DEPO be established as an Autonomous Body under MoD (DP Div)
and housed in Army Museum
Govt of Pakistan, MoD, JS HQ, Three Services and DPEs to provide
unambiguous support to DEPO
Case be processed for Govt approval
Coordination Cell for IDEAS consisting 1 x Maj Gen, 2 x Brig and 3 x
GSO I/II be permanently absorbed into DEPO
Additional staff be posted to DEPO: 1 x Cdre / Capt,1 x Air Cdre,6 x
Maj / Equivalent from three services, 20 x Clerks / administrative
staff from three services

Provide a platform for facilitation, promotion and development
of defence exports (products and services) in public and
private sector
Act as advisor to Secretary (DP) for proposing policy options to
enhance defence export and address appeal/grievances of
foreign customers
Coordinate promotion of defence export with govt agencies /
organization including foreign missions
Promote defence export through interaction with high level
military delegations proceeding abroad and foreign high level
military delegations visiting Pakistan

Conduct seminars, workshops, exhibitions and conferences
connected with defence exports, and facilitate / coordinate
participation in foreign exhibitions
Assist Defence Services in marketing training packages, overhaul
/ maintenance facilities, surplus stores and obsolete equipment
Coordinate services of Pakistani consultants for contract
management wherever required
Advise and Assist Defence Manufacturers in evaluation and
selection sales representatives

IDEAS is the flag ship of DEPO and org biennially
First IDEAS was held in year 2000
M/S Pegasus remained event manager till 2006, E
Commerce Gateway selected to organize IDEAS 2008, 2010
IDEAS 2010 planned but cancelled due to floods
IDEAS 2014 was conducted in Dec 2014
IDEAS 2016 planned from 22-25 Nov 2016

SCOPE OF PREPARATION
Intense follow up of previous IDEAS to include:
Post mortem of IDEAS for next 4-6 months including series of
marathon debriefing sessions with EM & team in Islamabad and
Karachi
Preparation of Post Event Report
Liaison up with all stakeholders especially Federal Govt, Sind Govt, 5
Corps, DPEs, private sector, think tanks, academia, industry etc
Briefings to Standing Committees of Senate and Parliament, JSHQ,
MoDP,
Establishment of Pak Pavilion in 3 - 4 foreign exhibitions every year
Preparatory stage consists of 2 years especially signing MoU, space
booking, persuading DPEs for participations, intense liaison with govt orgs,
Armed Forces,foreign organizers,
Identification of best commercial practices in foreign 23exhibitions and

Preparatory Phase of next IDEAS including: Invitation letters to all foreign missions in Pakistan and all \Pakistani
missions abroad
Marketing of IDEAS in foreign exhibitions and persuading domestic
exhibitors,
Liaison with govt organizations, LEAs,
Booking of Expo Centre, payment of advance rent,
Demand of subsidy for domestic exhibitors
Organizing three steering committee meetings in Karachi (each meeting
consists aprox 40 organizations and 55 representatives), follow up and
implementation of steering committee meetings is ensured through
Minutes and confirmation letters from the concerned organization
Monitoring EM for timely completion of all activities
Presentations to MoDP, JSHQ,
Setting up DEPO offices in Karachi one month in advance

Commerce (MoC) remains an uphill task for DEPO

CHALLENGES
Against an overall requirement of Rs 125 M demanded for IDEAS-2012,
only Rs 60 M was allotted, which caused extra financial burden to the
Event Manager, who had already provided subsidy of Rs 125 M to
domestic exhibitors for encouraging maximum participation
Case pending with MoC for release of remaining Rs 65 M
Subsidy requested for IDEAS-2014 was Rs 130 M but less then 50%
was released that too, after six months of holding of IDEAS. This
resulted in lot of difficulties in attracting local exhibitors for IDEAS-2014
Approximately Rs 130 150 M subsidy is required for each IDEAS
Meeting of Min DP with Min of Commerce on the issue was planned on
25 Aug but has been postponed

Rebate on Booking of Expo Centre
Trade Development Auth of Pakistan (TDAP) provides subsidy
to Chambers of Commerce during their exhibitions arranged at
Expo Centre Karachi. Expo Pakistan is a case in point where
50% subsidy is provided for booking of Expo Centre
TDAP charges 100% amount from DEPO. It charged Rs
10.875 million and Rs 20.970 M for booking of Expo Centre for
IDEAS-2012 and 14 respectively and case for rebate is lying
pending with MoC / TDAP
