Property Services to Schools 2017

Ongoing Changes To the Property Service To Schools:

Stage 1: The reintroduction of an in-house Property Service Desk


during the summer of 2016.

Stage 2: The replacement of Bilfinger with a framework of specialist


contractors using local SMEs wherever possible currently in
progress.

Stage 3: Refreshing of the property maintenance service packages


offered to schools details of a single new Property Plus package is to
be circulated to schools very shortly.

Property Plus Package Proposal For Schools:

Proposal to combine both the Buyback and STAR packages into a


single new package Property Plus.
A fairer and more transparent service for all schools and academies

A membership fee,
A comprehensive planned preventative maintenance (PPM)
service,
A reactive maintenance itemised account, and
The facility for undertaking one-off building work commissions.

The Property Plus Package Membership:

Access to Property Plus will be through an Annual Membership Fee


which in turn will provide:

Unlimited 24/7 service desk support

A new customer web portal

Access Property teams operational and technical expertise

Access to approved framework of maintenance contractors.

The Property Plus Package PPM and Reactive Service:

All Schools & Academies will have access to a Comprehensive


PPM Service consisting of:
Individually priced for each school
Personalised PPM schedule

Your school will have its own Reactive Maintenance Account


Youll only pay for reactive work you log through the service desk
Advantageous rates charged by the contractors through bulk
purchasing of services.
All works will be carried out by an approved framework
contractor.

How Property Plus Will Work:


Upon request a school will receive an itemised quote for the
membership fee and the itemised cost of the years PPM servicing

1. Make One-off payment for annual membership fee at the outset.

2. Make One-off payment for all the scheduled PPM work for the year.

3. Individual account for reactive work


Request work as needed
For speed, well approve work up to a value of 500 on your behalf
You will be able to check progress of works either through the
Service Desk or the web portal.
Well invoice you monthly

A. No our scheme will run from April April and your sign up is for a full
annual term

Q. Will you write to school individually regarding the offer and bespoke

A. Yes in the next couple of weeks every school (all phases) will have been

Q. We are a new school and now require a conditions survey? We are a


VA/VC school?
A. For VA/VC schools conditions surveys cannot be carried out by BCC we
apologise for this.

Fees Explained
The costs will depend on the size of your school, an example that we have just
completed is for a school with a footprint of 5000 m2 9999 m2.
The costs for the survey was 900, which BCC contribute half of the cost of
the initial survey, and the school paid 450 at this stage.

After the survey the cost for the more detailed Investment Grade Proposal
(IGP), was another 900 which is a payment provided by the school. Assuming
the project proceeds to the installation, the cost of the IGP of 900 will be
rolled into the project costs.

Launch of Finance Handbook

Finance Operations are currently working on a re-launch of


the Finance handbook and review current finance guidance.

The aim of the Finance Handbook is to provide concise,


straight-forward instructions.

All instructions and forms will be grouped by subject matter.

New handbook will be called Finance For Schools and


replace the Local Management handbook and current
guidance & forms.

Investigation Into Income Collection

During September, a review by Internal Audit of the current


income collection and banking process has identified
breaches of BCC Financial Instructions (7.7) and Charity
Commission Guidelines.

All monies due to School Budget Share should be banked to


the School Fund. Audit have highlighted that this is not
always the case.

We are currently working on a solution that will mean in future


income due to Budget Share will not need to be banked to
the School Fund

Investigation Into Income Collection

What happens next:

From 1 April, schools who bank cash or cheques only will


need to pay them directly to School Budget Share (paying in
books available from Finance Service Desk) or local bank
account
RACLs (for non-cheque book schools) e-mail to FSD
During Summer Term we will work with schools to determine
how all other income is to be processed in future to comply
with requirements:
From September, the new income process will be in place.

The Year end timetable & supporting notes are on Finance


Zone on schools web.
Any outstanding income or expenditure relating to 2016/17
will need to be included on your Debtor/Creditor accrual form.
Remember not to include any internal transactions (other
BCC schools or BCC service areas).
Deadline for DR/CR submission is 16th March
The DR/CR E-form is on FLM portal- BSYE Year end Journal.
Will need to ensure at least 2 people have access to the FLM
portal one of whom will need to approve the accrual journal.
Please remember that the Head Teachers conference on
16th & 17th March!!!

Points to remember:-

Evidence is required for all accruals. It should be scanned &


attached to the Eform- those without evidence will be reversed.

If an accrual has been raised and an invoice/income is then


received you must wait until 1st April to process in the new
financial year.

March - accruals for income relating prior to March that has not
been banked will not be accepted.

A. Yes in the short term you can continue usage of Parentmail, but could
change from September onwards.

Q. Does this include trip money?

A. Yes

Q. Does this change mean we will no longer have a private schools fund?

A. No, you can still pay into your school fun and transfer to the budget, which
will make it easier for parents until change is embedded with writing
cheques to Bucks County Council.

already accountable to BCC for all funds?

A. Not all schools require to adapt to changes as all items have been
recorded in School budget share.

Q. Will you be supplying full guidance to support us with the change?

A. Yes, we will supply full guidance via Schools Bulletin prior Easter holidays
and provide advisory notice to parents.

Government has finally provided more clarity for Local


Authorities
Maintained Schools
Letter sent confirming inclusion
Maintained Schools with an external provider have been
told how the scheme should be operated.
Levy deduction to be applied regardless of wage bill
No Levy Allowance to be claimed
Maintained schools with an external payroll provider will have
their Digital Account pooled with the BCCs.

Teachers Pensions update

Monthly Data Collection (MDC)


Teachers Pensions (TP) have implemented an MDC process
for providing service, salary and contribution information
which represents significant benefits to the scheme,
members and employers
MDC process replaces the Annual Service Return
Data submitted to TP on a monthly basis as opposed to
annually
Provides real time accurate information for members where
Benefits Statements can be viewed online
Encourage teachers to register with TP for My Pension
Online via the TP website: www.teacherspensions.co.uk

Deadline for on-boarding is December 2017 and will be the
only method of providing data to TP from April 2018
Authority on-boarding date is January 2017 for all maintained
schools
Academies that purchase the Payroll and Pensions Service

on-boarding date
Problems experienced by the Teachers Pay and Pensions

A. We first need to analyse all vendors, by the end of March we will have
assessed the magnitude of impact and notify you accordingly.

A. Yes - ownership, control and substitution to be established to outline risk


level. HMRC will release a questionnaire to support with this exercise.

A. These are going to be in the higher risk area and you will have to consider
continuing these trade relationships and what actions you take. Medium
risk contracts, BCC will write to vendors directly and low/no risk
(Electrical/gas suppliers for example) no action will need to be taken.
