Warning and Malfunctions

Battery Supply This means that there is no AC supply
present to the recloser and it is running on Battery Supply only. A
fully charged battery will last for approx. 120+hours before
shutting down. Please check the UPS status explained earlier in
this document for remaining percentage of battery capacity.

OSM Coil Isolated This means that the Mechanical trip ring
is in the isolated position and the switch can not be closed until it
is returned to the normal (up) position.

SIM CAPS NOT CHARGED This means that the SIM module
that houses capacitors for tripping and closing is not ready to be
operated. It will appear when the mechanical trip is isolated. It will
also appear when the cubicle is powered up for the first time and
the capacitors are being checked and charged.

Please contact NOJA Power service if any Malfunctions are

experienced on the equipment for further advice and procedures.

First Level of Signal Conditioning for relay, System Running LED
Control cable connection

RC10 Power Management

RC10 Power management controlled by SIM

Battery temperature is monitored by the SIM module and
charging current is adjusted to ensure optimum charging.
An External load (eg radio or modem) can be supplied for
a user configurable time (External Load Time) of up to
1440 minutes after loss of AC supply before
automatically shutting down to conserve batteries.
Ext load supply output = 10.2 16 VDC

RC10 Power Management

The controller will move into

standby state when Aux supply is
off and the User set shutdown
level is reached.
20% = factory default

External Load will not turn off is

Ext load time is set to zero.

Communications equipment
connected to the Ext load can be
reset with Ext load Reset time.
zero = no reset

RC10 Power Management

The external supply will supply 20W on average over a rolling

60 seconds window. So, for example, if the external load
supplies 30W in the first 30 seconds then only 10W can be
supplied over the next 30 seconds to ensure an overload does
not occur as shown in Example 2 below.

Short circuit protection is provided for external supply

Relay Module

Relay Module (REL)

3 x USB ports (NOJA approved accessories only)
1 x RS-232 (DTE)
3 x Inputs (User Defined)
1 x Ethernet Port (REL-02)
Signal processing for measurement and protection

Power Supply Module

Power Supply Module (PSM)

Contains transformer, 6.3 Amp fast blow fuse, 4 Amp MCB and GPO
PCB with surge protection circuit

Up to 2 modules can be fitted
Contains 8 inputs and 8 outputs
Each output has NO and NC contacts
SCADA Control and Monitoring
Isolated (5 kV impulse)
Digital Inputs on Relay Module (DI)
Can be assigned to any control point
NOT ISOLATED wiring not to be taken outside

Voltage measured on ALL bushings (when open) - standard

Measurement
The SIM Module accepts the signals from the CVT and CT
outputs in the OSM tank and transfers them through to the
Relay Module after filtering the signals
The Relay Module converts the analogue signals received
from
the SIM Module into digital data for use by measurement
and protection
The measurement data is filtered for harmonic content and
the
RMS value of the fundamental signal is used by Protection
and Indication applications

Measurement

Measurement

Frequency is automatically detected and system will lock onto this

frequency

Current and voltage channels are sampled 32 times during each

power frequency cycle

RMS values for active and reactive power / energy values, power
frequency, power direction and phase sequence are calculated
once per cycle

Metering and display values are updated every 16 cycles

Power Quality
Data relating to power quality issues can be captured by
the RC-10 and can be analysed to allow utilities to address
the cause of these factors before they degrade line assets
or trigger penalties from regulatory bodies.
Data includes:

Oscillogram of the waveform (COMTRADE)

Harmonics
Long and Short Interruptions
Sags and Swells.

Loss of Supply Detection Level

The LSD element indicates to other protection elements
that supply has been lost. To provide validation of loss of
supply both voltage and current are monitored, activation
of the Loss of Supply Detector output requires (Uabc< OR
Urst< OR (Uabc< AND Urst<)) AND Iabc<.
The LSD_level is configurable between 0.5kV and 6.0kV.
Refer to section 5.2 for details on how to change the
LSD_level
setting.

Phase Configuration
Phase Configuration allows a customer the
capability to re-configure default phase
designations, according to their own line
connections to the Recloser
All measurements, indicators, records,

Real Time Clock

The Real Time Clock

provides measurement of
real date/time for all
elements with 1ms
resolution.
The clock is powered
directly from the battery
and, once set, date and
time only requires
adjustment if the battery
has been disconnected or
turned off with no auxiliary
supply connected to the RC
cubicle.

Real Time Clock

Controller time can be synchronised with time from PC using CMS

or by SCADA
Time can be set through the Panel

Real Time Clock

Controller time zone must be correctly set for site location so that
event log time stamps to be at the local time. Otherwise log time
stamps will be recorded at GMT/UTC time (+00:00).
Eg. Brisbane, Australia = UTC+10:00
San Francisco, USA = UTC -8:00
Sao Paulo, Brazil =
UTC -3:00

Real Time Clock

SCADA time must be configured for Local or GMT/UTC for correct

time stamp at the Master control room.

Fast Keys

Fast keys allow the status of protection elements and the active
protection group to be set by an operator using a single push
button.
When enabled they can only be used when the Panel is set to
Local control mode.
The panel Fast Keys can be programmed to be available or not
available according to local operating practice. If a Fast Key is
disabled, pushing it will have no effect.
If a fast key is Disabled (eg. AR)
AR function can still be ON.
The button has been made
unavailable.

Configurable Fast Keys

Configurable Fast Keys

Panel Fast Keys have functionality to allow restricted reconfiguration of
some of the fast keys to meet some specific customer requirements.

Four options are available. Specific overlay stickers are available for
each

Delayed Close

This feature inserts a delay

before closing the Recloser
when the Close button is
pressed on the Operator Panel
(or PC initiated, using CMS).

The delay can be set from 0

300 seconds. This allows an
operator time to move away
from the Recloser before the
close operation occurs.

Off by default

Serial and Model Number

The OSM Serial number defines the OSM Switch Type.

It is important that the correct serial number is
entered.
Coefficients are provided on certificate in the RC10

Serial and Model Number

The OSM type and serial number can be changed on

the Panel

Single/Three Phase
Single phase, Two Pole and
Three Phase devices both use
the same controller and
software
Single phase only has an A
phase
Changes between Single Phase
and other models restricted
First 3 digits of OSM serial
number define switchgear type

Calibration

Current sensing is carried out by Current Transformers

(CTs). Voltage sensing is by means of Capacitive Voltage
Transformers (CVTs).

An individual calibration coefficient is determined for each

of the six voltage channels received from the OSM. These
six measurement coefficients and the OSM serial number
are also entered by the user.
